Tagbilaran City Assessor Fe Almiñe Wins Top Honor in Central Visayas for Third Consecutive Year
The City Government of Tagbilaran is proud to announce that City Assessor Fe Almiñe has been recognized as the Top 1 City Assessor in Revenue Generation in Assessment Operations among 16 cities in Central Visayas for Fiscal Year 2024.
This prestigious award, conferred by the Bureau of Local Government Finance (BLGF) on June 17, 2025, marks Almiñe’s third consecutive year receiving this honor, following wins in 2022 and 2023.
Mayor Jane Yap praised Almiñe’s leadership and dedication, saying, “We are incredibly proud of Ms. Almiñe for once again bringing honor to Tagbilaran City. Her dedication, competence, and strong leadership at the City Assessor’s Office play a crucial role in strengthening our fiscal foundation.”
This recognition reflects Tagbilaran’s commitment to good governance and efficient revenue generation.
For her part, Almiñe expressed her gratitude on Facebook, thanking Mayor Jane Yap, First District Congressman-elect John Geesnell “Baba” Yap II, department heads, colleagues, and the BLGF Assessment Division and Regional Director Gerry Avorque for their support.
She dedicates the achievement to her family, calling them her inspiration and guiding force.
This recognition solidifies Tagbilaran’s reputation as a model city in local fiscal management.
The city’s consistent performance in revenue generation and assessment operations is a testament to its commitment to good governance and service excellence.
Tagbilaran has also been recognized for its competitiveness, ranking 29th in the Component Cities category in the 2022 Cities and Municipalities Competitiveness Summit.

Tagbilaran City Hall Kicks Off Inter-Departmental League 2025 with Sports and Camaraderie
The City Government of Tagbilaran launched the Inter-Departmental League 2025 on June 27, 2025, with a vibrant opening ceremony at the City Hall Grounds.
The event brought together employees from various offices for a day of sportsmanship, wellness, and teamwork.
The ceremony began with a colorful parade led by department heads, including City Administrator Alvin Luis Acuzar, and teams from different city offices.
The eight teams, each representing different departments, competed in basketball, volleyball, and traditional Filipino games, known as “Larong Pinoy.”
In her message, Mayor Jane Yap emphasized the importance of unity and wellness among city employees, saying, “This league is a celebration of our hardworking men and women. It strengthens teamwork, builds relationships, and promotes a healthy work-life balance.”
The athletes’ oath was led by Vice Mayor Adam Relson Jala, and the cauldron was lit by Joseph Cajegas of the City General Services Office.
The league aims to promote camaraderie, health, and collaboration across city departments, marking a strong start to the tournament season.

Tagbilaran Holds Local Governance Transition Turnover Ceremony
The City Government of Tagbilaran formally held its Local Governance Transition Turnover Ceremony on June 26, 2025 at the Sangguniang Panlungsod Session Hall, in compliance with the directive from the Department of the Interior and Local Government (DILG) to ensure a smooth, orderly, and transparent continuation of local governance.
The activity was organized as part of the official transition process as Mayor Jane Yap and Vice Mayor Adam Relson Jala enter their second term of office. The ceremony was led by Mayor Yap and joined by Vice Mayor Jala, department and office heads from the city government, as well as heads of national government agencies based in Tagbilaran City.
Among the key highlights of the ceremony were the presentation of the current state of local governance, the ceremonial turnover of important documents, a message from the Mayor, and a collective oath of commitment to public service by city officials and department heads.
In her message, Mayor Yap emphasized the importance of the turnover ceremony in promoting good governance, transparency, and institutional continuity. “This ceremony is a statement that we are prepared for our next term and fully committed to continuing honest, transparent, and people-centered governance,” she said.
The activity reflects the city government’s ongoing efforts to uphold integrity, strengthen public institutions, and deliver even better services to the people of Tagbilaran as it enters a new chapter of leadership and development under the continued administration of Mayor Yap and Vice Mayor Jala.
