LGU-Tagb gives hazard pay to city employees

The city government of Tagbilaran is giving hazard pay to city employees. 

Yap, together with the Sangguniang Panglungsod, is decided in giving hazard pay to all employees of the city based on the Administrative Order No. 26 signed by President Duterte and Civil Service Resolution No. 2000540.

The directives outline that employees assigned as part of the skeletal workforce shall be entitled to a hazard pay on top of the Compensatory Time-Off or Overtime Pay as well as other applicable allowances, subject to accounting rules and regulations.

All employees, regardless of employment status, who reported during the Enhanced Community Quarantine (ECQ) are entitled to the hazard pay.

Mayor Yap and the members of the city council openly expressed how they value the effort and dedication of the city employees in their respective tasks and duties and it is only fitting that the city government will renumerate the risks faced by city employees as they perform their duties.

“These personnel have reported for work to make sure that services are given effectively to the public amidst the pandemic,” Yap said.

Foremost, this is the recommended method to protect both the employees and clients from getting infected of COVID-19, sources said. 

The Work from Home is for those employees who are below 21 years old and those who are 60 years old and above, as well as those with immunodeficiency, comorbidities, or other health risks. This is also for the pregnant women, including those who reside with the aforementioned, and are living in areas under GCQ. All of these mentioned shall be under the Work from Home Arrangement, except when their work is indispensable under the circumstances or when office work is permitted. 

Meanwhile, the city government also bared that the Skeletal Workforce is a work set-up which divides the employees to man their respective offices where the entire workforce of a certain department is spread into the entire work week. The Four-Day Compressed Work Week maybe observed from Monday to Thursday, Tuesday to Friday or any combination of the four workdays to ensure that there are employees reporting for the whole work week.

There is also what they call as the Staggered Working Hours set up. This is a set up wherein the LGU shall strategize the adoption of the staggered working hours of employees to limit the number of officials and employees at any given time.

In this set up, the agency head shall ensure that the employees remain flexible in making themselves available for work duties outside of core hours if required.

The city government finally explained that these alternative work arrangements are designed to ensure the delivery of public services despite the limitations imposed by the COVID-19 pandemic.
