NGCP reports that no transmission lines were affected by the passage of Severe Tropical Storm Crising but continues to closely monitor the prevailing southwest monsoon (habagat).

As of 10:00AM, 21 July 2025, grid operations in Luzon, Visayas, and Mindanao remain normal and stable.

“All NGCP transmission facilities are currently under normal conditions. We remain ready to activate the 24/7 operations of our OCmC should any threats to transmission operations arise due to the monsoon rains and other weather disturbances,” stated NGCP.

NGCP assures the public of its steadfast commitment to grid stability, readiness, and quick response in the face of potential disruptions due to natural calamities.

Purok Kalusugan brings healthcare to Dampas

The City Primary Care Facility (CPCF) recently held a Purok Kalusugan program in Purok 3, Barangay Dampas, bringing essential healthcare services directly to the community.

This community-based mobile clinic is part of the Department of Health’s (DOH) eight-point agenda, aiming to provide accessible medical care to the city’s residents.

Led by City Health Officer Jeia Pondoc, the program offered various free services, including medical check-ups, free medicines, health education, blood pressure and blood sugar screening, and enrollment with PhilHealth.

The PhilHealth Tagbilaran and the City Social Welfare and Development Office also participated in the activity.

In a message, Mayor Jane Yap emphasized the city’s efforts to extend medical services to marginalized communities through Purok Kalusugan.

She stressed that the city aims to ensure that no one is left behind in accessing healthcare services.

The Purok Kalusugan program is a testament to the city’s commitment to providing accessible healthcare to its residents.

Tricycle driver arrested in Talibon buy-bust operation

A 43-year-old tricycle driver was apprehended on Wednesday in Talibon, Bohol, in a successful buy-bust operation conducted by the Talibon drug enforcement team.

Queterio Cañete Jr., a resident of Barangay San Isidro, was caught selling illegal drugs after engaging with a poseur buyer in the same barangay.

Authorities seized approximately one gram of suspected shabu, valued at P7,400, from the suspect’s possession.

Cañete was taken into custody and will face charges for violating the Comprehensive Dangerous Drugs Act.

The operation was a result of the team’s efforts to crack down on illegal drug activities in the area, and the arrest is seen as a significant step in maintaining peace and order in Talibon.

Protect Environment for Future Generations: Bishop Uy

Incoming Cebu Archbishop Alberto Uy has called on government officials to continue protecting the environment, emphasizing its importance for the livelihood of those dependent on tourism.

Uy is set to assume his new role as Archbishop of Cebu in September.

Bohol to build own Drug Rehabilitation Center

The Bohol provincial government is planning to construct its own drug rehabilitation center, according to Board Member Tommy Abapo Jr.

In a recent radio interview, Abapo revealed that the provincial capitol has identified several potential sites for the center, although consultations are still ongoing to determine the exact location.

Abapo emphasized the urgent need for a rehabilitation facility in Bohol, citing the lack of available resources to help individuals struggling with drug addiction.

He noted that the newly-opened Bohol Youth Home, designed for children in conflict with the law (CICL), is not suitable for housing drug addicts, as it could lead to negative influences on the children.

“We need to give drug users a second chance in life through rehabilitation,” Abapo said, highlighting the importance of a dedicated facility.

He hopes to see the rehabilitation center become a reality before the end of the current governor’s term in 2028.

The proposed center aims to provide a safe and supportive environment for individuals struggling with addiction, helping them to recover and reintegrate into society.

LTO announces availability of plate numbers for motorcycles

The Land Transportation Office (LTO) is informing the public that plate numbers for certain motorcycles are now available for claiming.

Specifically, plate numbers are available for motorcycles first registered in 2017 or earlier.

To check if your motorcycle is eligible, simply look at your Certificate of Registration (CR). The first registration date indicated on the CR will determine eligibility.

For motorcycles registered with regional offices, check the file number on your CR; those starting with “07” and registered in 2017 or earlier are eligible.

To claim your plate number, visit your local LTO office and bring the following documents:

  • A photocopy of the official receipt
  • The Certificate of Registration
  • A valid ID
  • An authorization letter (if claiming on behalf of someone else)

After verification, the plate numbers will be released.

If your motorcycle was not first registered in Central Visayas, you are still encouraged to visit your local LTO office for guidance on how to obtain your plate number.

The LTO is working to address the backlog of plate numbers, which has been pending for a long time.

Motorcycle owners are advised to take advantage of this opportunity to claim their plate numbers and complete their vehicle’s registration.

Revisiting Juvenile Justice Law: A Call for Review

Atty. Benjie Arcamo, a board member, believes there’s a need to revisit the Juvenile Justice and Welfare Law (JJWL) amid growing concerns that it’s being abused.

In an interview with Ardy Araneta-Batoy, Arcamo stated that the law, enacted in 2006 (RA 9344) and amended in 2013 (RA 10630), may require revisions as some sectors claim it’s being exploited, with children being used to commit crimes due to leniency towards minors.

The JJWL aims to create a child-friendly justice system focused on rehabilitation rather than punishment for children in conflict with the law (CICL).

Arcamo explained that CICL below a certain age aren’t held criminally liable, while older CICL may face liability if they acted with discernment.

Additionally, parents are civilly liable for crimes committed by CICL, similar to pet owners being liable for damages caused by their pets.

In a related matter, Arcamo shared his legal opinion on the death of a maintenance worker who was electrocuted while fixing a busted signage at a retreat home in Dauis.

According to the victim’s wife, the maintenance worker died on duty.

Arcamo said the family is entitled to benefits from the Employees Compensation Commission and the Social Security System.

The employer may also provide additional benefits based on the employment contract.

Meanwhile, Arcamo expressed skepticism about the provincial board discussing the alleged scandal surrounding the Assistance to Individuals in Crisis Situations (AICS) program.

However, he noted that certain instances might prompt a discussion on the matter.

Sandugo Trade Fair rakes in P23M in sales

The recently concluded Sandugo One Town, One Product (OTOP) Trade Fair has generated over P23 million in sales during its six-day run at the Island City Mall from July 15 to 20.

The event was held in conjunction with the province’s celebration of the Sandugo Festival.

According to Department of Trade and Industry (DTI) provincial director Vierna Ligan, the sales target for this year was P18 million, which was exceeded by the event.

Of the total sales, over P16 million were in cash sales, while the rest were book sales.

Additionally, around P1 million worth of sales are still under negotiation and may potentially add to the total sales.

The trade fair saw the participation of over 140 exhibitors from all over the country, showcasing their products and contributing to the event’s success.

City Officials tackle Bool Junction traffic congestion

Convicted killer of Inday Ruping sentenced to life imprisonment

A Tagbilaran court has sentenced Andrew Fronteras to life imprisonment for the murder of local comedian Rizalino “Inday Ruping” Torralba.

The conviction stems from a 2021 incident where Torralba was fatally shot inside a motel in Barangay Mansasa.

Judge Jennifer Chavez-Marcos found Fronteras guilty of murder, dismissing his claim of self-defense.

According to the court’s findings, forensic examination revealed that the victim’s death was not caused by the gunshot wound itself, but rather due to bleeding after being left unattended.

The investigation showed that Fronteras abandoned Torralba at the motel and fled to Jagna.

The court ordered Fronteras to pay P380,000 in damages to the victim’s family.

The sentence of reclusion perpetua, or life imprisonment, was handed down to Fronteras for his role in Torralba’s tragic death.

Ubay Native found burned and dead in Bukidnon

A 23-year-old college student from Ubay, Christian Anthony Boiser Villaser, was found burned and dead in an open field in Malaybalay, Bukidnon.

The incident was confirmed by the Malaybalay police station after reports circulated about the gruesome discovery.

According to eyewitnesses, a person was seen on fire, prompting a report to the police.

Upon arrival, authorities found Villaser’s body still ablaze.

The body was subsequently brought to a funeral home for proper disposition.

Police investigation revealed no signs of foul play or injuries on the body.

Given the circumstances, authorities are exploring the possibility of suicide as the reason behind Villaser’s death.

The police are still conducting further investigation into the incident.

Villaser had left his boarding house on Tuesday, and his lifeless body was discovered the following day.

The case remains under investigation.
