A teaser: Is this “Abuse in Authority” or “Official Misconduct”?

It can’t be denied, that every now and then, The Bohol Tribune office receives some complaints from people. Such complaints are submitted either  anonymously or given openly.  

One of these anonymous complaints speaks of some appointed government officials who are allegedly committing unabated abuse while in power as they absent themselves from office, for one reason or another, without filing any leave of absence. 

One reason for the absence could be a trip abroad. Another could just be because such officials would like to stay at home, or worse, there is no given reason at all. 

Is this true? 

If it is, then these government officials have the audacity to absent themselves from office without filing an official leave of absence but still collect their pay at the expense of the taxpayers’ money.

It is a normal procedure for any employee, whether public or private, to file for a leave of absence every time such employee wants to be absent from the office. Otherwise, such absence will be one without pay.
