The Department of Social Welfare and Development’s Central Visayas office (DSWD-7) has announced an impending investigation into the purported irregularities in the Aid to Individuals in Crisis Situation (AICS) program. 

The inquiry follows the dismissal of two staff members from the Bohol Provincial Capitol, who were allegedly linked to the mismanagement of the AICS funds.

Shalaine Marie Lucero, the regional director of DSWD-7, stated that the probe aims to meticulously review the fund distribution process and ascertain the presence of any fraudulent activities. 

Lucero emphasized the department’s commitment to transparency and accountability, particularly in managing the AICS program, which provides emergency assistance to Filipinos in distress.

The AICS program, designed to offer financial aid for education, medical needs, transportation, and funeral expenses, has been a critical component of the DSWD’s social welfare services. 

Lucero assured that DSWD personnel are actively overseeing the payouts to prevent corruption and ensure that the funds reach the intended beneficiaries.

The controversy surfaced when two executive assistants to the suspended Governor of Bohol, Erico Aristole Aumentado, were implicated in the alleged AICS payout scandal and subsequently terminated from their positions. 

The individuals, Nelson Pon and Caroline Maniwang, have not made any public statements regarding their alleged involvement in the fiasco.

DSWD-7’s move to launch an investigation underscores the agency’s efforts to safeguard the integrity of its assistance programs. 

Lucero noted that local government units are instrumental in the distribution process, with DSWD personnel present to monitor the payouts.

Lucero said the investigation is part of a broader initiative by the DSWD to review and enhance the implementation of its AICS program, following reports of misuse for political purposes and other alleged scams across various regions. 

The department’s proactive stance reflects its dedication to serving the vulnerable sectors of society and upholding the principles of good governance, she noted.
