Cong. Edgar Chatto (center) presided over the joint committee meeting of the House Committee on Climate Change and Foreign Affairs that discussed the proposed Loss and Damage Bill. The measure, certified as urgent by President Bongbong Marcos, seeks to provide for the legal capacity of the Loss and Damage Fund (LDF) Board which the Philippines has been named as host.
