INCITEGov and ASOG Executive Education Program Host Brown Bag Discussion on Local Governance with Mayor Joseph Rañola. . . The International Center for Innovation, Transformation and Excellence in Governance (INCITEGov) and the Ateneo School of Government Executive Education Program convened a dynamic brown bag discussion on May 2, 2024, at the Ateneo School of Government Building, Ateneo Loyola Heights Campus, Quezon City. The event welcomed Mayor Joseph A. Raňola along with esteemed members of the Local Finance Committee: Bridgida Aceron, Budget Officer; Ma. Debora Oclarit; Engr. Peter Jamero; Mun. Admin. Teresa Gina Ranan; and MIO Bernardo Condor, as resource persons of LGU Jagna and Joseph Angelo Raňola for Center for National Budget Legislation office. The engaging discussion brought together technical teams from ASOG and INCITEGov, alongside select partners from national agencies, to deliberate on pressing issues in local governance. Key among the topics was a focused exploration of strategies to combat corruption in the context of the national budget. INCITEGov and ASOG, recognizing the paramount importance of transparent governance and inclusive development, have forged a strategic partnership. This collaboration aims to elevate democratic values and enhance leadership among Local Chief Executives (LCEs) in the Philippines. Central to this initiative is the launch of a groundbreaking learning intervention titled “Peer Learning and Enhancement of LCE Leadership and Governance.” Scheduled to commence on May 8, the course will comprise six sessions conducted weekly. It will cater to a cohort of at least 15 LCEs distinguished by their exemplary governance track records. Through this program, participants will gain invaluable insights and practical tools to navigate the complexities of local governance effectively. An area of particular focus during the brown bag discussion was the pervasive impact of corruption on local government resources. This issue disproportionately affects municipalities and smaller cities reliant on National Tax Allotment/Internal Revenue Allotment (NTA/IRA) funds, exacerbating budget constraints and impeding development efforts. Delving into this concern, participants explored proactive measures to mitigate budget leakages and enhance accountability. Mayor Raňola and his team showcased the Municipality’s pioneering governance practices, positioning it as a beacon of innovation and excellence. Their presentation underscored the importance of collaborative efforts and proactive leadership in driving meaningful change at the local level. During the brown bag discussion, Mayor Joseph A. Moreover, the team highlighted their rigorous approach to due diligence in budget allocation. Recognizing the diverse needs of the community, Mayor Raňola’s administration has implemented comprehensive assessments to identify priority areas for budget allocation. By conducting thorough analyses of local needs and challenges, the Municipality ensures that resources are directed towards initiatives that yield the greatest social and economic impact. A key highlight of the presentation was the Municipality’s success in optimizing budget allocations across critical sectors such as healthcare, agriculture, social services, and infrastructure development. Mayor Raňola’s proactive leadership has led to innovative strategies for maximizing the impact of limited resources, resulting in tangible improvements in service delivery and quality of life for residents.
