Elma Grace Remonde-Arbulencia, the civil military officer of the 47th IB, that the NPA would often convince people that they are the ones who are bringing genuine justice but have shown to be coddlers of a person who is evading justice all this time.

The NPAs are out to recruit as many persons as possible to join their ranks not caring about the criminal background of their new recruits, the same report says.
