Bohol Earthquake 2013: A Test of Leadership Resilience – Preparedness, Response, and Recovery
Twelve years ago, on October 15, 2013, the province of Bohol was shaken by a devastating 7.2-magnitude earthquake that claimed lives, destroyed homes, and reduced centuries-old churches to rubble. Yet amid the destruction, what emerged was a powerful story of unity, courage, and visionary leadership — one that transformed despair into determination.
At the heart of that story stood Atty. Edgar M. Chatto, then-Governor of Bohol. His calm, compassionate, and forward-looking leadership became the province’s anchor during one of its darkest hours.
Preparedness with Purpose
Long before the earthquake struck, Governor Chatto had already invested in strengthening disaster preparedness. Under his administration, Bohol pioneered the TaRSIER 117 (Telephone and Radio System Integrated Emergency Response) — the first of its kind among local governments in the country. This locally designed emergency management center proved to be a lifeline, enabling real-time coordination and rapid deployment of rescue and relief efforts when the quake hit.
That spirit of foresight reflected Chatto’s governance philosophy: “Prepare not only for progress, but also for problems.” It was this principle that allowed the province to respond with efficiency and composure when tragedy struck.
Swift and Compassionate Response
In the immediate aftermath, Governor Chatto led the Provincial Disaster Risk Reduction and Management Council (PDRRMC) in full mobilization. Working hand-in-hand with local mayors, national agencies, the Armed Forces, NGOs, the Church, and foreign aid partners, he ensured that relief operations reached even the most isolated barangays.
His daily presence In command centers and ground operations reflected not only administrative command but also personal compassion. Survivors recall how the Governor listened to stories of loss, offered words of hope, and made sure no community was left behind. The Boholano bayanihan spirit came alive under his leadership — uniting people across sectors and beliefs for a single mission: to save lives and rebuild hope.
Rebuilding with Vision and Faith
What truly defined Chatto’s leadership was his approach to recovery. Even on the day of the earthquake, he directed his team to begin planning for long-term rehabilitation. The Bohol Earthquake Assistance (BEA) program, backed by the national government and international partners, became a comprehensive roadmap for rebuilding homes, schools, hospitals, roads, and churches.
Under his administration, more than 20,000 housing units were repaired or reconstructed, hundreds of classrooms and health centers restored, and heritage churches painstakingly rebuilt — symbols of faith and resilience for generations to come.

Governor Chatto’s post-disaster vision extended beyond recovery. He saw the earthquake as an opportunity to “build back better.” His efforts laid the groundwork for major infrastructure and economic developments — including the Bohol–Panglao International Airport, upgraded ports and tourism facilities, improved hospitals and municipal halls, and the expansion of IT and agricultural programs.

These initiatives reflected not only physical rebuilding but also spiritual and social renewal — restoring the people’s confidence in governance and their belief in collective strength.
Legacy of Leadership and Resilience
Twelve years later, the Bohol Earthquake stands as a defining chapter in the province’s history, and Atty. Edgar M. Chatto’s leadership remains one of its most enduring legacies. His blend of preparedness, empathy, and foresight demonstrated that true leadership is not measured by position or power, but by how one leads when everything is at stake.

As the world faces growing threats from climate change and natural disasters, Bohol’s story — guided by Chatto’s example — serves as a beacon of resilience and good governance. It reminds today’s leaders that the strength of a province lies not only in its infrastructure, but in the faith, compassion, and vision of those who lead it.
During the special interview on the topic “Bohol Earthquake 2013: A Test of Leadership Resilience — Preparedness, Response, and Recovery,” Atty. Edgar M. Chatto urged the youth to draw inspiration from the courage and unity shown by Boholanos during the earthquake.
He encouraged the younger generation to continue strengthening disaster preparedness, community awareness, and volunteerism, values that proved essential during the province’s recovery. Chatto emphasized that the legacy of the 2013 earthquake should not only be remembered through rebuilt structures but also through the spirit of resilience and service passed on to today’s youth.
“The youth must be ready to lead with compassion and courage,” Chatto said, “because when calamity strikes, leadership is not about power, but about helping people rise again.”
From tragedy to triumph, Bohol rose again because its people believed, and because their Governor led with heart.
