Controversy erupts Carmen’s Bud Agta attraction amid legal scrutiny

In the serene landscapes of Bohol’s famed Chocolate Hills, a new controversy has emerged, casting a shadow over the picturesque Bud Agta attraction in the town of Carmen.

Following the recent uproar involving Captain’s Peak Garden and Resort in Sagbayan, it appears that Bud Agta has now caught the attention of local authorities for potential legal infractions.

Nestled among the more than 1,700 Chocolate Hills—a natural wonder spread across the towns of Sagbayan, Batuan, and Carmen—Bud Agta boasts a viewing deck that offers visitors a panoramic view of the iconic mounds.

However, this attraction has come under scrutiny after third district board member Nathaniel Binlod disclosed that Carmen’s mayor, Conchita de los Reyes, has initiated an investigation into the site’s compliance with environmental regulations.

Allegations have surfaced suggesting that Bud Agta lacks the necessary Protected Area Management Board (PAMB) certification and an Environment Compliance Certificate (ECC).

Furthermore, Binlod pointed out that despite these missing credentials, Bud Agta has been operating without a Mayor’s Permit from de los Reyes, potentially breaching relevant laws.

The Sangguniang Panlalawigan (SP) Committee on Environment and Natural Resources had previously conducted an examination of both Captain’s Peak and Bud Agta for alleged violations last year.

The committee’s findings led to a set of recommendations sent to the Department of Environment and Natural Resources (DENR). Regrettably, these recommendations have yet to be implemented.

As the situation unfolds, there is growing speculation that Mayor de los Reyes may take decisive action, possibly leading to the closure of Bud Agta, observers said.
