Chatto lauds DOTr quick action

Cong. Edgar Chatto lauded the quick investigation and appropriate action of the Department of Transportation (DOTr).

Chatto spoke with Transportation Secretary Vince Dizon on Tuesday, March 4, to thank him for resolution on the incident involving the agency’s law enforcers and a motorist in Panglao.

Dizon had reported the immediate dismissal of the 5 law enforcers who harassed Bert Velasco, following information gathered by Assistant Secretary Jojo Reyes.

Dizon said the use of excessive force by the dismissed personnel was unjustifiable.

Chatto underscored Dizon’s stance when the latter said that “Hindi po natin pwedeng payagan na ang ganitong klaseng behavior ay manggagaling sa mga kawani ng ating pamahalaan…We are the people’s servants, not their lords.”

Chatto stated that the incident was a timely reminder of servant leadership.

“We are servant leaders. All government workers must go the extra mile of patience and understanding for those we serve,” he stressed, citing Republic Act 6713 known as the “Code of Conduct and Ethical Standards for Public Officials and Employees”.

Chatto had earlier called on the Land Transportation Office (LTO) to conduct an immediate investigation into event.

He also expressed the need for observance of courtesy and respect especially by law enforcers.

The DOTr had also ordered the conduct of review on current LTO regulations as well as retraining of law enforcers to prevent similar incidents in the future.

Meanwhile, Chatto also raised a proposal for DOTr to forge an agreement with DPWH to address the maintenance of the Airport Road now called Governor Constancio Chatto Torralba Road.

Chatto earlier talked with DPWH Secretary Manny Bonoan on this.

The road leading to the Bohol-Panglao International Airport (BPIA), stretching from Barangay Lourdes to Barangay Tawala in Panglao was named after Torralba through Republic Act 11847 authored by Chatto.

Dizon briefly visited Bohol yesterday for discussions on the turnover of BPIA from the Civil Aviation Authority of the Philippines (CAAP) to Aboitiz Infra Capital, after last year’s concession agreement signing for the upgrading, expansion, operation and maintenance of the BPIA.
