Cong. Edgar Chatto (middle) presided over the House Committee on Public Works Technical Working Group Meeting on House Bills 604 and 1185 and 5787 institutionalizing the Conditional Matching Grants Program (CMGP) a capacity development program for local roads reform. He principally authored the measures along with Cong. Christian Tell Yap and Cong. Eddie Villanueva. CMGP was born in Bohol through the KALSADA program that adopted the framework of the AusAID assisted PRMF program for local roads. With Chatto as then governor, he lobbied for the program with the League of Provinces in the Philippines and KALSADA was launched in 2016. Cong. Edgar Chatto speaks with beneficiaries of the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program in Panglao. Edgar Chatto led the payout of wages to 315 beneficiaries. He was joined by Department of Labor and Employment (DOLE) Provincial Director Eloida Cantona. The program was implemented by DOLE in partnership with Chatto’s office with the support of House Speaker Martin Romualdez. It was also in close coordination with the Local Government Unit of Panglao represented by Kristine Guibone, executive assistant of Mayor Edgardo Arcay. Also present during the payout were Board Members Aldner Damalerio and Benjie Arcamo, Poblacion Brgy. Capt. Lando Clenista and Tawala Brgy. Capt. Felix Loreñana and staff of the Public Employment Service Office. Under the program, each beneficiary received P435 for community work undertaken for 10 days. Contributed photo
