The Department of Public Works and Highways (DPWH) confirmed that the processes to implement the Bayacabac Flood Control Project in Barangay Bayacabac, Maribojoc are all in order.
DPWH-7 Chief of Planning and Design Division Engr. Nonato Paylado, in a radio interview, clarified that the flood control project was identified as a need by the DPWH. This had been in accordance with the agency’s mandate on flood mitigation.
The DPWH official granted the interview following statements of a radio anchor blaming Cong. Edgar Chatto for a supposed ghost project that is not necessary and is a waste of government resources.
Paylado also affirmed that the established exact location was validated by team of surveyor and designer, who determined the project’s need to be pursued.
The area was found to have issues on constant erosion and scouring of river banks as well as future negative impact on access considering a box culvert in the vicinity if no intervention is applied, he explained.
“This may not be appreciated at first, especially by those not technically knowledgeable on scenarios of worsening flood control issues but there is a threat for serious flooding without intervention,” Paylado noted, expressing hope that his clarificatory statement would help in making people understand the significance of the project.
Paylado stated that the technical capability of DPWH factors into projects such as flood control.
The program of work preparation follows a compliant system and process based on data and updated market price for equipment, materials and labor, he added, citing that additional projects can supplement areas connected to the project in the future, if deemed feasible.
In relation to the agency’s mandate to pursue projects to ensure the welfare of communities, Paylado hailed Cong. Chatto as one of legislators who is open minded and keen on recommending worthwhile infrastructure projects that benefit constituents subject to validation on feasibility of proposed infrastructures.
DPWH is also welcome to comments for the efficient and effective implementation of the said project, Paylado in his final comments during the interview, also said.
A day prior, DPWH 7 Project Engineer Engr. Fatima Deluao visited the ongoing work at Phase 2 of the Flood Control Structure that span Sitio Saug River in Poblacion, Anislag, Bayacabac and Punsod, Maribojoc.
Funded in the 2024 General Appropriations Act, the project went through the necessary permits and clearances before it began work in February.
The DPWH coordinated with LGU Maribojoc through Vice Mayor Emilio Castilla and also with barangay officials, noting that the barangay captain was aware and supported the project’s implementation from the beginning, and helped with clearing work as well.
Bayacabac residents are also appreciative of the project, Paylado further said.
Residents have put their support in writing to the DPWH District Office through Engr. John Paul Gascon.
