Probe deepens on alleged quarantine protocol violation in Catigbian

The probe on the alleged quarantine protocol violation in Catigbian town deepens as the provincial government has referred the incident to the authorities at the Catigbian District Hospital.

This was the update shared by Dr. Cesar Tomas Lopez, Capitol spokesman on Covid-related matters on Friday, July 17, 2020.

Lopez said that they are referring the matter to the Catigbian District Hospital as Lopez believes that the authorities of the said hospital are in a better position to look closely into the situation and give the details on the alleged violation of quarantine protocol.

“I am awaiting for the report of the Catigbian District Hospital.” Lopez said.

He added, “Definitely we have a set of protocols and kung naay violations sa protofols, definitely naay mga sanctions ani.”

Earlier, the security cluster of the Bohol Inter Agency Task Force (B-IATF) looked into the allegation of the breach in the quarantine protocol that happened in a quarantine facility involving a woman who works as a casual employee in the district hospital.

Kevin Damalerio, Capitol information cluster head, confirmed the information regarding the investigation being conducted on the alleged quarantine breach on Thursday, July 16, 2020, over “Open Forum” hosted by Ardy Araneta-Batoy and Dave Albarado.

The Bohol Tribune decided to withhold the identities of those involved while the investigation is still ongoing.

Damalerio said an initial investigation was initiated by the members of the security cluster of the B-IATF in cooperation with the management of a district hospital and the municipal mayor of the town where the quarantine facility is located.

BACKGROUND

The Bohol Tribune managing editor, Batoy, received information from sources regarding the alleged breach in the quarantine protocols in a quarantine facility in one of the towns in the province.

She then forwarded the information to Gov. Arthur Yap and to Damalerio for verification and appropriate action.

The issue stems from an allegation that a lady casual worker in a district hospital allegedly violated the protocol imposed on quarantine facilities where visitors are not allowed to enter to visit any of those inside the facility.

According to reports, the lady casual worker is the wife of an Army soldier. 

The Army soldier just arrived from Mindanao and per protocol, this Army soldier is now placed under quarantine in a town facility. 

Reports from sources say that the lady casual worker was able to pay her husband, the Army soldier, a visit in the quarantine facility for one reason or another. 

After the wife’s visit in the quarantine facility to see her husband, she continued to regularly report to her work at the district hospital to perform her duties as one who would distribute food/meals to the hospital patients. 

No one knew about the breach in the protocol until the quarantine facility guard spilled the beans on what the lady casual worker did.

The Army soldier allegedly vented his discomfort about the squealing incident allegedly done by the guard of the quarantine facility. 

The one guarding the facility reportedly felt insecure about his safety as the Army soldier expressed his discomfort.

Reports say that the other hospital employees have expressed their discomfort, too, about the incident. 

They (the other hospital employees) said that the lady casual worker should not have returned to work in the hospital after she visited her husband at the quarantine facility; instead she should have submitted herself for quarantine in the town’s quarantine facility.

Sources added that the lady casual worker chided her critics, the ones who wanted her to be placed under quarantine, saying they are “OA” or overacting.

The same sources bared that there is a memo released to place the lady casual worker under quarantine.

However, the lady casual worker opted for home quarantine. The sources insisted that the lady casual worker should be placed inside the quarantine facility together with her husband.
