Ex-Judge Arcamo sees death of VP impeachment
Former Judge Suceso Arcamo sees the impeachment trial of Vice President Sara Duterte as already a foregone conclusion.
He said the impeachment of the vice president is almost dead after the impeachment court remanded the articles of impeachment to the House of Representatives.
The decision was reached after several hours of speeches and debate where all but five senators were in favor to remand the articles of impeachment.
Arcamo said as a result of the action of the Senate as an impeachment court, the Senate pulled a Pontius Pilate and washed their hands on the issue and as a result, Arcamo sees the clear death of the impeachment case against Vice President Sara Duterte.
Arcamo said the case is as good as dead and there could be insufficient information in the case, where there are issues in form and substance.
Some netizens believed that the remand may be a precursor to the dismissal of the case as some experts believe there is not enough numbers in the Senate to convict and fully impeach the Vice President.
Some say refiling the articles may violate the one-year ban as mandated in the Constitution where only one impeachment case against one person is allowed per year.

Tourism is one of the major economic drivers plus accommodation and food services, which grew by 14.6 percent.
Other key economic drivers are transportation, health and social services.
Approved investments reached P27. 96 billion in 22 projects and created 3,400 new jobs with P17 billion coming from local investors.
The region achieved a 97.1 percent employment rate and the poverty rate went down from 22 percent in 2021 to 12.3 percent in 2023.
The RDC-7 supported the local government units in the updating of documents in critical planning, where 100 LGUs updated their comprehensive development plans as 73 LGUs submitted their climate change action plans.
The infrastructure development included the development of the Dumaguete airport, Bohol-Panglao International Airport upgrade, and the third bridge connecting Panglao and Bohol, and the New Cebu International Container Port.
The social development committee initiated the inclusive policies with the Department of Social Welfare and Development, Philippine Statistics. Authority, and Department of Health that endorsed initiatives and programs for skills development via the Technical Education Skills Development Authority.

DPWH-7 assures completion of third bridge

The Department of Public Works and Highways (DPWH)-7 assured that they will continue working on the third bridge or the Panglao-Tagbilaran Offshore Bridge Connector.
The said project is a brainchild of outgoing Cong. Edgar Chatto when he was still governor of Bohol.
The bridge’s approaches construction started in 2018 and the project has stalled.
Engr. Donato Paylado, planning and design division chief at DPWH-7, said the process is ongoing to secure a grant via the Overseas Development Assistance from the French government.
The bridge lacks the main bridge span and this will be funded through the grant coming from France, according to Paylado.
The bridge was supposed to be funded by China, however, due to the issues between China and the Philippines, it was unclear what was the reason for the backing out of China.
However, some observers say that it might be that the issue why the Chinese changed their mind on the project may have something to do with the West Philippine Sea issue.
Chatto in his interviews said the third bridge is only one among many Chinese-backed projects that got stalled. He said the scenario at the third bridge’s funding is not unique to Bohol.
Paylado said the French government is being eyed to be the one financing the center span of the bridge.
Due to the sheer size of the project, Paylado is unable to provide a timeline when the bridge will be completed.
However, he said once the funds come in, the financial grant from France will be used to complete the project.

Comelec focuses on BSKE
After the midterm elections, the Commission on Elections (Comelec) is now focusing its efforts on the barangay and Sangguniang Kabataan (BEKE) elections to be held on December 1, 2025.
This despite both houses of Congress already passed respective bills setting the new terms of the barangay and SK officials but none has been signed into law.
With the situation, the Comelec has no other option but to prepare for the BSKE in December.
Rocco Lamanilao, Comelec-Bohol spokesman and election officer of Tagbilaran City said the commission has been preparing for the BSKE.
The bills passed will ultimately postpone and reset the BSKE in some future time.
Included in the bicameral report is the version setting the term of barangay officials to four years.
The bill allows barangay officials to run for three four-year terms while SK officials may run only once.
In the past elections, the BSKE was postponed until the Supreme Court said postponements without setting the term limits is unconstitutional. Thus those who ran during the BSKE in 2023 will see their term end in 2025 unless the bills in both Houses will be signed into law.

Still no lab test result on controversial black rice
After several days, the public has yet to receive word on the lab tests done on the controversial black rice.
The lab test was supposed to determine the kind of black rice variety that was alleged to have changed color when washed.
The lab test was also supposed to provide answers to thr allegation that the black rice’s color changed when washed.
A consumer complained about the black rice he bought alleging that he might have purchased a fake black rice.
Roman Dabalos, the chief of the Agricultural Promotions Center (APC) earlier said that the samples of the controversial black rice were sent to the laboratory of the National Food Authority (NFA) to determine the black rice variety.
Reports said that there were no samples that reached the NFA and with no lab test, the public will remain skeptical about the black rice’s status.
Board member Lucille Lagunay, chair of the agriculture committee of the provincial board, anticipates that there will be others who will be filing a complaint about black rice. So far, there is only one complainant that has come forward regarding the issue.
Classroom shortage to greet first day of classes in Bohol
A shortage of classrooms will be greeting Bohol as the new school year starts on Monday, according to Bohol schools superintendent Fay Luarez.
She said that there are schools in the province having shortage of classrooms as the new school year starts.
The enrolment for this year’s school calendar started last Monday, June 15, 2025, as classes are slated to start this coming Monday until March 31, 2025.
She said the exact data on the classroom shortage are being churned and as of this writing, are unavailable. This is because the inventory on more than 1,300 public schools is still on going.
She said she too waits for the completion of the inventory and will be consolidated by the division.
She added that the central office is already aware of the problem and will soon come up with measures to solve the problem.
It is unfortunate that not all the needs as identified in the inventory will be provided by the central office, she said, but other organizations may pitch in to help the public schools to fulfill the needs. In this case, the stakeholders help is also welcome.
She quipped, “it takes a village to educate a child.”
The classroom shortage resulted to some students and classes being conducted at different times of the day,
Prior to the opening of classes this Monday, the Bohol division conducted the Brigada Eskwela with the help of stakeholders and volunteers.
NBI to probe Loon incident

The National Bureau of Investigation (NBI) will be conducting its own probe into the incident that resulted in the death of a newborn baby following the delivery at the New Cong. Natalio P. Castillo Memorial Hospital, formerly known as the Loon District Hospital.
The child’s father, Mario Cantones from barangay Song-on, said that it was the NBI which was the one who offered to investigate the matter.
The offer came after he made the expose over the radio waves and the NBI contacted the father and offered to investigate the matter for the family.
To recall, a mother went to the said hospital to deliver a child and was later found out when the mother was in labor that the child was in a breech position.
Allegedly, the mother was not given other options and the delivery was done in the normal manner and as the child was delivered there were issues and it led to the death of the infant.
As it is the said hospital is under the provincial government and the Provincial Health Office has said it will launch a probe as another probe will be done by Sangguniang Panlalawigan.

Dauis cop says vlogger saying nasty things may be arrested if cases are filed
A Dauis cop said that a vlogger who has been making nasty comments on the people of the said town and other towns for that matter, may be arrested if a complaint is filed.
Lt. Elma Sumaoy and Sr. Master Sgt. Richelle Pabalan said this as they reacted to the issue on Thursday over the radio program OPEN FORUM. Araneta-Batoy.
Sumaoy said that it is possible for the vlogger to be arrested if there is a reason to do so.
This stems from a vlogger who has been making the rounds in Bohol including Dauis saying that there are no pretty persons living in an area and also would threat committing violence against people who would disagree to what he says
Sumaoy frowned upon the remarks of the vlogger but tries to understand the side of the vlogger that his remarks are just for content and has already explained his side to other towns where he called out the people with nasty remarks.
Pabalan said those who were offended with the vloggers’ remarks may consult the cybercrime group of the police for possible action and perhaps a complaint will be filed and eventually a possible warrant of arrest will be issued against the vlogger.
Pabalan said it is not true that there are no good looking persons in Dauis as alleged by the vlogger. Pabalan said there are many beautiful people in the said town both on physical appearance and human behavior as well as reputation,
Sumaoy is from Panglao but is assigned in Dauis while Pabalan is a resident of the said town.
Sumaoy has been a police officer for 27 years but she finished a commerce course in Holy Name University formerly Divine Word College.
SITUATION
Sumaoy said the peace and order situation in Dauis remains manageable despite some personnel challenges.
She said even with the challenges, the town is able to maintain relative peace.
Pabalan said she in charge with violence against women and their children cases wherein couples in a dating relationship get entangled in a situation where there is violence involved.
She is also in charge of children are physically and sexually abused, among others.
DRUG AND THEFT SITUATION
Sumaoy said that from January to June 2025, several operations were conducted and the police arrested 14 drug personalities.
She said that during this rainy season, there is a spike in the number of theft incidents in the town.
She said most of the theft suspects are not from Dauis as most are from other places. But what makes the situation complicated is the fact that the suspect recently arrested was a minor and was subjected to regular filing despite being caught in the act.
She said most of the crime perpetrators commit crime in order to finance their vices such as paying for game play or gambling online.
She said illegal gambling has shifted to gambling illegally online.
Chatto puts premium on respect
Outgoing Cong. Edgar Chatto said he has placed a premium on respect as he has been chided by others for not retaliating against his foes.
Speaking to Ardy Araneta-Batoy, Chatto said he was trained by his parents to be respectful at all times and he feels happy if he avoids stepping into the feet of others.
He said there were times that people would request something that is beyond his limits and he will decline these requests because he thinks it is not fair for everyone. He said he will never engage in something that would be unfair.
He said there are friends of his who would vent their ire on him all because he declined the unreasonable request. The former friends would retaliate during elections and would raise issues that border into fiction and with tremendous negative emotions.
He said if people get mad at him because he declined an unreasonable request, he will always put his foot down. That’s why he said there are people who vent their anger on him because he was doing what is right and just.
He said no one can dictate him on deciding on what is best. He will always impose his political will even if it hurts those who are close to him.
Chatto was busy in the last session days as Congress has adjourned sine die.
He has met with well wishers in government as well as in non-government agencies. He said he is excited for his new life as a private citizen but will continue to woek for his advocacies and other projects that remain pending. This way, he said, those who succeed him will have an easier time as the seeds of progress were planted and the fruits will be reaped soon.
He also said that even if he will not be invited to the inauguration of the projects he started he will not lose sleep because his only objective is to make lives easier for Boholanos.
Dan Lim weighs in on Willy R.
Former Tagbilaran mayor Dan Neri Lim weighs in on what is happening with Willy Ramasola.
Lim who forecasted that Ramasola will wound up in the bottom of the field among the board member bets, the former mayor was able to make the right call.
Lim said Ramasola was never a member of Abante Bohol and was a guest candidate of the coalition as he ran for board member as an independent.
Lim claims that Ramasola was never part of Abante and was not considered by the group.
Abante, however, came up with a statement that the group supported Ramasola and he was not junked as alleged.
Lim said he warned Ramasola early on about his chances of winning.
Lim advised Ramasola to continue with his vlogging as he is effective in his crusade.
Recently, Ramaola was on the offensive against Gov. Aris Aumentado and what makes the situation peculiar is the fact they used to be allies and friends. Now, Ramasola is displaying his allegations against the governor in full view as he also alleged that he was junked by the group.
Lim said that Ramasola was able to get more information where some are personal. Lim said Ramasola reached out to him via an intermediary but Lim said he is not interested to be associated with Ramasola. He said he will let Ramasola do his thing as Lim is comfortable where he is.
Lim said Ramasola was never given priority by the Abante from the start.
Meanwhile, Lim raised some questions on how the elections panned out in Tagbilaran City.
Moreover, despite losing, he said that he owes to the people who believe in him to be of service to them.
Lim does not believe Cong. Edgar Chatto’s political career has ended and he thinks that the solon still has plenty of fight left for his punches for the benefit of the people.
Aris to face raps for alleged discrimination
Gov. Aris Aumentado may soon be facing charges for an alleged discrimination of a woman.
The issue stems from the comments of the governor during the campaign period about loose underwear worn by that woman.
The remarks may have violated Commission on Election (Comelec) resolution 11116 and the Omnibus Election Code.
A resident from Inabanga allegedly filed a complaint and asked the Comelec to act on the issue the soonest time possible for violation of the said resolution.
The said resolution outlines the guidelines related to anti-discrimination of women during the campaign period.
There is also a report saying that, allegedly, the remarks of the governor may have violated the Magna Carta of Women, which condemns all forms of discrimination against women.
To recall, Aumentado in a rally in Inabanga, called the underwear of Vice Mayor Roygie Jumamoy as loose and even he made comments about the vice mayor’s plus-sized physique.
While the comments may not be directly a crime, the comments may create a hostile environment that may cause issues in the free political exercise.
The governor said that he will make comments on the case once he receives a copy of the complaint filed by a resident of Dagohoy, Inabanga.
This was his reaction to the post of Willy Ramasola about the charges filed against the former before the Comelec.
He said he was unable to read Ramasola’s post as he already blocked the account of the latter, who used to be ally.

The investigation will give a clear picture who among those involved is/are at fault or whether there are indeed issues that could have been averted.
Uy has reserved her comments until she has been able to get to the bottom of the issue.
It was alleged that the mother was apparently not given the available options when it was learned that the mother was in labor and that she was about to give birth to baby in a breech position.
Allegedly, even at a difficult position, the delivery was made in a normal way and as the child was delivered, the infant died.
The staff insisted that they made all efforts possible to avert the infant’s death.
Capitol tells side on health insurance issue
The governor’s party has used the social media to explain the circumstances about the health insurance coverage issue that has gone viral.
The Facebook page of Abante Bohol, gave an explanation about the issue. Abante Bohol is the coalition of local leaders led by Gov. Aris Aumentado.
It said that there is no truth to the allegation that the governor removed the health insurance coverage for provincial government employees.
It alleged that the Cocolife health insurance coverage started when Aumentado was already in power and not during the previous administration.
After the Cocolife pact expired, the renewal went through the procurement process and another provider won the bid.
The new provider is said to provide more benefits compared to the previous provider aside from having more accredited hospitals and also provides annual physical examination to policy holders.
The Abante’s post denied allegations that one company was favored over the others, as the procurement rules were followed to the letter, in order to assure transparency and bidding fairness.
Aside from the health insurance, employees could avail themselves of the services of the Capitol clinic including free check-up and early retirement options.
It has been said the Capitol is open for anyone who wishes to scrutinize its transactions in the spirit of transparency
The health insurance issue is among the exposes made by social media influencer Willy Ramasola against the present provincial administration.
Ramasola chided the provincial government for allegedly removing the health insurance coverage for provincial government employees.
Ramasola in a post, attached a screenshot of a conversation with an unknown person who relayed concerns about the health insurance coverage.
It was reported that provincial employees have less worries about hospital bills during the tenure of former Gov, Arthur Yap, as health insurance will help foot the medical bills.
However, the coverage was allegedly removed when the current governor took over.

COA inaugurates new Bohol office
The Commission on Audit (COA) inaugurated on Tuesday its new provincial satellite auditing office annex building in barangay Cabawan.
The said office is sitting on the lot owned by the city government and reportedly the COA is able to use the property free from any remuneration like rent.
The said arrangement was made possible via a usufruct agreement among the COA, city government and the Tagbilaran local school board.
COA regional director Visitacion Mendoza expressed appreciation for the help and support of the city government for the fulfillment of the said building.
She said the new facility will be able to streamline the COA’s operations and to make the audit team in the province more efficient.
During the event, Bohol supervising auditors Almira Bastes, and Fe Concepcion Cerino were on hand with some city government officials headed by chief of staff Cathylyn Torremocha.
The building is one of the tangible proofs of the city’s support for the COA and its effort to make government processes more transparent and trusted.
The COA is a constitutional body responsible for examining, auditing, and settling all accounts related to government revenue, expenditures, and the use of funds and property. It ensures accountability for public resources and promotes transparency in government operations.

Uy pushes to start impeachment trial vs VP
Tagbilaran bishop Alberto Uy said the impeachment trial of Vice President Sara Duterte should start as the process is a moral obligation of a democratic institution to ferret out the truth.
The bishop made his position known as the Senate is now buckling the issues as it has convened itself as an impeachment court. On Tuesday, the Senate remanded the articles of impeachment back to the House of Representatives.
Uy echoed the sentiments of some Filipinos who are calling to start the impeachment proceedings against Duterte.
He said that even the situation is political in nature, it is the duty of the Senate to conduct the trial and hand the due process of law to the impeached vice president. He wants to let the vice president defend herself against the allegations presented in the articles of impeachment filed by the House of the Representatives.
This way, he said, the people will be able to see if whether or not the vice president is guilty of the allegations hurled against her.
He said by pushing forward with the trial, the truth will eventually surface and justice will be served.
He also called on the Senate to be fair and just in its conduct of the trial. He added to skip the partisan maneuverings with the goal not to remove an official but to let the people know that no one is above the law.
The trial is a call for transparency, for the good of the nation, and to preserve the integrity of the political leadership. For these reasons, it is only fitting, he said, to let the trial take its course.
He said the trial is not a way to exact revenge but for our collective trust that there is justice prevailing in the country.
Bohol SP to probe Loon delivery incident
The Sangguniang Panlalawigan (SP) is mulling to investigate a concern in relation to the alleged botched delivery incident in the New Cong. Natalio P. Castillo Memorial Hospital in Loon.
This comes as allegedly a mother went to the said hospital to deliver a baby who died being in the process of the delivery.
The parents of the baby contend that they were not given options and alleged that there was a mishandling of the procedure leading to the death of the newborn child.
The hospital staff led by its chief Dr. Cyrilla Tallo denied allegations of mishandling and insisted claims they did everything to save the life of the child.
As this developed, and as the said hospital is owned by the provincial government, the SP is set to launch an investigation into the matter that happened on June 3, 2025.
During the regular session of the SP on Tuesday, Board Member Lucille Lagunay delivered a privilege speech calling for an investigation into the incident and determine if there was negligence on the part of the hospital staff.
She wants answers to questions surrounding the incident that resulted to the death of the child.
The investigation will be conducted by the Committee on Health chaired by Board Member Romulo Cepedoza.
The attending physician at the time of the incident, Dr. Eden Desierdo, denied any allegations of negligence and did everything humanly possible to deliver the baby and save the infant’s life despite the fact that the situation at the delivery table was already challenging.
She said everyone was on hand even those who were off duty were present to give help. In her perspective, the hospital people did everything to save the situation and the baby’s life.
In a related development, Provincial Health Office OIC Dr. Em-em Uy said her office will conduct a review to determine what happened in the incident at the New Cong. Natialio P. Castillo Memorial Hospital in Loon on June 3, 2025 involving a child delivery that allegedly went wrong.
Uy said in reaction to reports about the incident that the review will determine if there is culpability on the part of the hospital or its staff or none.
She said based on her initial discussions with the chief of Loon hospital, the mother allegedly arrived in the hospital too late, but Uy said there are other factors needed to be considered in the circumstances of the case before and during the incident.
Loon hospital is under the supervision of the PHO and Uy said her office will be investigating the matter and may conduct an infant death review and may also invite some specialists to provide insights on the process if the guidelines in the management of the particular case were followed.
As earlier reported, the issue stems from the complaint of the father of the child and the child died during such delivery.
It was alleged that there were issues surrounding the delivery of the child that resulted in the concern at hand, the death of the child.
As of press time, the doctor in charge during the delivery has yet to issue any comments regarding the incident.
Reports say the chief of the hospital, Dr. Cyrilda Tallo, said the on duty ob-gyn of the hospital at the time did her best to save the child’s life and exerted all efforts to avert any issues. Tallo also asked the ob-gyn on duty to issue a statement to the public explaining what happened.
Tallo insists that there was no negligence on their part and the staff did everything humanly possible to deliver the child but the infant died.
“They tried their very best na mugawas ang bata,” she said as she recalled how the staff encountered difficulty in the delivery of the child, which at that time was supervised by the ob-gyn on duty identified as Dr. Eden Desierdo.
It was also alleged that the healthcare professionals had no idea the infant was in a breech position.
The mother alleged, further, that she was not provided the option whether to deliver the baby normally or via cesarean section (CS).
Tallo countered that it was too late to consider CS as the child was already at the cusp and about to be delivered. Options could only be given during the prenatal period when the examining doctor would know if the child is in a breech position, or early in during the labor process itself when it could be determined that normal delivery would be difficult to achieve.
Tallo said they are determined to save lives and they will not do anything to jeopardize the life of the mother and the infant.

PHO, CPCF join forces vs. HIV
The Provincial Health Office (PHO) and the Tagbilaran City Primary Care Facility (CPCF) have joined forces to fight the further spread of the human immunodeficiency virus (HIV) known to cause the Acquired Immune Deficiency Syndrome (AIDS).
This comes as Bohol logged 17 cases of HIV infections in the first quarter of this year and health authorities call the situation as alarming.
The two health agencies are joining forces as the country is also facing an HIV problem, with the Philippines having the fastest growing number of HIV cases in the Western Pacific. Moreover, the public in Bohol and in the city have expressed alarm over the spike in new cases logged in just three months.
The city reports that there were 72 HIV cases logged in Tagbilaran within three years and nine months.
Ma, Crisanta Estomago, HIV program coordinator at the PHO, said that the agency has pushed for better information and education communication about the disease. There is a special focus on public awareness about the viral disease.

Capitol releases aid to ASF affected raisers
Capitol on Monday released financial assistance totalling P4.3 million to indemnify the hog raisers affected by the African Swine Fever (ASF).
The said distribution was done at the provincial capitol and was facilitated by the Office of the Provincial Veterinarian, reports say.
About 357 affected hog raisers from eight towns in Bohol received the aid from the provincial government. The Capitol has indemnified the hog raisers whose swine were culled as part of the measure to stop the spread of ASF.
At least a couple of dozen towns in Bohol together with Tagbilaran City, had cases of ASF reported since middle of 2024, with some the viral infection already contained and some with on going surveillance and monitoring.
The provincial government aims to cushion the impact of the losses incurred by hog raisers due to the depopulation as these beneficiaries try to bounce back and restart their livelihood, which is hog raising. Bohol has a P6-billion worth of hog industry, and majority of the players in the industry are backyard hog raisers.
Gov. Aris Aumentado laded the people who help prevent the spread of the ASF and avert a potential disaster for the hog raising industry here in Bohol.
For the longest time, Bohol was free from ASF until a series of events triggered the spread of the disease. Prompt action of the authorities immediately contained the disease only affecting pigs.
Bohol has long imposed a strict entry ban of pork and pork products by imposing checks in sea and air ports, Despite these efforts to ban pork and pork products, the ASF virus was able to affect almost half of Bohol’s localities, and the quick action of authorities averted possible billions of pesos in economic damage.
