Tagbilaran divulges city’s events bulletin

LGU-Tagb recognizes outstanding Lupong Tagapamayapa in the city
Three (3) Lupong Tagapamayapa from Tagbilaran are awardees as outstanding Lupon in recognition of their efficiency in settling neighborhood disputes. According to a report from the City Media Bureau provided to The Bohol Tribune on Friday, Nov. 20, 2020, this is the first time that the local government unit (LGU) of Tagbilaran is recognizing the efforts of the top Lupong Tagapamayapa in the city.
The first placer receiving P75,000 cash prize is Brgy. Taloto led by its Lupon Chairperson Punong Barangay Eugene Zamora (represented by Kagawad Jay Penaflor during the awarding rites). The second placer receiving P50,000 cash prize is Brgy. San Isidro bannered by Lupon Chairperson Punong Barangay Fausto Budlong; and the third placer receiving P25,000 cash prize is brgy. Ubujan under Lupon Chairperson Punong Barangay Mary Jane Ruiz.
The search for the outstanding Lupong Tagapamayapa is being spearheaded by the office of the president of the Liga ng mga Barangay, Odysseus Glovasa. The awarding ceremonies opened. The awarding ceremony by City Vice-Mayor Jose Antonio Veloso who delivered the welcome address was also graced by City Mayor John Geesnell Yap II who gave the inspirational message.
“The Lupong Tagapamayapa is a vital component in barangay governance. Local conflicts are real and resolutions should be readily available. Our Lupong Tagapamayapa provides just that. It can serve as the go-between which can help resolve issues in a shorter period of time than when one goes directly to court to seek redress. On top of that, one can save money that one would spend for litigation costs,” Yap said.
The winners were chosen by the Lupong Tagapamayapa Incentives Assessment Team led by Mariejoe Narca of the Center for Community Extension at the Holy Name University, Bohol Development Foundation Executive Director Francis Bernard Batoy, and City Prosecutor’s Office Jennifer Flores.
The various Lupon were judged on the following criteria: efficiency in operations of the Lupong Tagapamayapa; effectiveness in securing the settlement of interpersonal disputes; creativity and resourcefulness of the Lupong Tagapamayapa; area of facility for lupon activities, among others.
Under the Local Government Code, there shall be a Lupong Tagapamayapa in each barangay composed of the punong barangay acting as chairman and 10 to 20 members who are residing or working in the barangay all of whom are not otherwise expressly disqualified by law, and possessing integrity, impartiality, independence of mind, sense of fairness, and reputation for probity.
The Lupon has the following functions: (a) exercise administrative supervision over the conciliation panels; (b) meet regularly once a month to provide a forum for exchange of ideas among its members and the public on matters relevant to the amicable settlement of disputes, and to enable various conciliation panel members to share with one another their observations and experiences in effecting speedy resolution of disputes; and; (c) exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.
All disputes, civil and criminal in nature, where parties actually reside in the same city or municipality may be handled by the Lupong Tagapamayapa. Among the cases that are within the bounds of authority of the lupong tagapamayapa are the following: alarms and scandals; less serious physical injuries; slight physical injuries and maltreatment; unlawful arrest; light and grave coercion; simple seduction; issuing checks without sufficient funds; removal, sale or pledge of mortgaged property; and qualified trespass to dwelling (without use of violence and intimidation).

Tagb hires learning aides to assist in blended learning
The Tagbilaran City government gives a helping hand to the City Department of Education (DepEd) division by hiring Learning Support Aides.
Recently, the city government and the city DepEd division presented the first batch of newly-hired Learning Support Aides.
The aides are hired to assist public school teachers in module preparation and distribution for both elementary and high school learners.
They are also going to assist learners who are enrolled in the Alternative Learning System (ALS).
These Learning Support Aides will also help the students in studying their respective modules, according to a report from the City Media Bureau.
The hiring of the aides is made possible through the Special Education Fund (SEF). The city’s SEF has been exponentially increasing from P 25 million in 2013 to P78 million in 2020. The increase in the SEF made it possible to contribute in the improvement in the delivery of education to learners in the city especially among those enrolled in public elementary and high schools. Moreover, the SEF has been instrumental in providing additional classrooms to all the city’s public schools, the posting of security guards in city’s public schools, construction of laboratories, provision of uniforms, and pieces of equipment.
Just recently, the City Government provided duplicators, collators, paper cutters, and printers to all public schools in the Tagbilaran to be used in the printing of modules.
The sound fiscal management implemented by the combined forces of the City Treasurer, City Assessor, City Accounting, City Budget and the Business Permits and Licensing Office has led to the steady increase of Tagbilaran City’s local income, evidenced by the surge of funds allocated to SEF.
