Tagbilaran City delegates gear up for Batang Pinoy 2024
The City Government of Tagbilaran hosted a send-off ceremony on November 18, 2024, at the Saulog Gym for its athletes and coaches who will represent the city in the prestigious Batang Pinoy 2024 competition.
The event, headed by Mayor Jane Yap and City Sports Coordinator Zacarias Castro III, highlighted the city’s unwavering support for its young athletes competing in Puerto Princesa City, Palawan, from November 23-28, 2024.
The delegation, composed of 34 athletes, 14 coaches and assistant coaches, and six support staff, received comprehensive support packages, including cash allowances ranging from ₱6,000 to ₱10,000, brand-new shoes, and complete uniform sets consisting of t-shirts, shorts, hoodies or jackets and Speedo swimsuits and trunks for the swimming team.
They also received caps, varsity bags, towels, toiletries and umbrellas.
First aid kits and medicines were also provided to ensure the team’s health and safety during the competition.
To further prepare them, a special prayer and blessing ceremony was conducted, fostering a sense of spiritual readiness and unity among the delegates.
Mayor Jane Yap expressed her pride and encouragement, emphasizing the importance of sports in shaping the youth.
“You are the pride of Tagbilaran City, and we stand firmly behind you as you represent us on this national stage. By investing in your development, we are building future leaders who are disciplined, goal-oriented, and focused on brighter futures. Good luck, and make us proud!” she said.
Batang Pinoy is an annual sports competition organized by the Philippine Sports Commission, gathering athletes from 230 Local Government Units across the Philippines, including 82 provinces and 148 cities.
This year, Tagbilaran City takes pride in sending a team of highly qualified athletes who embody the city’s commitment to sports development and youth empowerment.
The support extended to the delegation reflects the city government’s dedication to strengthening sports among the youth, steering them away from drugs and vices, and guiding them toward a more promising future.

Tagbilaran boosts Barangay Healthcare with new equipment
The Tagbilaran City Government, under the leadership of Mayor Jane Yap, took another step in enhancing community healthcare by distributing computer sets, printers, and nebulizers to all 17 Barangay Health Stations in a ceremonial turnover held on November 18, 2024, at the City Hall Atrium.
Mayor Yap, alongside City Health Officer Dr. Jeia Pondoc, personally handed over the essential equipment to the Barangay Captains, Kagawads, and health station personnel.
The initiative covers all 15 barangays in the city, with Barangays Cogon and Poblacion 2 receiving additional units for their two health stations.
The provision of computers and printers aims to improve real-time reporting and streamline operations at the barangay level.
Mayor Yap underscored the importance of these tools in modernizing local healthcare. “These computers will enable real-time reporting, facilitate consultations at the barangay level, and make the referral process more efficient. Preparing reports will also be easier and faster for our health workers,” she stated.
This latest initiative highlights the city government’s commitment to grassroots healthcare, ensuring that essential services reach the community efficiently.
By empowering barangay health workers with modern tools and equipment, Tagbilaran City continues to set a benchmark for prioritizing health and well-being.

Tagbilaran strengthens advocacy against trafficking and violence
The City Government of Tagbilaran, through the City Social Welfare and Development Office (CSWDO), conducted an orientation seminar on Anti-Trafficking in Persons (A-TIP) and Anti-Violence Against Women and Children (AVAWC) on November 17, 2024, at JJ’s Seafood Village in Tagbilaran City.
The event gathered representatives from various tricycle operators and drivers’ associations, as well as tourist transport groups, recognizing their role as community partners in preventing and addressing these societal issues.
The seminar featured two key speakers: Janice Sofia Talip, Project Coordinator of End Child Prostitution and Trafficking (ECPAT) Philippines, who discussed trafficking in persons, and Dyan Claire Lapeceros of the CSWDO, who covered the topic of violence against women and children.
CSWDO Officer-in-Charge Ms. Angelina Costan opened the event by emphasizing its purpose: to raise awareness and equip stakeholders with the knowledge and tools needed to help combat trafficking and violence within their spheres of influence.
Mayor Jane Yap commended the participants for their proactive involvement, stating, “Our fight against trafficking and violence requires the collective efforts of everyone in our community. By educating and empowering key sectors such as our transport groups, we strengthen our defenses against these threats and ensure a safer and more secure Tagbilaran for all.”
She added that this initiative is vital in ensuring the safety and protection of land transport passengers, especially women, who are often the most vulnerable in these situations.

Tagbilaran City sweeps Top Honors at 2024 Bohol Competitiveness Summit
Tagbilaran City claimed top honors at the Bohol Competitiveness Summit 2024, held on November 13, 2024 at the Bohol Cultural Center, walking away with seven prestigious awards, including national awardee in the Most Competitive City category.
Mayor Jane Yap personally accepted the awards on behalf of the city, joined by Atty. Vince Louie Raotraot, City Economic Development and Investment Promotions Head, and Ms. Jeanette Busano from the City Planning and Development Office.
These accolades, presented by the Department of Trade and Industry (DTI) and the Provincial Government of Bohol, affirm Tagbilaran’s status as a model city in governance and development.
Among the awards Tagbilaran received were National Awardee for Most Competitive City in the Philippines, 1st Place in Resiliency, 1st Place in Government Efficiency, 1st Place in Innovation, 1st Place in Economic Dynamism, 1st Place in Infrastructure, and the Overall Most Competitive City Award.
Governor Erico Aristotle Aumentado, Provincial Administrator Asteria Caberte, and DTI Provincial Director Vierna Ligan presented the awards to Mayor Yap and her team, lauding the city’s outstanding achievements.
In her statement, Mayor Jane Yap expressed deep appreciation for the recognition, stating, “This is a testament to the dedication and collective effort of our city government, the business community, and every Tagbilaranon. We are setting a new benchmark for resilience and growth, showing that Tagbilaran is a city not just of the present but of the future.”
The Bohol Competitiveness Summit, organized by the Provincial Government through the Bohol Economic Development and Investment Promotion Office (BEDIPO), emphasized the critical role of local stakeholders in achieving sustainable economic growth and positioning the province for global competitiveness.
The event gathered leaders from government, business, and economic development sectors under the theme “Recognizing the Local Stakeholders’ Role in Global Competitiveness”, highlighting the importance of partnerships in propelling Bohol’s economy onto the national and international stages.

Tagbilaran City wins big at the 2024 Digital Democracy Awards for Reviving the Heart of Tagbilaran Project
Tagbilaran City has once again proven its leadership in innovative governance, winning two prestigious honors at the 2024 Digital Democracy Awards on November 15, 2024 held at the Hilton Hotel. The city received the Most Outstanding Public Communication Award and was named a Digital Democracy Champion for its pioneering project, “Reviving the Heart of Tagbilaran: The Old City Hall.”
Tagbilaran City Vice Mayor Adam Relson Jala proudly accepted the awards from U.S. Ambassador to the Philippines, Mary Kay L. Carlson, during the ceremony. The Reviving the Heart of Tagbilaran Project which focuses on the restoration of the historic Old City Hall, highlights the city’s commitment to preserving its cultural heritage while embracing digital tools to enhance governance and community participation.
The initiative was carried out in collaboration with the Tagbilaran City People’s Council (TCPC) and backed up by Makati Business Club (MBC) through the USAID CHANGE Project.
The project integrates cutting-edge digital platforms to involve citizens in the restoration process, allowing them to track progress, share their thoughts, and actively engage with the local government. Through this initiative, Tagbilaran has successfully demonstrated how technology can both preserve history and foster a stronger connection between the government and its people.
This recognition reflects the efforts of the Yap-Jala Administration, which continues to champion projects that embrace digital transformation for better governance,” said Vice Mayor Adam Relson Jala. “ The Reviving the Heart of Tagbilaran Project is an example of how we can preserve our city’s rich history while building a more transparent, inclusive, and forward-thinking government. The Digital Democracy Champion Award honors Tagbilaran City’s efforts to use digital tools to improve governance, enhance transparency, and increase civic engagement. Meanwhile, the Most Outstanding Public Communication Award recognizes the city’s exemplary use of digital platforms to effectively communicate with residents, ensuring that their voices are heard and their concerns are addressed.
The awards were presented by the Makati Business Club with the generous support from USAID Philippines, who continuously promotes the role of digital tools in strengthening democratic governance.

Tagbilaran City announces Real Property Tax Amnesty
The City Government of Tagbilaran is granting a two-year amnesty on penalties, surcharges, and interests for all unpaid real property taxes (RPTs) accrued before June 2024. The initiative, announced by Mayor Jane Yap alongside City Treasurer Hubert Inas, aims to encourage taxpayers to settle their principal real property taxes and boost revenue collection for the city.
City Treasurer Hubert Inas explained that the amnesty applies to unpaid RPTs on land, buildings, and machinery in Tagbilaran City, which were previously penalized with surcharges for late payment. With the waiver, taxpayers can clear their outstanding balances without additional financial burdens.
Mayor Jane Yap urged delinquent taxpayers to take advantage of the program by visiting the City Treasurer’s Office.
“This amnesty is a great opportunity for property owners to settle their taxes without worrying about penalties. It’s also a way to support the city’s revenue collection efforts, which will ultimately benefit our constituents,” she said.
Under Section 30 of Article V, Republic Act No. 12001, the Real Property Valuation and Assessment Reform Act grants a real property tax amnesty covering penalties, surcharges, and interests on all unpaid real property taxes, including the Special Education Fund, idle land tax, and other special levy taxes, incurred prior to the effectivity of the Act.
The amnesty period runs until July 4, 2026, giving property owners ample time to settle their dues.
To avail of the tax reprieve, taxpayers must provide the following documents: 1) Copy of the tax declaration of the property; 2) Special Power of Attorney or a sworn statement if represented; and 3) photocopy of a government-issued ID of the property owner or representative.
