Bohol projects appear in list of alleged P100-billion budget insertions

Several road projects in Bohol province are included in a list of infrastructure items allegedly inserted into the 2025 national budget, according to documents posted on social media by former Ako Bicol party-list Rep. Elizaldy “Zaldy” Co.

Co, who resigned from the House of Representatives in November 2025 amid separate corruption allegations, claimed he helped facilitate the insertion of roughly P100 billion in projects during the bicameral conference committee stage of the 2025 General Appropriations Act. 

The former lawmaker said the insertions were directed by President Ferdinand Marcos Jr., former House Speaker Martin Romualdez, and Budget Secretary Amenah Pangandaman. 

The President and other officials have rejected the allegations as baseless.

The 2025 national budget, signed into law in December 2024 after Marcos vetoed P194 billion in items, totals P6.3 trillion.

In Bohol, four projects totaling P500 million were named in Co’s list:

– President Carlos P. Garcia circumferential road, Tagbilaran-Getafe section (first engineering district) – P200 million  

– President Carlos P. Garcia circumferential road, Dimiao section (third engineering district) – P100 million  

– Road project in Jagna (third engineering district) – P100 million  

– Road project in Valencia (third engineering district) – P100 million  

Department of Public Works and Highways second district engineer Fernando Talagsa said his office did not receive funds for any of the listed projects, noting that projects costing P200 million or more are managed and bid out by the DPWH regional office, not by congressional engineering districts.
