Police officers involved in barangay kagawad abuse relieved
The four police officers allegedly involved in the abuse of a Sevilla barangay kagawad have been relieved and transferred to the Police Regional Office 7 (PRO 7) in Cebu City.
The relieved police officers included the chief of police of the Sevilla municipal police station, who was allegedly involved in the abuse of a barangay Ewon councilor who had escaped from a buy-bust operation on February 10, 2026.
According to Maj. Rey Olar, spokesperson of the Bohol Police Provincial Office (BPPO), the police officers were relieved around the third week of February 2026 and are now assigned to the regional personnel holding and accounting section at PRO 7.
They are reportedly on floating status pending investigation into the allegations of police brutality by the Provincial Internal Affair Service (PIAS).
The relief is said to be aimed at preventing the police officers from exerting undue influence on the investigation into the allegations of police violence.
Kagawad Eric Gumanoy accused four members of the Sevilla police station of allegedly abusing him, naming Capt. Amory Napoles, Master Sgt. Leo Leopoldo, Master Sgt. Reynaldo Fernandez, and Pat. Reymon Misa.
The police officers now face administrative charges before the PIAS.
Lawyer Hubahib: Perfect Timing for Sara Duterte’s Declaration
Boholano political observer Glen Hubahib believes Vice President Sara Duterte’s declaration to run for president in 2028 comes at the right time.
He thinks her move is appropriate, and further delay could harm her chances.
Hubahib notes Duterte has long been expected to run for president in 2028, and her declaration confirms these suspicions.
According to Hubahib, if Duterte continues to delay, she might suffer the same fate as former Vice President Jejomar Binay, who was a frontrunner but lost the presidential bid.
Hubahib emphasizes that when one is leading, they must press on and not let the opposition catch up.
Surveys indicate Duterte is likely to win if elections were held now, with a strong chance of victory.
Hubahib doubts Sen. Robin Padilla would win the vice presidency if he becomes Duterte’s running mate, citing many more suitable candidates.
Duterte has a solid support base, similar to US President Donald Trump, whereas Hubahib sees Padilla as having a weaker base.

Hubahib sounds alarm on the youth’s dumbing down on democracy
He believes that today’s youth seems to be less concerned about democracy, freedom and maintaining it.
He made the commentary during his guest appearance on Open Forum on Feb. 23, 2026.
He said the youth is slowly losing interest in capturing democracy and maintaining it and this is due to the failure of leaders that came after EDSA.
He said young people are less likely to give value to democracy because perhaps they have become disillusioned by the kind of politics that surfaced post the EDSA revolution.
Hubahib emphasized young people seem to be less interested in democracy and governance as there are less young people who showed solid involvement in democracy and governance in the country.
Prior to EDSA, young people were sacrificing their time and effort to capture democracy back from the clutches of the dictatorship.
To remember, the country celebrated the 40th anniversary of the EDSA People Power revolution that toppled a dictator who, incidentally, is the father of the current Filipino president.
Despite the historical significance of the anniversary, the administration chose not to declare Feb 25 as a special non-working holiday.
Based on his observation, Hubahib said that the event was not declared a non-working holiday by the current Marcos administration because the Marcoses tried to minimize EDSA’s importance as it affects the Marcos family’s legacy.
He said the Marcoses wanted to downplay the event now that they are back in power.
While the Marcoses are also aligned with some of the opposition during EDSA, the moves are actually propelled by political reasons.
He said there is a need to declare the event a non-working holiday due to its historical significance as it is a moment when the Filipinos were freed from the grapple hold of the dictatorship.
It is a moment that showed the world that the Filipino have the capacity to remove dictatorship and to regain power and sovereignty, he added.
He said young people are less involved today on leading social and political issues and they don’t have the interest to complete the goals of a revolution.
He said that the Marcoses may be wary of any backlash if they are removed from power as the successor, Vice President Sara Duterte, is a known opposition of the Marcos administration.
Bohol tourism players urged to step up
Bohol Board member Benjie Arcamo said there is a need to educate tourism players especially the small ones.
Arcamo said that unlike in Thailand or Vietnam, the people there are educated and often take care well of tourists.
Their mindset is geared towards recurring revenues and repeat business in the industry.
He also said that in other countries, they make it sure that everything is worth the tourists’ stay.
In other areas, they know that tourism is a give-and-take thing as he emphasized that the key players avoid taking advantage of tourists.
Arcamo expressed optimism that the proposed ordinance on marine wildlife welfare has a strong chance of becoming a law soon.
Arcamo is referring to the proposed ordinance aimed to amend an earlier ordinance on marine wildlife passed in 2020.
He told Ardy Aranea-Batoy and Gloria Leodivica Araneta on Feb. 11, 2026 that the proposed ordinance has taken into consideration some provisions of related national laws.
The proposed ordinance incorporate protections for marine wildlife against abuse and extinction.
He believes that in marketing the attraction, the tourists should be given the right expectation that whale shark appearance may not be guaranteed by inducing, influencing or manipulating them to appear.
Prior to the closure of the whale shark watching attraction, the marine animals are lured to appear by feeding them and using food to lure them to come out on the surface of the waters.
Feeding the animals may carry negative consequences and this is being prevented by the new proposed ordinance, Arcamo said.
The whale watching activity was ordered closed via an executive order by Bohol Gov. Aris Aumentado following reports of marine animal feeding, which was disallowed under a 2020 ordinance.
The towns of Dauis, Albur and Lila are among the areas where the whale watching activity was held but subsequently closed.
Arcamo said whether one likes it or not, whale shark watching helps immensely Bohol tourism.
Yet, he issued a caution by saying there is a need to protect the marine animals as well as their habitat and this is the reason behind the measure, which clearly protects the marine wildlife.
Governors express gratitude for presidential aid
Six provincial governors, including Gov. Erico Aumentado, thanked President Marcos Jr. for the release of P321 million for areas affected by storm Basyang and the sheer line.
The sheer line has brought a tremendous amount of rain in several provinces including Bohol.
Aumentado was joined by Cebu governor Pamela Baricuatro, Iloilo governor Arthur Defensor Jr., Eastern Samar governor Ralph Vincent Evardone, Surigao del Sur governor Johnny Pimentel, and Aklan governor Jose Enrique Martin Miraflores in issuing a statement of thanks for the president.
They said the money is a huge help in rebuilding what was destroyed by the storm and the incessant rains.
The money can help those who were affected by the calamity.
The funds will be used for relief assistance, rebuilding of homes and repair of damaged infrastructure.
The governors said each province will have a counterpart fund on top of what was given.
The fund is given to the provinces and areas severely affected by the storm.
The governors thanked the national government for its contribution to help the local government units implement programs, including the accelerated construction program on classrooms.
Local government units signed a memorandum of agreement with the Department of Education and Department of the Interior and Local Government.
The governors said they are ready to help accelerate the building of classrooms and reduce the backlog in the availability of classrooms in the country.
Movement backs vice president’s 2028 presidential bid
The Tatay Digong for Inday Sara Movement 2028 was launched in Cebu on Feb. 15, 2026.
Boholano lawyer Salvador Diputado, former Department of Agriculture (DA) regional director and former Agriculture assistant secretary, is one of the prime movers of the movement.
The movement was officially launched via a press conference and has an aim to support the presidential bid of Vice President Sara Duterte, who on Feb. 18, 2026, declared her intent to run for president in the 2028 elections.
This is despite the fact that impeachment complaints are pending before the House of Representatives.
At the press conference, attendees lauded the leadership of former Pres. Rodrigo Duterte, who is detained in The Hague and who is facing charges for alleged crimes against humanity.
The event was attended by supporters of the vice president and the former president from various sectors, who presented plans and programs to expand the support base of the Duterte family in the region.
The launch also featured former Negros Oriental representative Jacinto “Jing” Paras with local leaders in Cebu.
A series of activities may soon start, including grassroots mobilization to strengthen the organization and expand support.
Paras introduced the dual intent of the activity: to defend former President Duterte and build strong political support for the vice president.
Flood Control project decline sparks job security fears among construction workers
A contractor feels more construction workers may end up losing their jobs as the number of flood control projects decline.
The National Union of Building and Construction Workers said that it is possible that a lot of people in the construction industry will be losing jobs because of declining flood control projects.
The number of flood control projects declined following the alleged anomalies surrounding the projects.
Even though they say that there are no ghost projects in Bohol, the number of projects for flood control is still affected.
Contractors are seeing a huge decline in the number of flood control projects being made available to contractors.
Engr. Rodrigo Labunog, chief executive officer of LABB Construction, said that the prices of materials are now controlled by the Department of Public Works and Highways (DPWH) central office.
He said contractors find it difficult to abide by the new prices as these are prescribed by those seen in Metro Manila.
The rock-bottom prices of materials are coupled with the declining number of projects available as there is no more budget for flood control projects.
As there are less big-ticket projects, contractors are forced to reduce the number of workers.
Pilar mayor denies suspension rumors, cites arrest warrant instead
Pilar Mayor Wilson Pajo denied rumors that he has been ordered suspended by the Sandiganbayan.
This comes as rumors circulated on social media alleging that Pajo was suspended by the anti-graft court.
However, he admitted that he was issued a warrant of arrest for graft charges.
Upon learning about the warrant in January, he immediately posted a bail of P90,000 for his provisional liberty.
Pajo called the rumor fake news, stating that he was suspended for six months by the Sandiganbayan.
He said he never received any information from the Sandiganbayan about suspensions, apart from the fact that an arrest warrant was issued against him for graft allegations.
He said he received the arrest warrant on Jan. 30, 2026, and immediately posted bail, and the court issued a release order.
The warrant was issued by the Regional Trial Court branch 50 based in Loay for alleged violation of the anti-graft and corrupt practices law dated Jan. 26, 2026.
Pajo said the charges were filed by his political opponent, former Pilar Mayor Necesitas Cubrado, alleging illegal hiring of consultants at the town hall.
Allegedly, Pajo hired losing candidates who are his allies in the 2022 elections.
Pajo clarified that he hired a private secretary and two barangay affairs employees.
Pajo added that the hiring had a resolution to back him up, as the Sangguniang Bayan issued an authority to hire employees.
Following the issuance of the resolution, contracts of service were issued to three losing candidates so they can work at the town hall.
The Municipal Local Government Operations Officer of Pilar reminded Pajo that the latter is unable to hire losing candidates, and Pajo immediately terminated the employment of losing candidates.
Pajo questioned why he is the only one facing charges, as it was the town council who gave the mayor authority to hire losing candidates.
Pajo said what Cubrado did was unjust, as the warrant of arrest was posted on social media, and the mayor believes the warrant is a confidential document.
Pajo maintains that he remains the sitting mayor of Pilar, and there is no truth to rumors on social media that he was suspended.

Boholanos ask government about promised housing for the poor
Some Boholanos are questioning the government’s progress on housing for the poor, asking “where is the promised housing for the poor?”
This comes as President Marcos Jr. announced that over 423,000 housing units were funded and constructed under the Pabahay Program from July 2022 to January 2026.
The president made the announcement on the sidelines of the 7th anniversary of the Department of Human Settlements and Urban Development (DHSUD).
He reiterated the government’s commitment to push forward with the expanded Pambansang Pabahay Program para sa Pilipino (4PH).
The goal is to accelerate home construction using modern technologies.
When President Marcos took office in 2022, he promised to build one million housing units per year.

DSWD to digitalize Guarantee Letters for faster service
The Department of Social Welfare and Development (DSWD) will soon digitalize the issuance of Guarantee Letters (GL) as part of the government’s effort to improve and expand social services to the public.
In an interview, DSWD Assistant Secretary Irene Dumlao stated that President Ferdinand “Bongbong” Marcos Jr. has instructed the agency to enhance accessibility to government services, making it easier for the public to avail themselves of assistance.
Under the Assistance to Individuals in Crisis Situation (AICS) program, the issuance of Guarantee Letters will be automated, eliminating the need for beneficiaries to wait in long lines to receive aid.
The President has directed the agency to make government services more accessible, and the automated client system for AICS aims to streamline the process.
The DSWD expects the first phase of the automated system to be completed in the first half of the year, making the issuance of GLs automatic once enhancements are finished.
The DSWD had previously resumed issuing Guarantee Letters on January 5 after suspending them in November due to annual year-end financial closing.
A Guarantee Letter is a document issued by the DSWD to qualified beneficiaries guaranteeing payment for approved medical and burial expenses to accredited service providers.
Through digitalization, the DSWD aims to speed up aid processing, avoid large crowds in offices, and ensure more efficient and transparent service delivery.
Agricultural Training Institute recognizes learning sites for Agriculture
The Agricultural Training Institute–Regional Training Center VII (ATI-7) has recognized nine new and renewed Learning Sites for Agriculture (LSAs) for their significant role in bringing training, technology, and innovation directly to farmers and fishermen.
These LSAs serve as venues for hands-on training, on-site technology demonstrations, and peer learning, facilitating the adoption of new methods and technologies that can increase production, improve product quality, and enhance farm income.
ATI-7 OIC Center Director Vianney Ojerio, together with Partnerships and Accreditation Services Section (PASS) Chief Merigine Otara, led the awarding of certificates to the LSAs in Bohol.

Provincial Government joins celebration of Kasambahay Day 2026
The Provincial Government, led by Governor Aris Aumentado, through the Bohol Employment and Placement Office–Public Employment Service Office (BEPO-PESO), joined the celebration of Kasambahay Day 2026, organized by the Department of Labor and Employment (DOLE) Region VII – Bohol Field Office on February 18, at BODARE-MPC in Dao District, Tagbilaran City.
The event highlighted the implementation of Republic Act No. 10361, or the Domestic Workers Act, which strengthens the protection of rights and welfare of domestic workers.

Bohol residents warned about fake Maggi Magic Sarap
The company behind Maggi Magic Sarap has issued a warning to the public about counterfeit versions of the product being sold in Bohol and the Visayas.
Reports indicate that fake Magic Sarap products have been found in some stores in Ubay, with concerns that more fake products may be circulating in other towns.
The company detected the sale of fake Magic Sarap products in early February and is urging consumers to be vigilant.
To identify counterfeit products, consumers should check for inconsistent packaging, blurry logos, and misspellings.
These unregulated products may contain unsafe ingredients, posing a risk to public health.
Magic Sarap is a widely used seasoning packet for foods, making it a target for counterfeiters.
The FDA has issued a public health warning against the counterfeit product, highlighting the potential health risks to consumers.
To stay safe, only purchase Maggi Magic Sarap from recognized supermarkets and authorized dealers.

City’s CCTV system covers 24/7, assures CDRRMO
The City Disaster Risk Reduction and Management Office (CDRRMO) assures the public the CCTV system is covering the city 24/7.
The city government has been investing in a robust CCTV system as the city population has been steadily growing.
CDRRMO chief Gerard Lavadia assured the monitoring system in place across the city is covering Tagbilaran all times of the day.
The CDRRMO is tasked to monitor the CCTV cameras installed in strategic areas of Tagbilaran City.
He said there is someone monitoring the CCTV feed being sent to the command center.
He added three city personnel are tasked to monitor the CCTV cameras feed and to react when there is an emergency instance such as road accidents.
However, Lavadia admitted there are spots in the city beyond the scope of the CCTV system installed.
The center is able to coordinate with the relevant agencies to respond to emergency situations.
Lavadia said several Tagbilaran barangays have also installed their own CCTV cameras.
BPPO denies allegations of drug recycling
As the Bohol Police Provincial Office (BPPO) continues its crackdown on illegal narcotics, it has denied the allegations that the illegal drugs confiscated in operations are recycled and sold back to peddlers on the streets.
The police said recycling of illegal narcotics is impossible to happen.
They said all illegal drugs seized are documented and secured under a strict chain of custody and these illegal drugs are turned over to the forensic unit.
The disposal of illegal narcotics is handled by the Philippine Drug Enforcement Agency (PDEA).
The illegal narcotics are being shipped to the PDEA regional office for incineration and witnessed by some government agencies and the media.
It is said that recycling of illegal drugs is pretty impossible and the police are asking the public to refrain from spreading baseless accusations.
Some opinions circulating mostly in the comments sections of posts, say there are people seemingly insinuating that drug recycling happens.
These people are alleging that the drugs confiscated in operations end up not in incinerators but back on the streets.
Man arrested for alleged violence against woman
A man was arrested by Carmen police as he was accused by a woman who alleged that she was a victim of domestic violence on Feb. 23, 2026.
The 30-year-old woman complained that she was at the receiving end of violence from a man whom she is in a relationship with.
Reports also said the woman went to the man’s workplace in barangay Buenos Aires to confront the suspect but the man allegedly hit the woman and the woman decided to file a complaint before the police.
The man now faces charges of violation of Violence Against Women and Their Children Act of 2004.
Meanwhile, a son of a barangay kagawad was killed after figuring in an accident in Cortes on Feb. 22, 2026.
The victim is a resident of barangay Jandig, Maribojoc.
The victim was on board a motorcycle and travelling towards Tagbilaran City.
The fatality was the backrider of the motorcycle.
Allegedly, another motorcycle overtook the victim’s vehicle and the incident led to loss of control causing the victim to be flung from the motorcycle he was riding on and collided into a barrier nearby.
He sustained severe head injuries and was rushed to the hospital but later expired.
On the other hand, the driver of the motorcycle sustained injuries and fortunately is now in stable condition.
Police probe robbery incident in Panglao; gov offers reward
Panglao police are still investigating the robbery incident that happened at Alona Beach on Feb. 22, 2026.
The robbery victimized a Taiwanese couple whose belongings were carted by an unidentified suspect as the couple was dining at Alona Beach in barangay Tawala.
Reports said among the belongings taken by the suspect included some cash, mobile phone, passports, credit and debit cards.
A CCTV footage showed an image of the suspect but it was not able to provide further identification regarding the suspect.
Police were able to recover the mobile phone that was abandoned at a grassy area near a private school in barangay Tawala.
Police are still scouring CCTV footage for additional clues that will help determine the suspect’s identity.
Meanwhile, Bohol Gov. Aris Aumentado dangles a P100,000 reward to anyone that can provide information that can lead to the arrest of the suspect as the latter are urging the public to provide information 0 that would lead to the arrest of the suspect.
Tagbilaran city tests new traffic scheme
The City Government of Tagbilaran is experimenting with a new traffic scheme affecting CPG North Avenue near and in front of Bohol Wisdom School (BWS).
The experiment is aimed to check the effectiveness of the traffic scheme.
The experimental traffic scheme is set to be implemented tomorrow, March 2, 2026.
The experimental traffic scheme comes as the contractor works on linking the drainage system of CPG North Avenue and Peñaflor street and work duration is expected to last for 30 days.
Coun. Nerio Zamora II said the new traffic scheme went through the wringer before being implemented tomorrow.
The scheme is going to be implemented first as the contractor starts its work later.
He said the experimental run will assess the scheme’s impact on traffic in the area.
A coordination meeting was held prior to implementation and attended by key city government officials led by Mayor Jane Yap.
The said meeting was also attended by representatives from the Department of Public Works and Highways first engineering office, LABB construction, Capitol officials and BWS Board of Trustees chairman Albert Uy.
Zamora said if the scheme works then it will continue, however, if there are issues then fine tuning is a possibility.
The scheme is going to be implemented during peak hours when traffic in the area is at its tightest.

RIAS to investigate Sevilla Police Station over alleged mauling incident

Provincial IAS investigator Master Sgt. and lawyer Lugui Anthony Bongalos said the regional office will make the determination on probable cause.
The provincial IAS needs to submit an evaluation report to the regional office, which will then decide if there is probable cause in the administrative case against the four police officers.
Kagawad Eric Gumanoy of Ewon, Sevilla, alleged that four members of the Sevilla police station mauled him on Feb. 10, 2026.
Bongalos needs to submit the report on the incident to the regional office for approval, and Gumanoy has already submitted his affidavit, completing the supporting documents for the administrative case.
The four police officers have been relieved and reassigned to the Police Regional Office (PRO) 7.
Bongalos said that once probable cause is determined, the respondents will be asked to submit their counter-affidavit.

Panglao robbery suspect may be behind Danao crime wave, says BM Arcamo
Board member Benjie Arcamo believes the suspect behind the robbery of a Taiwanese couple in Tawala, Panglao, may have also been responsible for an earlier crime in Danao, causing a mini crime wave.

A special session of the Provincial Board passed the ordinance on third and final reading last Friday, following its passage on second reading on Feb. 23, 2026.
Once the law is signed by the governor, implementing rules and regulations will be drafted to govern the activity.
Arcamo acknowledged the challenge of regulating the number of hosts, saying the implementing rules will determine the specifics.
The rules must align with the ordinance, particularly on marine protected areas, to ensure conservation.
The whale shark watching was previously closed due to violations of an ordinance banning the feeding of marine animals, which remains prohibited.

COMELEC says voter registration for SK remains slow
The Commission on Elections (Comelec) said the voter registration for Sangguniang Kabataan (SK) remains slow.
This was disclosed by Comelec Tagbilaran election supervisor Roco Lamanilao.
The Comelec has been implementing a continuing registration for barangay and SK elections this November 2, 2026.
Lamanilao said in Tagbilaran City, about 200 young people already registered for the SK elections.
Lamanolao urges the eligible voters to register as soon as possible and avoid visiting the Comelec office when the deadline is around the corner.
The continuing registration ends on May 18, 2026.
Young people who will be 15 years old by election day may already register for SK while voters who are 18 years old by election day may register for the barangay elections.
Transfer of registration from one area to another is accepted and there is a need to bring valid ID.
Third District Rep. Tutor denies seeking to defeat Duterte in 2028

The office was located near the warehouse of a beer brand behind CPG Sports Complex, according to Ewon barangay kagawad Eric Gumanoy, who claimed to be the victim of alleged police brutality by members of the Sevilla police station.
Gumanoy had sought to file a complaint against the police officers at the CHR office, accusing four officers of mauing him on Feb 10, 2026.
He was expecting a visit from CHR Cebu staff to discuss his case, but the office closure has raised concerns about the progress of his complaint.
Gumanoy is still recovering from his injuries and is taking his time to submit his affidavit to the Provincial Internal Affairs Service.

Bohol Water Utilities Inc. upgrades facilities amid competition
Bohol Water Utilities Inc. (BWUI) has been upgrading its existing facilities, with spokesperson Victor Tambis saying the company is extending water lines, expanding coverage, and improving facilities to ensure smooth operation.
The company has been improving pumping stations, particularly those in Tagbilaran City and Corella town, with regular maintenance services conducted based on determined operating hours.

Senior citizen killed after his motorela was hit by panel truck
A senior citizen driving a motorela was killed after it was hit by a panel truck in Barangay Guinacot, Guindulman town, early Sunday morning, February 22.
According to preliminary investigation, both vehicles were traveling in the same direction, but the following panel truck was allegedly speeding.
Upon reaching the bridge in the said barangay, the truck accidentally hit the rear part of the motorela, causing it to lose control and fall off the side of the bridge.
Due to severe injuries and bruises sustained, the victim was declared dead at the scene.
The driver of the panel truck is currently in custody at the Guindulman Municipal Police Station while documents are being prepared for possible charges to be filed against him.
Due to the Data Privacy Act, the names of the victim and the involved panel truck driver have not been released to the public.
CHR-7 to conduct investigation into alleged police brutality against Sevilla brgy. kagawad
The Commission on Human Rights (CHR) in Region 7 is set to visit Bohol to conduct an investigation into the alleged beating of Barangay Kagawad Eric Gumanoy by four policemen during a purported buy-bust operation in Purok-5, Sitio Lower La Suerte, Brgy. Guinob-an, Sevilla, Bohol on February 10, 2026, in the evening.
The CHR7 has already contacted Gumanoy regarding the investigation to verify the allegations, described as a case of police brutality.
The CHR has constitutional power to investigate cases like the one involving the barangay official and initiate legal proceedings by filing a complaint against the errant policemen.
The victim has already filed an administrative case with the Bohol Provincial Internal Affairs Service (PIAS) at Camp Francisco Dagohoy in Tagbilaran City on Monday.
Meanwhile, his lawyer is preparing a criminal case to be filed with the Provincial Prosecutor’s Office at the Hall of Justice in Tagbilaran City.

It is recalled that a barangay kagawad allegedly caught in a buy-bust operation and reportedly escaped, accused the four policemen, including their chief, of beating him in Purok 5, Lower La Suerte, Barangay Guinob-an, Sevilla, Bohol, around 10 PM on Tuesday, February 10.
Gumanoy, a resident and brgy. kagawad of Brgy. Ewon in the same town, clarified that no buy-bust operation occurred at that time.
NWRB issues new water permit to Loctob Water Inc. in Loboc.
The National Water Resources Board (NWRB) has officially granted a new water permit to Loctob Water Inc. to extract additional water from the Loctob Spring located in Barangay Gotozon, Loboc town.
The permit (No. 027887), signed by OIC Executive Director Atty. Ricky A. Arzadon, gives the company the right to extract water through gravity for municipal use.
This is expected to help strengthen the water supply in the community, allowing them to extract no more than 50.51 liters per second throughout the year.
The approval comes with strict conditions from the government to ensure proper water management.
Loctob Water Inc. management explained that this additional water permit for Loctob Spring in Loboc will be utilized when the demand for water supplied by the water company increases.
This will be achieved through the construction of another Water Treatment Plant at Loctob Spring.
Currently, Loctob Water Inc. supplies 8,600 cbm to Tagbilaran, Panglao, Dauis, and other areas they serve.
They have announced that by July 2026, this will increase to 17,000 cbm.

Thanks to the swift action of the Panglao Municipal Police Station under Deputy PLT Rizon Balucos and investigators, the mentioned cellphone was traced after it was discarded in a vacant lot near a school in the area.
Despite the recovery of the cellphone, the bag, including the tourists’ two passports, remains missing.
The victims and those who helped them are now appealing to anyone who may have found the documents to please return them to the nearest police station.
The tourists have stated they do not intend to file a case, their only concern being the recovery of their passports so they can return to their country, as replacing them would be a lengthy and difficult process.
Bohol Governor Erico Aris Aumentado has offered a reward of P100,000 for information leading to the capture of the suspect.
Tagbilaran to take action against illegal tricycle franchise sales; price hikes to P600,000 per unit
The Sangguniang Panlungsod will take steps to curb unauthorized sale of tricycle franchises to non-legal heirs, following reports that prices have risen to P600,000 per unit.
According to City Councilor Edi Borja, chairman of the SP Committee on Public Utilities, a proposed city ordinance is being prepared to regulate the transfer of franchises.
Under the proposal, a transfer fee will be imposed if a franchise is sold to a non-legal heir.
Borja said the move aims to provide clear policy on franchise transfers and stop practices that drive up prices and cause concerns in the city’s public transportation sector.
The issue was discussed during the council’s regular session on Friday, February 20, led by Vice Mayor Adam Relson Jala.
The committee-level discussion is ongoing, and the council targets to pass appropriate measures within the first quarter of 2026.
One-month drainage project at BWS area, traffic scheme being prepared by city hall
A coordination meeting was held on February 20, 2026, to discuss the traffic scheme to be implemented at Bohol Wisdom School (BWS) located at CPG North Avenue in Tagbilaran City, in preparation for the upcoming drainage project in the said area.
The meeting was led by Tagbilaran City Mayor Jane Yap, along with City Vice-Mayor Adam Relson Jala, city councilors, City Administrator Alvin Acuzar, City Engineer Teodoro Estoque, CTMO Head Antonio Samante, Chief of Staff Cathy Torremucha, and other city hall officials.
Representatives from the Department of Public Works and Highways (DPWH), LABB Construction, the Capitol, and Engr. Albert Uy, chairman of the BWS Board of Trustees, also attended.
The project involves installing a cross drain on CPG North Avenue, connecting to the drainage system on Peñaflor Street near the school, to address flooding issues in the area.
The work is expected to last one month and will be managed by DPWH through contractor LABB Construction.
The City Hall will issue an official advisory on the final traffic scheme, while BWS will also notify parents and students to minimize traffic disruptions.
Bohol province hosts sustainable waste management workshop to strengthen garbage management
The Provincial Government of Bohol led the “Sustainable City Workshop: Why Solid Waste Management Matters” on February 19-20, 2026, at Reyna’s The Haven and Gardens.
The meeting aimed to strengthen waste management as a top priority for public health, disaster prevention, and environmental protection, especially since Bohol is the country’s only UNESCO Global Geopark.
During the event, Atty. John Titus Vistal, Provincial Planning and Development Coordinator, presented the Ten-Year Ecological Solid Waste Management Plan (2024–2033).
The plan targets include achieving a 75% diversion rate, 100% waste collection in all barangays, and ensuring all municipalities have access to sanitary landfill facilities and their own MENRO offices.
The workshop also covered innovative approaches such as plastic waste management roadmap, waste-to-energy technologies, and marine litter control.
Leonilo Lafuente of BPEMO reminded participants that change starts with small actions at home.
Through this initiative, Bohol reaffirms its commitment to implementing science-based and quality waste management solutions in line with the Capitol’s Strategic Governance Roadmap.
Snoring: danger of stroke, should not be ignored according to experts
Health experts in the country are warning the public that loud snoring is not just an ordinary noise while sleeping, but can be a sign of a serious condition that can lead to stroke.
According to Dr. Romulus Roberto Peter Instrella, a sleep specialist, snoring is often associated with Obstructive Sleep Apnea (OSA), where a person’s airway is narrowed or closed for a short period while sleeping.
This condition causes a decrease in oxygen in the body and an increase in blood pressure (hypertension), which is known to be a major cause of stroke.
Based on data from the Department of Health (DOH) for December 2025 and January 2026, acute stroke remains one of the leading causes of death among Filipinos, especially those aged 45 to 74 years old.
Studies have also shown that people with severe snoring or OSA have a higher chance of experiencing a stroke while sleeping or upon waking up in the morning.
The lack of oxygen and frequent waking up of the brain to breathe again puts a lot of pressure on the heart and blood vessels in the brain.
Doctors are calling for anyone whose snoring is accompanied by fatigue upon waking, excessive daytime sleepiness, and pauses in breathing while sleeping, to consult a doctor for a sleep study.
Early detection and treatment of OSA, such as using a CPAP machine or changing lifestyle, can greatly help prevent fatal strokes and other heart diseases.
Bohol Knight lowers electricity rates for February 2026
Electricity rates have decreased for residential and commercial consumers of Bohol Light Company, Inc. for the month of February 2026, following a reduction in generation charges.
According to the company, the new rates for February are as follows:
Residential: ₱12.5251 per kilowatt-hour (kWh)
Commercial: ₱11.9460 per kWh
This represents a ₱1.6075 per kWh decrease compared to the January 2026 rate.
The decrease in rate is primarily due to the lower prices at the Wholesale Electricity Spot Market (WESM), which also contributed to a significant reduction in line rental charges.
The adjustments were made in accordance with the guidelines of the Energy Regulatory Commission (ERC) to ensure fair and transparent electricity pricing.
Bohol Light assures that they will continue to inform the public of monthly rate changes and maintain a clear and transparent billing system.

Drug suspects arrested; over ₱197K worth of shabu seized in Bohol buy-bust
Nine suspected drug personalities were arrested and over ₱197,000 worth of suspected shabu was seized in a series of buy-bust operations in Bohol on February 19-20.
The operations were conducted by the Bohol Police Provincial Office (BPPO) led by Provincial Director PCOL. Patricio Degay Jr. in Duero, Sagbayan, Catigbian, Buenavista, Talibon, Trinidad, Ubay, and Bien Unido Municipal Police Stations.
In Duero, a 38-year-old widower was arrested in Barangay Mawi and 5.90 grams of shabu worth ₱40,120 were seized.
In Sagbayan, a 46-year-old man was arrested and 2.49 grams of shabu worth ₱16,932 were recovered.
In Catigbian, a 45-year-old man was arrested while 2.22 grams of shabu worth ₱15,096 were seized.
In Buenavista, two suspects were arrested and 8.52 grams of shabu worth ₱57,936 were recovered.
In Talibon, a 21-year-old man was arrested and 0.56 grams of shabu worth ₱3,808 were seized.
In Trinidad, a 26-year-old fisherman was arrested and 5.1 grams of shabu worth ₱34,680 were recovered.
In Ubay, a 24-year-old man was arrested and 4.0 grams of shabu worth ₱27,200 were seized.
In Bien Unido, a 31-year-old man was arrested and 0.24 grams of shabu worth ₱1,632 were recovered.
The evidence will be sent to the Bohol Provincial Forensic Unit at Camp Francisco Dagohoy for examination and custody while the suspects are currently detained at the local police stations.
The arrested individuals are being prepared for charges for violating Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

12 wanted persons arrested in BPPO manhunt sweep
A total of 12 wanted persons, including a Top 4 Most Wanted Person in Tubigon, were arrested in province-wide operations conducted by the Bohol Police Provincial Office (BPPO) on February 19.
The arrests were made by various municipal police stations of BPPO led by Provincial Director PCOL. Patricio Degay Jr. in serving warrants of arrest.
The highlight of the operation was the arrest of a 22-year-old, single, unemployed, resident of Barangay Potohan, Tubigon, identified as Top 4 Most Wanted Person of Tubigon Municipal Police Station.
He was arrested for Frustrated Murder (Article 248, RPC).
The BPPO reported that it was a joint operation of Tubigon Police and AKG Bohol Sub-Office.
Other arrested by Bohol PPO through local police stations include:
*22-year-old, single, unemployed, resident of Tubigon, for violating Sections 5 and 11 of Republic Act No. 9165.
*26-year-old, married, private employee, resident of Tagbilaran City, for Robbery with Violence Against or Intimidation of Persons (Art. 294, RPC).
*49-year-old, married, resident of Lila, for violating Republic Act No. 9262.
*24-year-old, single, resident of Trinidad, for two counts of Qualified Theft (Art. 310, RPC).
*84-year-old, married, farmer, resident of Maribojoc, for Acts of Lasciviousness (Art. 336, RPC).
*43-year-old, single, hotel manager, resident of Panglao, for Theft (Art. 308, RPC) and Acts of Lasciviousness.
*48-year-old, married, teacher, resident of Batuan, for Direct Assault.
*37-year-old, married, private employee, resident of Tagbilaran City, for Reckless Imprudence Resulting to Homicide and Damage to Property.
*23-year-old, single, unemployed, resident of San Miguel, for violating Republic Act No. 7610 related to sexual assault.
The BPPO stated that all arrested individuals were informed of their rights under the Constitution and underwent medical examination before being placed in a custodial facility.
Some cases have set bail, while others remain detained pending further court proceedings.
Provincial Director PCOL. Degay stated that the successful service of warrants is part of their intensified campaign against wanted persons to ensure peace and order throughout Bohol province.
He added that they will continue manhunt operations against those evading the law at municipal, provincial, and regional levels.
2 men arrested for operating illegal gambling in Buenavista
Two men were arrested in two separate operations against illegal gambling in Buenavista, involved in the swertres numbers game, February 19.
A 38-year-old man, resident of Barangay Western Cabul-an, was first arrested by Buenavista MPS while issuing a swertres stub to a poseur bettor in Barangay Poblacion.
The stubs, pre-marked money, tally sheets, ballpen, and ₱183 proceeds from the illegal gambling were seized.
Next, a 30-year-old man, resident of Barangay Eastern Cabul-an, was arrested by Buenavista MPS in Barangay Sweetland for the same reason.
The stubs, pre-marked money, tally sheets, ballpen, wallet, and ₱187 earnings from the illegal gambling were seized.
The suspects are currently detained at the Buenavista MPS lock-up jail while charges are being prepared against them for violation of R.A. 9287 or Illegal Numbers Game.
60-year-old woman dies after being hit by motorcycle in Panglao
A 60-year-old woman died after being hit by a motorcycle while crossing the national road in Purok 4, Poblacion, Panglao on February 19.
The victim resided in Purok 3, Doljo, Panglao, Bohol.
The victim was crossing the road in front of the Du Ek Sam Building when she was suddenly hit by a Honda RS 125 driven by a 23-year-old, resident of P-6 Tinago, Dauis, Bohol.
The driver did not have a driver’s license at the time of the incident.
The motorcycle was coming from Tinago, Dauis, heading towards the traffic light in Poblacion when the collision occurred.
Also on the motorcycle were a 20-year-old, from Tinago, Dauis, and a 21-year-old, originally from Barangay Salvador, Cortes, Bohol, and currently residing in Tinago, Dauis.
The 21-year-old backrider was injured in the incident.
The victim was brought to the nearest hospital by the Municipal Disaster Risk Reduction and Management Office responders, but was declared dead on arrival by the attending physician.
The driver and his companions were taken to the Panglao Police Station for proper disposition.
The police investigation is ongoing to determine the charges to be filed, including possible reckless imprudence resulting in homicide and damage to property.
