Tagbilaran recognizes top performing barangays and officials in 2025 Governance Awards
The City Government of Tagbilaran recognized exemplary barangays and outstanding barangay officials during the Awarding Ceremonies for the 2025 Good Barangay Governance Awards and the Search for Tagbilaran’s Outstanding Barangay Officials of the Year (TOBOY) held on January 21, 2026 at the Sangguniang Panlungsod Session Hall.
Following the results of the governance audit conducted by the City Assessment Team, Barangays Bool, Dampas, Dao, Manga, Mansasa, San Isidro, Taloto, and Ubujan were declared passers of the 2025 Good Barangay Governance Awards.
These barangays were cited for their compliance with governance standards, sound financial management, effective program implementation, and commitment to transparent and accountable public service.
The ceremony also recognized outstanding barangay officials under the 2025 Search for The Outstanding Barangay Officials of the Year (TOBOY), honoring individuals who demonstrated exemplary leadership and service in their respective roles.
The TOBOY winners are:
1) Punong Barangay Category: Francis Eugene Zamora – Barangay Taloto
2) Sangguniang Barangay Member Category: Nida P. Tolang – Barangay Ubujan, Ronald R. Robante – Barangay Taloto, Haidee C. Ingking – Barangay Cogon, Reynante P. Cericos – Barangay Booy, Jessa Mae Budlong – Barangay San Isidro, Angelique B. Elardo – Barangay Cabawan
3) Barangay Secretary Category: Joel L. Gubot – Barangay Taloto
4) Barangay Treasurer Category: Cristina T. Gonzales – Barangay Taloto
5) Sangguniang Kabataan Chairperson Category: Shaira Gell D. Balabag – Barangay Dampas
The awarding of certificates and plaques was led by First District Congressman John Geesnell “Baba” Yap II, together with Vice Mayor Adam Jala, City Administrator Alvin Luis Acuzar, and Department of the Interior and Local Government (DILG) City Local Government Operations Officer Juliet C. Olalo.
Mayor Jane Yap lauded the awardee barangays and officials for setting a high standard in grassroots governance. She said:
“These recognitions reflect your dedication to honest leadership, efficient service delivery, and genuine concern for your constituents. Strong barangays build a strong city, and your commitment to good governance moves Tagbilaran forward.”
She further emphasized the city government’s continued support for initiatives that strengthen barangay institutions and promote excellence in local leadership.
City officials underscored that the annual awards aim to promote accountability, professionalism, and innovation among barangay leaders, while reinforcing the importance of good governance in achieving sustainable local development

Tagbilaran offers free spay, vaccination and more for pets
As part of its continuous effort to promote responsible pet ownership, the City Government of Tagbilaran, through the City Agriculture and Veterinary Office (CAVO) and in partnership with the Provincial Government of Bohol and Biyaya Animal Care, will hold a free spay activity for dogs and cats.
The activity is scheduled on February 11, 2026, at barangay Manga covered court, and on February 12, 2026, at barangay Dampas covered court.
Services will also include anti-rabies vaccination, deworming, and pet microchipping.
According to City Agrivet Officer-In-Charge Dr. Carl Pradera, pet owners are required to undergo pre-listing or pre-registration for the free spay and ligation procedures.
Requirements include the following: proof of Tagbilaran residency, such as a barangay clearance or valid ID and strict adherence to pre-listing per venue.
Dr. Pradera also reminded pet owners that their animals must be healthy, have no bites within the last 14 days, and must not be on medication during that period.
Mayor Jane Yap encouraged all Tagbilaran residents with dogs and cats to take advantage of these free services, which aim to strengthen responsible pet ownership and ensure the well-being of animals in the city.
