Asec. Malagar takes seat as new DNS

Atty. Leo B. Malagar

The Philippine Statistics Authority (PSA) welcomes newly- appointed Asec. Leo B. Malagar, as he takes the seat of Deputy National Statistician (DNS) of the Civil Registration and Central Support Office (CRCSO), according to a release sent to The Bohol Tribune.

One of his priority tasks involves spearheading the country’s commitment to the Civil Registration and Vital Statistics (CRVS) Decade which ends in 2024.

Moreover, the PSA will continue to update and upgrade its initiatives to make a responsive CRVS system in the country.

The CRVS Decade Work Plan entails three (3) goals and seven (7) action areas.

Before Malagar’s appointment as PSA Assistant Secretary, he was a Commissioner and the Assistant Director of the Commission on Bar Discipline of Integrated Bar of the Philippines, and a Center Head and Assistant Vice President in the Legal and Regulatory Affairs of Smart Communications, Inc.

Malagar is married to a Boholana Judge Marlo Apalisok Magdoza-Malagar of the Regional Trial Court Manila Branch 19. His humble Cebuano parents — a jeepney driver and a sari-sari storekeeper, instilled in him the importance of education, honor and perseverance. After finishing his Bachelor of Arts in Political Science degree in the University of the Philippines (UP) Cebu, he took up Bachelor of Laws in UP Diliman.

Afterwards, he pursued his Master of Laws in the University College London, and his Executive Master of Business Administration in the Asian Institute of Management.

Aside from his legal expertise in information technology, telecommunications, industrial and intellectual property, and international economy, he was also regarded as an outstanding faculty member in the De la Salle University for three (3) consecutive academic years.

With his leadership and prowess at the executive level, the PSA will continue to deliver its mandate effectively, imbibing our goal for 2021: “Strengthening Digital Transformation, and Improving Quality of Statistical Products and Services: The Ways to Manage the New Normal.”
