LGU Tagbilaran institutionalizes Career Readiness Program for Out-of-School Youth
In a significant step towards empowering the city’s out-of-school youth (OSY), the City Government of Tagbilaran signed a Memorandum of Agreement (MOA) with key government agencies and private sector representatives on May 24, 2024 at the City Hall Atrium to implement a comprehensive career readiness program.
The MOA institutionalized the “Employment and Livelihood Program for Out-of-School Youth,” an initiative of the Youth Development Alliance (YDA) of Tagbilaran City.
This program aims to provide career guidance and support to OSY and Alternative Learning System Senior High School (ALS SHS) learners, equipping them with the skills and opportunities needed for gainful employment and entrepreneurship.
Stakeholders present during the MOA signing included City Mayor Jane Yap, representing the City Government of Tagbilaran through the Tagbilaran City Public Employment Service Office (PESO) and the City Livelihood and Community Development Unit; Ms. Joveline Requinto of the Department of Labor and Employment (DOLE) – Region VII; Mr. Blair Panong of the Department of Trade and Industry (DTI) – Region VII, Bohol; Ms. Elizabeth Rosil of the Department of Education- Tagbilaran City Schools Division; Mr. Ryan Jay Digal, President of the Junior Chamber International (JCI) Bohol Sandugo; Ma. Margarita Bandija, President of the People Management Association of the Philippines (PMAP-Bohol); and Engr. Allen Christian G. Varquez of the Bohol Association of Hotels, Resorts, and Restaurants (BAHRR).
In her message during the MOA signing, Mayor Jane Yap said, “This initiative is a testament to our commitment to providing our youth with the tools and opportunities they need to succeed. By working together with various stakeholders, we can create a brighter future for our out-of-school youth.”
Over 50 ALS SHS learners participated in this year’s career guidance seminar held during the same event. After the MOA signing, the participants were provided with the latest labor market trends and information about in-demand jobs in the city. As part of the seminar, the youth also received various training, including life skills and handling job interviews, to increase their employability and help them succeed in their careers.
The institutionalization of this program will guarantee annual career guidance seminars featuring mock interviews for ALS SHS learners, youth entrepreneurship mentoring, and the provision of livelihood opportunities for OSY. Additionally, other relevant training sessions will be offered to ensure that the youth are well-prepared for their future careers.
The City Government of Tagbilaran and its partners are committed to the continuous support and development of the youth, recognizing them as valuable contributors to the community’s growth and prosperity. This initiative marks a pivotal moment in the city’s efforts to uplift and empower its young residents.

210 city BHWs undergo training as they invest in health
The City Government of Tagbilaran conducted a comprehensive training program for Barangay Health Workers (BHWs) in three batches on May 15-17, May 22-24, and May 29-31, 2024, at Jj’s Seafood Village.
The training aimed to enhance the skills and competencies of BHWs, equipping them with essential knowledge to better serve their communities.
City Health Officer Dr. Jeia Pondoc led the training, ensuring a well-structured and impactful program.
The training covered a wide range of topics essential for effective community health work.
Basic competencies were addressed by Robin Culpa, Paulo Antonio Sarabia, April Grace Lagrosas, and James Bompat, providing foundational knowledge and skills necessary for BHWs.
Additionally, Artemia Lison outlined the key duties and responsibilities of health workers, emphasizing the importance of their roles.
Several priority areas were highlighted during the training to address specific health concerns. Ellyn Ungab, Dr. Joan Flores, and Rey Delos Santos emphasized the importance of physical activity and proper nutrition in the “Move More, Eat Right” session.
Christopher Sergito Uy, Mary Sheil Leorna, and Ralph Albert Bernaldez discussed hygiene practices and sustainable living in the “Be Clean, Live Sustainably” segment.
Concepcion Arboleras and Consuelo Estonina covered the importance of vaccinations in the “Get Vaccinated” session, while Robin Culpa handled the topic “Care for Yourself, Care for Others.”
Additional sessions focused on crucial health and safety topics.
Marjorie Torculas provided education on safe sex practices in the “Practice Safe Sex” session, and Hannfil Pacomios focused on safety protocols in “Do Not Harm, Put Safety First.”
Furthermore, Hazel Remolador taught BHWs how to effectively profile households and manage supplies, ensuring they have the necessary tools and knowledge to support their purok and barangays efficiently.
Tagbilaran City Mayor Jane Yap expressed her support for the initiative, stating, “Our Barangay Health Workers are the backbone of our community health system. This training is essential in empowering them with the skills and knowledge they need to effectively address the health needs of our residents. We are committed to continuously investing in our health workers to ensure the well-being of Tagbilaranons.”
The participants expressed their gratitude for the training, noting that the knowledge gained would greatly enhance their ability to serve their barangays.

Tagbilaran promotes Organic Agriculture for the youth
The City Government of Tagbilaran conducted an Appreciation Course on Organic Agriculture for both in-school and out-of-school youth, held in two batches from May 22-23 and May 27-28, 2024, at Jj’s Seafood Village.
Led by the City Agriculture and Veterinary Office (CAVO) under the leadership of Dr. Genette Mae Egos-Yap, the program focused on imparting knowledge about the benefits and techniques of organic farming.
City Mayor Jane Yap expressed her enthusiasm for the program, stating, “Empowering our youth with knowledge and skills in organic agriculture is crucial for our future. This initiative not only promotes healthier food production but also instills a sense of responsibility towards our environment.”
The course encouraged urban gardening to promote sustainable agricultural practices. Participants also learned how to grow healthy, nutrient-dense food without using synthetic chemicals or pesticides.
The course covered a comprehensive range of topics designed to provide both theoretical and practical knowledge.
Key areas included soil health and fertility management, natural pest and disease control, and urban gardening techniques such as container gardening and vertical farming.
Participants also learned about composting and waste management, essential for improving soil fertility and reducing waste.
The City Government of Tagbilaran plans to continue such educational initiatives, expanding their reach to students and barangays in the future.
