Why not? If the OFWs and LSIs were allowed despite no thorough testings and quaratine, then it is safe to have tourists flock back here. I am confident they have more complete testing and formidable quarantine requirements in their respective countries before they are allowed to travel outside. In the contrary, who do you think are the group of sane tourists to visit here knowing COVID-19 management is very poor.
