Balilihan water supply restored; Bugwak Spring dispute resolved

The longstanding controversy over Bugwak Spring between the municipalities of Balilihan and Sevilla has been resolved, allowing Balilihan to provide more reliable water supply to its residents.

This was announced by Engr. Cecil Corloncito during a press conference held Friday at Saya’s Restaurant in Tagbilaran City.

Corloncito is a Boholano water expert currently based in Australia who works with AQUAGEM Company.

Corloncito, commissioned by Attorney Dan Neri Lim, a gubernatorial candidate for Bohol province, conducted an in-depth study and assessment of the water crisis affecting the province.

“The jurisdictional issue regarding Bugwak Spring’s location has been resolved through careful study and coordination,” Corloncito said. “We found legal and technical solutions that provide justice and satisfaction to all affected parties.”

According to Corloncito, the Balilihan local government no longer needs to cross through Barangay Magsaysay in Sevilla to install water pipes.

Barangay Sto. Niño in Balilihan has identified an alternative water source still from Bugwak Spring but within their jurisdiction.

“This solution marks complete respect for legal boundaries and community unity for the welfare of the people,” Corloncito added.

The dispute over Bugwak Spring intensified when officials from Balilihan and Sevilla both claimed rights to control and ownership of the natural water source, trigerring fears about potential delays in water service.

With expert assistance and technical research, Balilihan’s water supply is now more reliable, avoiding further conflicts between the local government units.

This development facilitates implementation of water source projects in other parts of Bohol, especially on islands requiring clean and safe water.
