Tagb employees receive PBB

For the first time, the employees of the City Government of Tagbilaran received a Performance Based Bonus (PBB) along with an anniversary cash gift based on the Department of Budget and Management (DBM) Local Budget Circular No. 65. 
Tagbilaran City was named eligible for PBb  for its employees for fiscal year 2020 along with Bohol province and 10 other local government units (LGUs). 
The other 10 LGUs in Bohol, which are eligible for the PBB are Corella, Danao, Loon, Panglao, San Miguel, Sierra Bullones, Talibon, Trinidad, Tubigon, and Bien Unido. 
City Mayor John Geesnell Yap II was elated and was proud that it happened under his term.
“This additional incentive goes to show that dedication and commitment to good governance have its rewards,” Mayor Yap underscored.
 These LGUs were deemed eligible for the PBB for their respective employees based on the stipulations of the joint circular of the Department of Budget and Management (DBM) and the Department of the Interior and Local Government (DILG).
According to the criteria laid out by the DILG, an LGU would be eligible for PBB if it satisfied these conditions: 1. able to pass the minimum local governance standards such as being an awardee of the Seal of Good Local Governance (SGLG) in any assessment year from 2015 to 2019; attained at least medium compliance on the functionality of Local Development Councils as of August 2020, and passer of the Good Financial Housekeeping 2. set-up most current and updated Citizen’s Charter reflecting LGUs improved and streamlined systems and procedures 3) implement a Performance Rating System to be used on LGU personnel and 4. sustained compliance with audit findings, among others.

Baba commends latest MIOP graduates

About 29 People Who Use Drugs (PWUD)or Rehabilitated Drug Dependents (RDD) from barangay Poblacion 1 recently completed the Matrix Intensive Out Patient (MIOP) program conducted by the City Health Office (CHO) as facilitated by City Nurse Robin Reyes Culpa, a report from the City Media Bureau says.

City Mayor John Geesnell Yap, Tagbilaran City’s First Lady and Gugma Tagbilaran Founder Jane Yap, barangay Poblacion 1 Punong Barangay Arlene Karaan, City Local Government Operations Officer (CLGOO) Regina Bastes, Provincial Health Officer officer-in-charge Dr. Cesar Tomas Lopez, CHO’s Dr. Teomin Casano, and City police station representatives were in attendance to officially hand-out the certificates of completion to the graduates. First Lady Jane Yap’s Gugma Tagbilaran also distributed food packs, face masks, and face shields to the program completers.
MIOP is a community-based drug recovery intervention for low to mild risk illicit drug users. Culpa said that the program is an initiative to improve the drug recovery skills and skills of drug users to help these people re-integrate themselves to normal community life.
“The design of the modules includes the use of small groups, interactive and creative methodologies, and the use of music and prayer when appropriate. The modules also consider Filipino cultural values such as the importance of family and friends”, Culpa quipped.
 To date, there are already 136 graduates of the MIOP from Tagbilaran City and 449 are currently having training sessions. The City Anti-Drug Abuse Council (CADAC) chaired by Mayor Yap and facilitated by Barangay Affairs Consituency Unit (BACU) head Alvin Acuzar has been constantly on the move, conducting interventionists training, social support group training, revalidation, drug symposia, and random drug testing.
Just recently, the Department of Interior and Local Government (DILG) recognized the efforts of the Tagbilaran City CADAC in drug prevention and rehabilitation.
 The DILG conferred the National Anti-Drug Abuse Council Performance Award to the Tagbilaran City’s CADAC.
The council passed the performance audit conducted by the DILG on functionality and effectiveness which was based on the council’s existing issuances, policies, innovations and best practices at all levels.
The results of the performance audit merited Tagbilaran City’s CADAC of an 85.5% audit score which means that it is highly functional and is classified as an ideal anti-drug abuse council in the country.
Mayor Yap congratulated the CADAC and commended its efforts.

“The CADAC who takes the lead in the prevention and control of illegal drugs in Tagbilaran has proven that the involvement of the barangays and timely coordination with the various government agencies are key factors in making anti-illegal drugs initiatives successful, “Mayor Yap  said.
