The Municipality of Jagna has implemented Executive Order No. 008-2025, requiring mandatory orientation conferences and random drug testing for organizers and participants of events requiring a Mayor’s Permit, with particular focus on sports activities.

Signed by Municipal Mayor Joseph A. Rañola on March 4, 2025, the order eyes to strengthen preventive measures against illegal drugs following an increase in drug-related arrests and confiscations in the municipality.

“In pursuit of a drug-free and secure environment for all events and activities within the municipality, it is imperative to implement random drug screening tests,” the executive order says.

The measure requires all sponsoring groups, officiating personnel, organizers, committees, coaches, and players/athletes to undergo random drug screening as a prerequisite for obtaining a Mayor’s Permit.

Refusal to comply or a positive test result may lead to non-issuance, suspension, disqualification, or revocation of permits.

The order establishes a Core Group for Special Events chaired by Mayor Rañola and co-chaired by Municipal Vice-Mayor Engr. Teofisto P. Pagar Jr.

The group includes nine other members representing various municipal offices and agencies, including the police, health department, and tourism office.

According to municipal officials, similar drug testing activities have already been implemented for municipal employees, resulting in the removal of those who tested positive.

Drug tests were also administered to immersion students in the municipality and to coaching staff and players trying out for the ongoing Governor’s Cup.

Jagna LGU has stressed that the drug tests are being offered free of charge to participants, countering claims that the requirement adds financial burden to event organizers and participants.

Officials note that the measure is part of strategies to combat the growing drug problem in Jagna.

The executive order includes an “Undertaking and Oath of Compliance” to be signed by organizing committee members, who must acknowledge their commitment to fostering a safe, responsible, and drug-free environment for all activities within the municipality.

The order took effect immediately upon approval and will remain in force unless repealed or amended.
