Mayor Alvin said: “Congratulations barangay Payahan on your 1st Barangay Day with the blessing and turnover of the New Covered Court. Congratulations elected and appointed barangay officials led by Punong Barangay Lucita Biwang Lopena. Congratulations to the awardees, the previous Punong Barangay/Brgy. Kapitan, namely: the late Segio Biwang, Sr., the late Tomas Israel, Adela Lamban Biwang, the late Roque Paman, Eusebia Biwang, Urcisia Israel, Kap Gonzales and the present PB, Hon. Lucita Biwang Lopena, and thank you all for your contributions to barangay Payahan.
