Tagbilaran City strengthens housing projects

City Mayor John Geesnell “BABA” Yap has been planning for a socialized housing project in Tagbilaran City. With much directed efforts given to infrastructure projects; a socialized housing project is the next big thing. To support this endeavor Mayor Yap reactivated the Local Housing Board (LHB) upon his assumption in office and the policy making body has been making strides towards the fulfillment of this initiative. In fact, as a result of a benchmarking activity of the core members of the LHB in the Housing Development Unit in the City of Mandaue, Liga President Punong Barangay Fausto Budlong picked up a best practice from Mandaue which eventually gave birth to the Balanced Housing Compliance ordinance. Authored by Punong Barangay Budlong, sponsored by City Councilor Atty. Agustinus “Dodong” Gonzaga and co-sponsored by City Councilor Philipp Besas. The ordinance aims to strengthen Tagbilaran City’s stakes towards a decent housing project in Tagbilaran City. The 14th SP led by City Vice-Mayor Jose Antonio Veloso approved and adopted the ordinance last Friday.

The ordinance provides that all developers of residential subdivisions, condominium projects, townhouse projects, and the expansion of existing residential subdivisions, condominium projects, townhouse projects, are mandated to adhere to the implementation of balanced socializing housing. This means that the developers of these projects are required to develop an area of socialized housing equivalent to at least 15% of the total subdivision area or total development costs at the option of the developer, or at least 5% of the condominium area or the project cost also at the option of the developer. The venue for such socialization housing must be within the city, as long as it is feasible.

The Ordinance also mandates the developers to employ Tagbilaran City residents, at a certain percentage, which is to be determined by the Office of the City Planning and Development Coordinator (OCPDC).

Furthermore, the beneficiaries of the balanced socialized housing shall come from the record being maintained by the OCPDC. This list is being obtained from all barangays of the city. Preference shall be given to the socialized housing beneficiaries of the barangay where the development project is located.

Business tax exemptions for three years shall also be granted to the complying developers.
