Gilagdaan ni Presidente Rodrigo Roa Duterte ang usa ka executive order nga maghatag ug serbisyo nga mopanalipod sa mga refugee, stateless individuals, ug mga indibidwal nga nangayo ug asylum o persons of concern (POC).
Base sa Executive Order 163, gipaseguro ni Presidente Duterte nga protektado sa estado ang seguridad ug kagawasan sa paglihok sa mga POC.
Nakalatid usab sa EO ang paghatag sa mga POC ug socioeconomic services, social security benefits, trabaho, edukasyon, tabang legal, akses sa mga korte ug kagawasan sa relihiyon.
Gipagawas sa Palasyo ang maong EO taliwala sa Coronavirus disease (Covid) pandemic ug sa nahitabong tensyon karon sa Europa, partikular tali sa Ukraine ug Russia nga naglimita sa lihok sa mga POC aron makalabang ug borders alang sa ilang proteksyon.
Ubos sa EO, nakalatid ang pagmugna ug inter-agency committee on the protection of refugees, stateless persons ug asylum seekers nga pangunahan sa Department of Justice (DOJ) isip chairman ug Department of Social Welfare and Development (DSWD) isip vice chairman, kauban ang uban pang mga ahensya sa gobyerno isip mga miyembro.
Gimanduan sa Presidente ang komite nga ihatag ang tukmang proteksyon ug uban pang social services sa mga POC.
Apil sa trabaho sa komite ang makig-alayon sa United Nations High Commissioner for Refugees ug uban pang international bodies aron sigurohong mahatag ug sakto ang gikinahanglang serbisyo ug proteksyon sa mga POC.
Kalabot niini, obligado usab ang mga POC nga mosunod sa gipatuman nga mga balaod ug patakaran sa estado nga may kalabotan sa public order, public health ug national security.
