Mayor Jane Yap welcomes new city SK and Barangay presidents
Mayor Jane Yap extended a warm welcome to the new ex-officio members of Tagbilaran City’s 15th Sangguniang Panlungsod, Hon. Marcel Mae V. Adiong and Hon. Alberto R. Puagang, as they assume their leadership roles as SK Federated President and Liga ng mga Barangay President, respectively on January 1, 2025.
Their entry into the city’s legislative council marks an important step in furthering the city government’s vision for a dynamic, inclusive, and community-driven governance.
Hon. Marcel Mae V. Adiong steps into her role as SK Federated President following the resignation of Hon. Adrian Clark B. Bandija.
With a strong background in youth leadership and advocacy, she is expected to amplify the voice of the young generation in Tagbilaran’s policymaking.
Meanwhile, Hon. Alberto R. Puagang assumes the position of Liga ng mga Barangay President after the resignation of Hon. Sergio M. Bangalao.
Known for his dedication to community development, Puagang is anticipated to strengthen the collaboration between the city government and barangays.
The formal recognition of their roles was solidified with the approval of two resolutions during the session of the 15th Sangguniang Panlungsod on January 3, 2025.
Proposed Resolution No. 03-25 officially recognized Hon. Adiong as the SK Federation President and ex-officio member of the council effective January 1, 2025, while Proposed Resolution No. 04-25 granted the same recognition to Hon. Puagang as the Liga ng mga Barangay President.
Mayor Yap underscored the significance of their roles in the legislative body, emphasizing collaboration as a key driver of progress. “Having Hon. Adiong and Hon. Puagang join the council is an opportunity to harmonize the efforts of the city government, barangays, and the youth sector. Together, we can craft policies and programs that reflect the aspirations of every Tagbilaranon,” she said.
With this new chapter in Tagbilaran’s leadership, the city looks forward to greater synergy in governance, where the voices of the youth and barangays play a central role in shaping the city’s development agenda.

Tagbilaran City College opens enrollment for second semester A.Y. 2024-2025
Tagbilaran City College (TCC) has officially announced its enrollment schedule for the second semester of Academic Year (A.Y.) 2024-2025.
TCC offers free college education degrees in Bachelor of Science in Tourism Management, Bachelor of Science in Office Administration, and Bachelor of Science in Entrepreneurship.
According to TCC President Dr. Del Mark Cagatin, the enrollment will start on January 6, 2025, and will end on January 16, 2025.
To ensure an orderly process, specific dates have been assigned for each year level and program.
Students are required to bring a pen, a completed clearance for the first semester of A.Y. 2024-2025, and P200 enrollment fee for non-Free Higher Education (FHE) students or those who did not meet the FHE requirements.
Dr. Cagatin also emphasized that enrollment by proxy is not allowed, and enrollees who fail to follow their assigned schedule will not be entertained.
The daily cut-off time for enrollment is at 3:00 p.m.
Mayor Jane Yap, in her message, encouraged students to seize the opportunities provided by Tagbilaran City College.
“Education is one of the pillars of our administration, and through TCC, we are committed to equipping our youth with the skills and knowledge they need, to achieve their dreams. As we welcome a new semester, let us continue to strive for excellence and make our city proud,” she said.
Tagbilaran City College, established by former Mayor Baba Yap in 2019, continues to fulfill its mission of providing free tertiary education to residents.
The college achieved accreditation from CHED just two years after its founding, ensuring free tuition and miscellaneous fees for all qualified students under the Universal Access to Quality Tertiary Education Act.
The college has reiterated that transferees will not be accepted for the second semester, and classes are scheduled to begin on January 22, 2025.
