TESDA reveals programs for Boholanos

Technical Education Skills Development Authority (TESDA) provincial director Carlito Quintano introduced new programs offered to Boholanos.

Quintano was the guest on Thursday’s Newsmakers ug Uban Pa who introduced the Micro Credentialing Program.

He said the program is a game changer for workers looking to upskill or reskill themselves quickly.

This is introduced by TESDA by providing flexible and modular approach to learning, he said.

He added that the program will afford workers industry-relevant skills and certification improving employability and career growth, he added.

The program is stackable meaning it is a ladderized approach in improving skills for the worker who wants to enhance his employability.

Thus, he will accumulate skills coming from stacking trainings within the same industry, he explained.

CERTICATIONS

Corella police chief distances from partisanship

The OIC chief of police of Corella police station distances from partisan politics.

Capt. Janice Parcon and Master Sgt. Roel Daigan from the Corella police station, were on hand during Thursday’s Open Forum.

She reacted about the news that some retired officers have taken their respective positions on prevailing political issues.

She said the retired officers may take on positions, which are being respected by the police organization.

She said the police organization will remain non partisan and they would personally keep their opinions to themselves.

She said the officers are not in a position to divulge any opinion related to partisanship.

While some officers, may have opinions on certain issues, they remain quiet about it as the organization maintains its neutrality.

They refuse to divulge their opinions more so if their position will not help the society in general.

She said the police are focused on their work to maintain peace and order in our community.

PNPA GRAD

Parcon is a graduate of Hinirang Class of 2021 at the Philippine National Police Academy (PNPA) in Silang, Cavite.

She thinks there is an advantage to being a graduate as officers are trained to obey the Honor Code, where honesty is upheld and wrongdoing is frowned upon.

She said any violation of the Honor Code means a dismissal from the PNPA.

However, it is possible she said that other officers who enter the police service are also taught about being honorable.

A mother of one, Parcon says she has been called to serve the country as a policewoman.

She felt that being a policewoman is her destiny as it is rare for women to join the force.

While she believes in destiny, it is important to embrace one’s destiny.

She said her personality is aligned with police work.

Moreover, Daigan said that he is a graduate of Criminology from the University of Bohol.

It has always been his dream to become a policeman.

INTERNS

The police officers were with police interns most of whom are from Bohol island State University (BISU)-Balilihan.

The Land Transportation Office (LTO) in Bohol has gotten the authority to process the registration of new vehicles.

This was confirmed by LTO Tagbilaran registrar Yvonne Auza.

Auza said she is awaiting the plate scanner so that they could start processing the new registrations.

In the past, dealers need to travel to Cebu to process the registration of new vehicles.

The localized registration will make the release of plates much faster as registration delays.

The Commission on Elections (Comelec) will start next week the training for the board of canvassers and the operators of the automated counting machines (ACM), to be used in the May polls.

This was revealed by Comelec-Tagbilaran election supervisor Rocco Lamanilao.

The board is tasked to canvass the votes cast in the polls in May, he said, as they will be declaring the winners in the elections.

The training will last for a week and each week a new batch will be trained, he explained.

The training will be held at Reyna’s Haven in barangay Cogon.

Lamanilao said last month, teachers who will serve during the elections finished their training last month.

Moreover, some of the paraphernalia to be used in the polls such as the battery and the ballot boxes that will be used in the automated elections, have arrived in Bohol.

Comelec provincial election supervisor Eliseo Labaria said the ballot boxes have been distributed plus the batteries to    be used as power source for the ACM have also been distributed.

US-based Boholano lawyer sees Bohol politics getting more interesting

US-based Boholano lawyer Glen Hubahib sees local politics getting more interesting by the day.

He was the guest on Wednesday’s Open Forum via audio link from California.

He said that due to the dynamics in national politics, there are local politicians that get benefitted as some are now struggling with their political ambitions.

He said the candidates of the administration-backed Alyansa Para sa Bagong Pilipinas often would stage rallies indoors, as the bets, have been shying away from Bohol.

Although in March, three Alyansa bets, Manny Pacquiao, Francis Tolentino and Benhur Abalos, visited Bohol and staged a rally participated in by political candidates aligned with Abante Bohol of Gov. Aris Aumentado.

He is unsure whether the nuances in national politics will affect voters’ choices but based on analytics, there could be effects.

He said the regular polling may help find out the pulse of the electorate and perhaps predict the outcome of an election, and these polls are a major part of the analytics.

He noted a major nuance; which is an undercurrent that may sway voters based on their ire regarding certain issues and discontent about the situation of the country such as the state of the economy.

OWWA: No Boholano affected in Myanmar quake

The Overseas Workers Welfare Administration (OWWA) confirmed that there is no Boholano reported to have been affected in the strong earthquake that shook Myanmar and even reached as far as Thailand.

Reymark Madulara, family welfare officer of OWWA-Bohol made the confirmation as it has not received any report coming from family members of Boholanos in either Myanmar or Thailand who are affected negatively by the quake.

To recall, on March 28, a 7.7-magnitude earthquake shook Myanmar and the effects were felt in nearby Thailand.

It is feared that there have been numerous deaths resulting from the said earthquake.

Recovery efforts are now underway as the Philippine government has sent medical teams to assist the Myanmar government in its efforts to recover from the calamity.

SP to look into delayed payments

The Sangguniang Panlalawigan (SP) will be looking into alleged delayed payments of hospital supplies for province-owned hospitals.

Board member Aldner Damalerio revealed this development during his guest appearance on Newsmakers ug Uban Pa on Wednesday.

The issue came about when there was information surfacing that there were payables of hospitals for hospital supplies that were supposed to be settled a couple of years ago.

Damalerio said the issue was referred to the Committee on Health and the panel on Appropriations.

He wanted to know why there are pending obligations dated in prior years.

This means that there are payables in 2023 but would be paid only this year.

The payables amounted to around P16 million, he said.

He wanted to know why the medical supply purchase will be paid only now when the effects were supposedly purchased in late 2022 or early 2023.

Damalerio said he was able to get the purchase order numbers of the questioned transactions.

The probe will try to figure out what caused the delay in the settlement of the Capitol’s obligations to the supplier when the purchase was done at least a couple of years ago.

The issue was discovered when departments within the provincial government asked for a supplemental budget and when the board member scrutinized the details, he noted that there was an unpaid obligation of P16 million for medical supplies.

Damalerio was in quandary why such an obligation will be paid now when it was supposedly purchased a couple of years ago.

He also wanted to know if this is just an isolated incident or not.

A committee meeting presided over by the two committees mentioned earlier, will try to iron out the details surrounding the issue.

WORK CONTINUES

Damalerio said that he has been continuing with his work despite the fact that it is already campaign season.

He is still visiting various barangays in the first district as part of his job as a legislator.

As the sibling returned, the victim was found under the well and no longer responsive.

Before the victim fell into the well, the victim allegedly fetched some water and possibly fell into the well accidentally leading to his drowning.

Congress bet wants Labaria to be reassigned

A congressional candidate urged the Commission on Elections (Comelec) Bohol election supervisor Eliseo Labaria to be reassigned elsewhere.

Lawyer Jordan Pizarras, one of four congressional candidates in the first district, wrote to the Comelec central office asking it to reassign Labaria elsewhere.

Pizarras says he wants the poll body to ensure the elections are free and orderly, honest, peaceful and credible.

Pizarras suggested to replace Labaria with Jerome Brillantes, the Cebu election supervisor.

The candidate said the reassignment is crucial to prevent biases to influence the polls.

This will also ensure the electoral process is fair, Pizarras said.

If ever his plea falls on deaf ears in the Comelec, he is ready to file a petition before the Supreme Court.

Aside from Pizarras, other bets for congress in the first district are incumbent Rep. Edgar Chatto, John Geesnell Yap II and Marybelle de la Serna.

PDRRMO chief Anthony Damalerio has placed more priority on disaster preparedness especially by the current provincial administration.

Disaster preparedness has become a huge topic following the huge earthquake in Thailand and Myanmar.

Among the measures towards better disaster preparedness is the establishment of a unified command center located at Camp Bernido in barangay Dao.

In the center, several agencies like the police, fire, armed forces and others are located in one building for more efficient response to disasters.

Moreover, the operations arm of the PDRRMO, the Telephone and Radio System Integrated  Emergency Response (TaRSIER 117) has added more sub stations to ensure better coverage of Bohol towns.

In the last two years, TaRSIER 117 had responded to more than 8,000 emergencies across Bohol.

The PDRRMO and the Philippine Institute of Volcanology and Seismology (Phivolcs) have been partners in monitoring the four active faults affecting Bohol island.

Furthermore, automated warning devices and computer-aided dispatch systems were implemented to enhance emergency response.

These and more initiatives have placed Bohol as among the most prepared to face disasters, according to reports.

The PDRRMO has been a consistent Gawad Kalasag awardee from the Office of the Civil Defense.

PHIVOLCS urges officials to strictly implement building code

The Bohol officer of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) Nolan Evangelista urged the local officials to strictly implement the building code and the right standards in construction materials.

The reminder comes as Myanmar and Thailand suffered from a magnitude 7.7 earthquake several days ago.

Bohol is no stranger from strong earthquakes, as it experienced a 7.2-magnitude earthquake in 2013.

He said a number of houses and buildings in Bohol were early destroyed due to poor structural quality.

He suggested stricter inspections of projects here in Bohol to ensure compliance with the building code.
