A drug dealer from Talibon, Bohol, was arrested in Cebu City on Thursday (August 28) after a buy-bust operation led to the seizure of P20.4 million worth of shabu, police said.
Danilo Avenido Cabungcag Jr., 37, also known as “Dolan,” was apprehended in Barangay Guadalupe by the Regional Police Drug Enforcement Unit (RPDEU)-7 and the Philippine Drug Enforcement Agency (PDEA)-7.
Authorities reported that Cabungcag was found in possession of approximately three kilograms of the illegal substance.
This marks the second time Cabungcag has been involved in drug deliveries, with his first delivery involving two kilograms, according to an anonymous operative.
His drug contact is currently detained at the Cebu City Jail.
Cabungcag, who previously sold fried chicken and liempo, was allegedly lured into the drug trade by a friend from Bohol.
He reportedly received P10,000 for each delivery, picking up packages at a local vulcanizing shop and receiving delivery instructions from an individual named Engie, whom he has never met.
Cabungcag is now detained at the RPDEU Detention Facility and faces charges under Republic Act 9165, the Comprehensive Dangerous Drugs Act of 2002.
THE 12 BARANGAYS CLEARED
Twelve barangays in Bohol province have been declared drug-free by the Regional Oversight Committee (ROC), according to an announcement by the Philippine Drug Enforcement Agency.
These barangays are among 19 newly drug-cleared areas across Central Visayas, joining 1,855 previously cleared barangays in the region.
ROC reviewed and approved documentation submitted by the barangays, confirming their compliance with drug-free standards.
The cleared barangays include:
– Four in President Carlos P. Garcia: Bogo, Butan, Kabangkalan, and Villa Milagrosa
– Three in Guindulman: Casbu, Cansiwang, and Guinacot
– Two in Carmen: Bicao and La Salvacion
– One each in Buenavista (Magkaya), Corella (Poblacion), and Loay (Yanangan)
The designation is part of the Barangay Drug Clearing Program, adhering to Dangerous Drugs Board Regulation No. 4, Series of 2021.
Drug-cleared barangays undergo ongoing validation to ensure continued effectiveness of anti-drug measures and prompt response to potential relapses.
DRUG REHAB
Meanwhile, a provincial board member is advising against using the Bohol Youth Home as a drug rehabilitation center, citing concerns about mixing children with adult drug users.
Board Member Tomas Abapo, chair of the Sangguniang Panlalawigan Committee on Peace and Order and Safety, said the facility in Cortes town is intended for juveniles who have brushes with the law or are without families or homes.
Abapo said it would be improper to house adult drug users at the facility, which is designed to serve children in conflict with the law.
Instead, he is advocating for the construction of a separate facility to serve persons who use drugs.
Abapo’s committee has suggested establishing a task force focused on drug rehabilitation programs.
He also indicated that an ordinance may be proposed to establish a dedicated drug rehabilitation center in Bohol.
The proposal comes as the provincial government explores options for addressing the need for a dedicated drug rehabilitation center.
