Alleged AICS funds scandal rocks Bohol Capitol

Controversy has erupted over the distribution of the Assistance to Individuals in Crisis Situation (AICS) funds in Bohol Capitol, with allegations of misappropriation and calls for transparency.

In a recent radio interview by DYTR’s Ted Ayeng, Bohol whistleblower Ronnie Orillosa, a concerned citizen, claimed that the actual amount designated for AICS beneficiaries, pegged at PHP 10,000, was not fully reaching the intended recipients. 

Orillosa alleged that individuals in charge of the distribution from the Office of Gov. Aris Aumentado had allegedly siphoned off nearly 70% of the funds, leaving only PHP3,000 for each beneficiary.

The issue has escalated to the point where a petition has been filed against those responsible for the AICS distribution, Orillosa said. 

Orillosa accused Bohol Capitol officials of attempting to suppress news coverage and public awareness of the scandal.

The situation is further complicated by the declaration of a state of calamity in Bohol, which Orillosa criticized as a ploy by the majority in the Sangguniang Panlalawigan (SP) to divert attention from the ongoing crisis.

Orillosa’s impassioned plea highlighted the plight of the Bol-anon people, who rely on government aid amidst the crisis. 

He urged the public not to fear speaking out, emphasizing that there are laws in place to protect whistleblowers and human rights.

The AICS funds, which are part of national funding, are meant to pass through the governor’s office before reaching those in need. 

However, Orillosa suggested that the funds were being withheld and misused by those in power.

The interview concluded with Orillosa’s call for accountability, demanding that those involved in the alleged scandal be exposed and held responsible. 

The Capitol has yet to respond to these allegations, leaving the public awaiting answers.

AICS OF DSWD

The AICS program is one of the social welfare services provided by the DSWD. 

It aims to assist individuals facing various crises, disasters, or extreme poverty. 

Under this program, eligible individuals can receive support in the following areas:

Medical Assistance: Providing financial aid for medical expenses.

Burial Assistance: Assisting with funeral expenses.

Transportation Assistance: Offering support for transportation needs.

Educational Assistance: Providing aid for educational purposes.

Food and Other Essentials: Provision of food and other essential items.

The AICS program plays a crucial role in helping vulnerable Filipinos during challenging times.
