“Pasko sa Tagbilaran” lights up the city in festive splendor

Tagbilaran City ushered in the holiday season with  the grand opening of its much-anticipated “Pasko sa Tagbilaran” Christmas lights display on December 6, 2024, at the City Hall grounds.

The festive tradition, led by Mayor Jane Yap, Vice Mayor Adam Jala, members of the Sangguniang Panlungsod, and city department heads, continues to brighten the city’s Christmas celebrations, drawing families and visitors into a shared experience of joy and togetherness.

The evening’s program began with the solemn blessing of the nativity scene and advent wreath, officiated by Rev. Fr. Efren Bongay, Parish Priest of the St. Joseph Cathedral Shrine Parish, symbolizing the spiritual essence of the season.

The highlight of the event was the illumination of the City Hall building and the iconic musical dancing fountain, which mesmerized audiences with a stunning display of lights and water, perfectly synchronized to festive music.

Tagbilaran’s main roads were also adorned with colorful lanterns, creating a citywide spectacle that celebrated the spirit of Christmas.

Adding to the festive atmosphere was the opening of the “Pasko sa Tagbilaran” Christmas Bazaar located across Island City Mall.  Aside from food items and hot meals, the Christmas Bazaar features upcycled products and souvenir items from the Tagbilaran City Livelihood and Community Development Unit, providing a platform for local artisans, women’s associations, Persons with Disabilities, Out-of-School Youths, and students.

In her message, Mayor Jane Yap expressed her gratitude and hope.  “This season reminds us of the importance of togetherness and generosity. Through ‘Pasko sa Tagbilaran,’ we aim to bring joy and light to our city, not just through our displays but through the unity of our community. Let this be a season of hope, love, and shared blessings for everyone.”

Tagbilaran City College earns 5-star rating for Energy Efficiency Compliance

Tagbilaran City College (TCC) has achieved a 5-star rating for its exemplary implementation of the Government Energy Management Program (GEMP), as mandated by Republic Act 11285, or the Energy Efficiency and Conservation Act of 2019.

The recognition came after a thorough one-day assessment of the TCC building on November 27, 2024 conducted by the Department of Energy (DOE) Visayas Field Office.

The DOE team, composed of Chammer Jake Plaza, Allison Irv Miller, and Ricster Joy Plaza, evaluated the facility for its energy efficiency practices and compliance.

Leading the TCC team in welcoming the Audit Committee were Dr. Del Mar Cagatin, College Administrator; Marie Noreen Marcojos, Quality Assurance Coordinator; and William Aranilla, Vice President for Administration.
The assessment yielded an impressive 93% compliance rating, granting the college the prestigious 5-star status.

The Government Energy Management Program (GEMP) is a national initiative designed to institutionalize energy efficiency and conservation across government institutions. It mandates government offices, including local government units and state colleges, to adopt energy-saving measures, reduce electricity and fuel consumption, and optimize the use of resources.

By adhering to GEMP guidelines, institutions not only lower operational costs but also contribute to the nation’s goal of reducing greenhouse gas emissions and promoting environmental sustainability.

Mayor Jane Yap expressed her pride in the achievement, stating:
“This 5-star rating is a testament to our unwavering commitment to sustainability and innovation. Tagbilaran City College serves as a model of energy efficiency, reflecting our shared vision for a greener and more sustainable future. Congratulations to the TCC team for this well-deserved recognition.”

This achievement aligns with Tagbilaran City’s commitment to sustainability, as the city government previously earned a 5-star rating from the DOE in 2022.

The city scored 98 out of 100, placing it among the top 10 local government units out of 65 cities and municipalities audited nationwide.

The recognition of TCC underscores the local government’s continued efforts to integrate energy efficiency into its institutions.

This achievement not only enhances the operational efficiency of the college but also demonstrates how sustainability initiatives can positively impact educational and government institutions alike.

By leading the way in energy management, Tagbilaran City continues to set a benchmark for others to follow in environmental stewardship and resource efficiency.

Tagbilaran City earns top honors at the 24th Gawad KALASAG Awards

Tagbilaran City was once again recognized for its exemplary disaster preparedness and management, receiving the Gawad KALASAG Seal of Excellence – Beyond Compliant and the Special Award for Excellence in Disaster Risk Reduction and Management (DRRM) and Humanitarian Assistance for CY 2024.

The prestigious accolade was given during the 24th Gawad KALASAG National and Regional Awarding Ceremony, held on December 5, 2024, at the Bohol Cultural Center, Tagbilaran City.

City Mayor Jane Yap and personnel from the City DRRM Office Marko Emmanuel Longjas and Airah Artaba proudly accepted the awards, on behalf of Tagbilaran City.

The recognition was presented by the Office of the Civil Defense (OCD) Region 7 Director Joel Erestain with Bohol Governor Erico Aristotle Aumentado, further highlighting the city’s leadership in disaster resilience and humanitarian initiatives.

Mayor Jane Yap expressed her gratitude for the honors, stating: “This award is a reflection of our collective efforts to build a resilient community. Our City DRRM team has shown dedication and innovation in disaster preparedness and humanitarian assistance. We continue to strive for excellence with regular capacity development trainings and providing additional equipment to ensure the safety and security of every Tagbilaranon.”

The Gawad KALASAG (Kalamidad at Sakuna Labanan Sariling Galing ang Kaligtasan) awards are the country’s premier recognition program for disaster risk reduction and management.

The KALASAG honors outstanding practices and innovations in disaster preparedness, response, recovery, and mitigation, ensuring communities are resilient and better prepared for natural and human-induced hazards.

Tagbilaran City’s consistent excellence in disaster preparedness was also recognized last year when it received the same prestigious award.

With these awards, Tagbilaran solidifies its reputation as a model for disaster preparedness and management in the region.

Tagbilaran City achieves second-class city status after 16 Years

After 16 years of being classified as a third-class city, Tagbilaran City has officially advanced to the status of a second-class component city.

The Department of Finance (DOF) confirmed the reclassification under DOF Order No. 074-2024, issued on November 5, 2024.

The milestone follows the implementation of Republic Act No. 11964, also known as the Automatic Income Classification of LGUs Act, which streamlines the income reclassification of local government units (LGUs) based on their financial performance.

Tagbilaran City now falls within the income range of P1 billion to less than P1.3 billion, a significant leap from its previous classification.

The city has been categorized as a third-class city since 2008, despite its steady economic progress over the years.

This achievement is a testament to the sound financial management and visionary leadership of Mayor Jane Yap and Vice Mayor Adam Relson Jala.

Through effective governance, strategic fiscal policies, and an unwavering commitment to economic development, the city has achieved this historic milestone, marking a new chapter in its growth and progress.

It also paves the way for increased national government allocations, enhanced creditworthiness, and greater opportunities for infrastructure development and public service improvements.”
