Calape mayor questions PCL-Bohol’sdecision to hold confab in Tagaytay

Calape, Bohol Mayor Julius Ceasar Herrera has
questioned the decision of the Philippine
Councilors’ League-Bohol Chapter (PCL-Bohol) to
hold its provincial convention outside of the
province.
In a statement, Herrera said that he believes that
the convention could have been held within Bohol,
and that doing so would have been more practical
and economical.
He also pointed out that there is no specific COA
guideline that allows for the travel of LGU officials
outside of their province for the purpose of
attending a convention.
Herrera’s comments come after PCL Bohol
President Board Member Gloria Biwang-
Gementiza sent out a letter to mayors, vice
mayors, and other local officials in Bohol inviting
them to attend the PCL Bohol Chapter General
Assembly, which will be held in Tagaytay City on
July 27-29, 2023. The theme of the assembly is
“PCL Bohol- Finding Openings After the
Pandemic.”

The letter states that the registration fee for the
assembly is P17,500 per participant, and that the
cost will be charged against LGU funds.
Herrera said that he believes that the registration
fee is too high, and that the money could be better
spent on other priorities.
He also said that he is concerned about the
environmental impact of holding the convention in
Tagaytay City, which is a popular tourist
destination.
“I believe that the PCL Bohol Chapter should have
considered holding the convention within Bohol,”
Herrera said. “There are many beautiful and
affordable venues in our province that would have
been perfect for the event.”
Herrera has disapproved the travel request of the
SB Members of Calape who wished to participate
in the said activity.
PCL-Bohol has not yet responded to Herrera’s
comments.
