It was a proud moment for Tagbilaran City Disaster Risk Reduction and Management Officer (CDRRMO) Gerard Lavadia as he was conferred the PAGASA award from the Philippine Civil Service Commission (CSC).
The PAGASA award is given to government workers based on their outstanding performance, the sustainability of their contribution, their impact, reliability, and effectiveness in service.
The PAGASA awardees for 2020 are composed of the End Hunger Program Team of the Provincial Government of Davao de Oro; the Medical Social Welfare Department of Baguio General Hospital and Medical Center; Principal I Jesus Catigan Insilada of Caninguan National High School in Lambunao, Iloilo; and Local Disaster Risk Reduction and Management Officer IV Gerard Marta Lavadia of Tagbilaran City.
Winners were conferred recognition during an online awards rites on Nov. 15, 2021 via the Radio Television Malacañang and the CSC’s Facebook page and YouTube channel.
The winners are cited for their exceptional or extraordinary contributions resulting from an idea or performance that had nationwide impact on public interest, security, and patrimony.
The PAGASA Award is given to an individual or group for outstanding contributions that directly benefit more than one department of the government.
Lavadia was cited for his innovativeness in implementing disaster risk reduction and management programs, specifically the Communication Line for Emergency Response (CLEAR) system.
The CLEAR system boasts of reinforced emergency responder capabilities, modernized equipment, and updated geological and hazard maps for all kinds of emergency situations.
Tagb CH employees attend the Ombudsman webinar on integrity, transparency
The first batch of employees from the City Government of Tagbilaran attended a three-day workshop on Integrity, Transparency, and Accountability in Public Service (ITAPS) facilitated by the Office of the Ombudsman Region 7 (OMB 7) from Nov. 14 to 16, 2021, a report from the City Media Bureau says.
OMB 7 Director Eduardo Kangleon delivered the keynote message, followed by the address of City Mayor John Geesnell Yap.
In his speech, Mayor Yap stressed the importance of a corrupt-free governance.
The lecture, which was entirely done online thru the use of Google classroom and Zoom, presented an engaging and interactive session on the nature and effects of corruption in government.
There were three modules that were discussed which include the following: Understanding Corruption, Public Office, and Integrity.
The main goal of the training was to impart to the participants the importance of accountability of public servants guided by established relevant laws and policies leading to a corrupt-free bureaucracy.
OMB-7 Focal Person Victoria Nessa Chiu underscored the ill effects of corruption on the individual, society and community. The 2nd day of the lecture exposed the participants to workplace situations related to ethical standards in government service.
Moreover, on the 3rd day of the lecture the topic was all about malversation of public funds. Various case studies were discussed to drumbeat the complicated nature of corruption. Before the session ended, each participant was asked to commit an integrity initiative which should be carried out in the course of their public service.
