SP sets new rates for prov’l library services

The amendment for the prescribed rates for the use of internet facilities and other library services in the Bohol Provincial Library and Information Center under Provincial Ordinance No. 008-2021 was duly approved by the Sangguniang Panlalawigan (SP) led by Vice Governor Rene Lopez Relampagos on Tuesday, August 3, 2021. 

The new rates were the products of committee meetings and a public hearing conducted by the Committee on Ways and Means headed by its Chairperson Board Member Aldner Damalerio.

Based on the new rates, a person will be charged P10 per hour for the use of the library’s desktop with/or without internet. 

At present, the provincial library has eight (8) desktop computers which are placed in a separate room inside the library. 

For printing services, colored printing shall be charged with P5 per page, P10 for printing with colored graphics, and P2 for black and white printing for any size of paper.

 Moreover, scanning and encoding will be charged with P5 per page. 

Furthermore, students and senior citizens shall enjoy the privilege to only pay P1 per page for printing.

Meanwhile, library users will pay P10/hour for charging electronic devices inside the library.

For book borrowers, students and senior citizens will have to pay an annual book borrowing fee of P20 and P50 annual book borrowing fee is charged for professionals. 

Every library user needs to pay a one-time P100 membership fee, the report from the SP says.

Library users who are unable to return the books on time are assessed of P5 per book penalty per day of delay in the return of the book.

Photocopying fees shall be at P2 per page for short/A4/long bond paper, and P5 per page for reduce or enlarge photocopy services including the photocopy of IDs back to back.

Students and senior citizens shall pay only P0.50 per page for photocopy services.

Meanwhile, lamination fees shall be P20/piece for ID size and P40/piece for bond paper size.

The said bulk of amendment has undergone committee meetings, a public hearing and three separate readings in the plenary session of the SP before the new rates were approved.

According to Provincial Health Office (PHO) officer-in-charge Dr. Cesar Tomas Lopez, the donation is in line with the implementation of the Health Facility Enhancement Program (HFEP) of the DOH.

The HFEP aims to improve the delivery of health services through the upgrading of health facilities and provision of medical equipment. 

Lopez said the main condition of the donation is that the sea ambulances should be managed and maintained by the PHO and these sea vehicles should be assigned to any of the province’s district hospitals as caretaker. 

The sea ambulances, once acquired by the province, will be deployed and assigned to the Garcia Memorial Provincial Hospital in Talibon and Dagohoy District Hospital in Inabanga, according to the report.

Moreover, Lopez added that they will be hiring also health personnel necessary for the operation and maintenance of the sea ambulances and equipment.

According to Relampagos, the sea ambulance that will be deployed in Talibon Hospital will respond to the islands in Talibon, Bien Unido, Carlos P. Garcia and Ubay. While the one deployed in Inabanga will respond to the islands in Getafe, Buenavista, Tubigon, Clarin and Calape. 

Aside from the 2 sea ambulances, the donation includes radio and medical equipment.
