adjourned sine die, one last committee meeting was held by the
House Committee on Civil Service and Professional
Regulation. During this meeting, Cong. Tutor said that they
approved, in the committee level, the following:
Career Exec. Service (CES) Recognition Act – An Act
Recognizing the Role of the Members of the CES in
effectively upholding, pursuing & maintaining good
governance and accountability in public service by
granting them salaries, special allowances, retirement
benefits and privileges commensurate to their CES ranks,
appropriating funds therefore and for other purposes
Public Sector Labor Relations Act – An Act Strengthening
the constitutional rights of government employees to self-
organization, collective bargaining & negotiation &
peaceful concerted activities & use of voluntary modes of
