Cong. Edgar Chatto joins via Zoom the orientation activity for the implementation of the Special Program for the Employment of Students (SPES) organized by the Department of Labor and Employment (DOLE) – Bohol office. The said meeting took place on May 27, 2021, while the congressman was in Loon town. Chatto authored Republic Act 9547 which expanded the summer job program to provide more employment opportunities to underprivileged students in private companies as well as local government agencies at salaries not lower than the prevailing minimum wage. Cong. Edgar Chatto speaks about the Mandanas ruling that will take effect in 2022 and how it impacts barangays during the Barangay Summit in Dauis that took place on May 25, 2021. Chatto sees the Mandanas ruling as a game changer for local governance as it seeks to increase fiscal share of local government units (LGU), which means more funding for projects and less reliance on national government funding. During the said summit, Chatto also spoke about the ruling of the Supreme Court in favor of the petition of Batangas Gov. Mandanas, which declares that all revenues of the national government are included in the base computation of the constitutional provision of a just share of national taxes given to LGUs, which is in contrast to the provision of the Local Government Code where the computation of the LGU share is based on the internal revenue collection alone.
