United We Stand: Tagbilaran City’s heartfelt response to typhoon Tino

Mayor Jane Yap expressed deep gratitude to all responders, volunteers, and community partners whose concerted efforts ensured the safety and swift recovery of Tagbilaran City after the onslaught of Typhoon Tino.

In her facebook page posted on November 4, 2025, Mayor Yap thanked the city’s emergency teams, barangay leaders, and ordinary citizens for standing together in service of every Tagbilaranon family.

“You stood in the rain and through sleepless nights, choosing service over comfort because every family mattered,” she said. “From the heart of a mother, a mayor, and a fellow Tagbilaranon—thank you.”

According to the City Disaster Risk Reduction and Management Office (CDRRMO), a total of 1,075 families, or 4,635 individuals, were evacuated as a precautionary measure.

Among them were pregnant and lactating mothers, senior citizens, and persons with disabilities.

The evacuees were temporarily housed in 22 evacuation centers, including schools, churches, and gymnasiums across the city.

No major casualties or serious injuries were recorded—a testament to the city’s preparedness and the swift coordination among disaster response teams.

The Mayor extended special acknowledgment to the CDRRMO and the 911 Command Center for continuous monitoring and coordination; the Barangay Captains, SKs, and Disaster Teams for leading community evacuations; and the City Social Welfare and Development Office together with DSWD Region VII and DepEd City Division, for managing evacuation centers and ensuring the welfare of evacuees.

She also thanked the City General Services Office and City Engineer’s Office (CEO) and City Event, Culture and Arts Office for providing logistics support, relief goods, and ensuring operational utilities in evacuation sites; as well as the City Health Office and volunteer medical staff for tending to the health needs of vulnerable evacuees.

The CEO, in partnership with DPWH, also led immediate clearing operations of roads and drainage systems, ensuring access for rescue and relief.

Mayor Yap likewise commended the PNP, CTMO, ALERT, BFP, Maritime Police, Philippine Coast Guard, BLCI, AFP Reservists, and the Provincial Government of Bohol under Governor Aris Aumentado for their assistance in ensuring security, traffic control, and coordinated rescue support. City Hall employees and private volunteers were also lauded for their dedication despite challenging conditions.

“In Tagbilaran, this is not just work—it is love in action,” Mayor Yap said. “We may face storms, but we are never alone, because we face them together.”

With city operations now fully restored, Tagbilaran’s post-typhoon response stands as a strong example of community resilience and cooperation, reflecting the collective spirit of Tagbilaranons.

Tagbilaran SP holds Budget Hearing for proposed 2026 city budget

The Sangguniang Panlungsod (SP) of Tagbilaran City, through its Committee on Appropriations and Accounts chaired by Hon. Jose Esteban Timoteo Butalid, conducted the annual budget hearing for the proposed 2026 budget of the City Government of Tagbilaran from November 5 to 7, 2025, at the Bohol Bee Farm in Dao, Dauis, Bohol.

Department heads and office representatives attended the three-day deliberation to present and discuss their respective proposed budgets before the committee members, barangay officials and members of the Tagbilaran City People’s Council (TCPC) and civil society organizations (CSOs).

The sessions served as an avenue for thorough discussion and clarification of departmental budgetary requirements for the implementation of programs, projects and activities, ensuring that proposed allocations align with the city’s development priorities and fiscal policies.

Vice Mayor Adam Relson Jala and city councilors also took part in the review process, reflecting the SP’s commitment to transparency and participatory governance.

The inclusion of the TCPC and CSO representatives highlighted the city’s dedication to citizen participation in budget formulation—one of the hallmarks of good local governance.

SP Committee Chairperson Hon. Butalid emphasized that the hearings aim to ensure that every peso in the city’s 2026 annual budget is utilized efficiently and directed toward programs that promote inclusive growth, sustainable development, and improved delivery of basic services to Tagbilaranons.

Prior to the SP Budget Hearing, the City Government of Tagbilaran also successfully conducted a public presentation and consultation on the proposed 2026 Annual Budget on October 15, 2025, at the City Hall Atrium.

During the said gathering, City Budget Officer Marysol Perocho presented the consolidated budget proposal to the TCPC for endorsement—marking the second consecutive year that the proposed city budget was formally presented to the People’s Council before submission to the SP.

The proposed 2026 budget will undergo final deliberations and approval by the SP after the completion of the review process.

The Sangguniang Panlungsod then enacts the annual budget through an Appropriation Ordinance.

Once enacted, the Appropriation Ordinance will be submitted and presented to the City Mayor for their signature and approval.

Tagbilaran City celebrates 33rd National Children’s Month with hope and joy

The City Government of Tagbilaran celebrated the 33rd National Children’s Month with a festive and heartwarming gathering held on November 7, 2025, at the Saulog Gymnasium bringing together 911 preschoolers from the city’s 35 Child Development Centers, along with their parents and 36 Child Development Teachers.

Spearheaded by the City Social Welfare and Development Office (CSWDO) led by Ms. Lucille Clarin, the celebration carried this year’s national theme, “OSAEC-CSAEM Wakasan: Kaligtasan at Karapatan ng Bata, Ipaglaban!”, highlighting the city’s ongoing efforts to protect children’s rights and promote their overall well-being.

City Mayor Jane Yap, joined by Bohol First District Congressman John Geesnell “Baba” Yap II, personally led the distribution of P.E. uniforms to the city’s preschoolers, a gesture that symbolizes the local government’s dedication to uplifting early childhood education and development.

In her message, Mayor Yap shared that the city continues to invest in programs that support the growth and comfort of young learners.

“As a mother, I know how important it is for every child to feel loved, safe, and supported. As your mayor, I will continue to make sure that Tagbilaran remains a city where our children can learn and thrive,” she said.

Under her administration, Tagbilaran City’s day care centers have been upgraded — now air-conditioned and equipped with Smart TVs, ensuring a more engaging and comfortable learning environment.

Children also receive free P.E. uniforms and benefit from supplemental feeding programs, with more initiatives lined up to enhance their education and nutrition.

The event also featured song and dance presentations, inspirational messages, and joyful interaction between parents, teachers, and children — all celebrating the city’s strong commitment to child welfare and early learning.

Through sustained investment in early childhood programs, the City Government of Tagbilaran continues to set an inspiring example of how local governance can nurture both the future of its children and the heart of its community.
