In the wake of the synchronized Barangay and Sangguniang Kabataan Elections (BSKE) held on October 30, 2023, the Department of the Interior and Local Government (DILG) has released new guidelines to ensure a smooth transition for the newly elected officials.
Secretary Benhur Abalos emphasized the importance of a three-week transition period for the incoming Barangay and SK officials to properly assume their roles. The transition period is crucial for the handover of barangay properties, ensuring that all assets are accounted for and in good condition.
The DILG has issued Memorandum Circular (MC) No. 2023-166 as a guide for both outgoing and incoming officials. Outgoing officials are required to complete a final inventory of all Barangay and SK properties, financial records, documents, and properties (PFRDs), as well as money accountabilities. This inventory must be turned over to the new officials to prevent any confusion or disruption in barangay operations.
Secretary Abalos also advised that newly elected officials coordinate with DILG officers on the ground for guidance on proper turnover procedures. He further clarified that adherence to Commission on Elections (Comelec) advice is paramount, ensuring that winning candidates can effectively assume office upon proclamation and oath-taking.
The memorandum also outlines steps for incoming officials to secure bonding requirements and other legal requisites under existing laws, rules, and regulations. This preparation aims to facilitate an efficient start for the new administration, allowing them to focus on serving their communities without delay.
