US-Iran tensions: Boholano lawyer weighs in

A US-based Boholano lawyer believes the US and Israeli forces were justified in their actions against Iran.

Glen Hubahib shared his thoughts in an interview with Open Forum hosts ArdyAraneta-Batoy and Gloria LeodivicaAraneta on March 2, 2026.

Hubahib stated that Iran has allegedly been a long-time sponsor of terrorism, and the US and Israeli forces finally dealt with them in a significant blow.

He described the situation as a case of tit-for-tat, where the US and Israel reached a tipping point after their citizens were targeted by Iran and its proxies.

Iran retaliated by targeting areas in the Middle East with US bases, including the United Arab Emirates and Qatar, which host US military bases.

According to Hubahib, Iran had warned that it would attack areas with US bases in the Middle East in the event of a war, and their threat materialized with missile attacks on US bases.

He noted that the US bases in the Philippines were closed after the Philippine Senate refused to extend the lease, citing concerns about being caught in the crossfire.

Hubahib pointed out that countries hosting US bases in the Middle East have become targets, justifying the Philippines’ decision.

Although the US has no permanent bases in the Philippines, it has identified several Filipino bases for use under the Enhanced Defense Cooperation Agreement (EDCA).

Hubahib believes US bases are prime targets for Iran, aiming to cripple the US’s ability to launch attacks.

He thinks Iran is targeting areas with US command and control centers.

While Hubahib believes the killing of the Iranian Supreme Leader may weaken Iran, he thinks they have prepared for succession and have a system in place for a successor to assume power.

Middle East tensions drive up oil prices in the country

Boholanos woke up to oil price surges amidst the escalating tensions in the Middle East.

Motorists are feeling the pinch of the war’s effects, as fuel prices at the pumps have increased following announcements from fuel companies.

Chevron Philippines, the parent company of Caltex, Petron, Pilipinas Shell, and Seaoil, has released advisories on fuel price increases of P1.90 per liter for gasoline, P1.20 per liter for diesel, and P1.50 per liter for kerosene.

Government issues energy-saving advisory amid Middle East tensions

The Inter-Agency Energy Efficiency and Conservation Committee has released an advisory urging the public to adopt austere energy use measures amidst the Middle East tensions.

The advisory, signed by Department of Energy (DOE) Secretary Sharon Garin, calls for a 10% reduction in fuel consumption by national government agencies, government-owned corporations, state colleges, and local government units.

This move is a response to the uncertain fuel supply situation triggered by the Middle East conflict.

The DOE has adopted proactive measures to protect energy supply security, according to the advisory.

Aside from reducing energy use, the DOE is promoting fuel efficiency and conservation practices in government offices and facilities.

Government offices are expected to implement fuel-saving measures, including vehicle maintenance, standardized vehicle monitoring, and optimized trips.

Borja to meet tricycle association, TCPC amidst fuel price hike concerns

Coun. LeonidesBorja is scheduled to meet with tricycle association members and the Tagbilaran People’s Council (TCPC) on Monday to discuss measures addressing the rising fuel prices.

The concern stems from the recent surge in fuel prices amidst the Middle East conflict, with possible further increases anticipated.

Borja, chairman of the SangguniangPanglungsod’s public utilities committee, expressed his intention to explore possible steps with tricycle operators and drivers to mitigate the impact on their livelihood and the riding public.

He mentioned attending a meeting with tricycle industry stakeholders, where the possibility of a fuel increase was discussed, with prices now at a critical point due to the Middle East situation.

Borja aims to discuss ways to cushion the impact with stakeholders and TCPC and come up with measures to address the fuel price surge’s effects.

A projection suggests the increase may reach as high as P10 in the next round of fuel price hikes, possibly by Tuesday.

Fuel companies have imposed a price hike of over P1 per liter of gasoline, with diesel and kerosene prices also increasing.

Global crude oil prices have surged to over $80, with a possibility of reaching $100 if the conflict worsens and disrupts fuel transport via the Hormuz strait, which handles 20% of the world’s fuel supply.

Borja noted that the current tricycle fare is provisional, with a minimum fare of P15 for the first kilometer and P2 per additional kilometer, although there are moves to make this permanent and increase the per kilometer charge.

Special rates apply for students, senior citizens, and persons with disabilities.

Bohol issues executive order to prepare for the impact of Middle East tensions

Governor Erico Aristotle Aumentado issued Executive Order No. 07, Series of 2026, directing the entire province of Bohol to adopt a robust Provincial Resilience and Contingency Framework.

This move aims to protect the economy, energy, food supply, and public safety amid escalating tensions in the Middle East and other parts of the world that pose a threat to global supply chains.

Under this order, the provincial government emphasizes the need for urgent and coordinated action to mitigate the impact of fluctuating oil prices, rising commodity prices, and potential disruptions in logistics.

These include ensuring uninterrupted basic services, strengthening food security by supporting farmers and fishermen, and providing adequate protection and assistance to affected families of OFWs to ensure the province’s resilience against any global crisis.

Tagbilaran port users slam PPA over poor service, steep fees

The public is now expressing outrage over the management of the Philippine Ports Authority (PPA) at the 2.3-kilometer Tagbilaran City Port due to the allegedly “very poor” service despite the high fees.

One of the main complaints from passengers is the P30.00 terminal fee, which is more expensive compared to Cebu’s P25.00, but with very lacking facilities.

Passengers complain that upon entering the terminal, aside from the poor air conditioning status, the electrical outlets are turned off and the use of gadgets for charging is prohibited, while there is also no free public Wi-Fi available.

The public is also questioning the “double standard” of service when compared to the neighboring province.

While the Cebu Port has a shuttle service for passengers at P25.00, Tagbilaran offers no similar comfort despite having a larger collection.

Additionally, there is an alleged additional “collection” of P12.00 for every vehicle entering the port, which begs the question: “Where exactly is the people’s money going?”

It’s not just the facilities that are a problem, but also the system of releasing passengers.

One report reveals that passengers of Lite Ferry 8 arriving from Cebu at 2 pm still have to CIRCLE around the terminal towards the exit.

This is even though the docked ship is very close to the exit gate, which most consider a pointless hassle and lack of consideration.

Amid these escalating complaints, PPA Tagbilaran Manager remains “silent” and refuses to face the public.

It is known that the official has received a formal invitation from the Tagbilaran City Council to provide clarification on the controversy, but did not attend the meeting.

This silence has only added to the suspicion and anger of the Boholanos who are only asking for fair service in exchange for their payment.

PPA slammed for making ASEAN delegates queue for terminal fee payment

Rear Admiral AgapitoBibat, commander of the Philippine Coast Guard Central Visayas, revealed that ASEAN delegates and the National Organizing Committee experienced an unacceptable process during their travel to Bohol, where they were made to queue at the Philippine Ports Authority (PPA) to obtain and pay for the terminal fee at the Tagbilaran City Port.

This was disclosed by Bibat during the regular session of the SangguniangPanlungsod led by Tagbilaran City Vice-Mayor Adam RelsonJala, where they attended and honored the council’s invitation to examine the implemented 30-minute check-in of Ocean Jet issue.

Due to the incident, according to Bibat, the Multi Agency Coordinating Council (MACC) called the attention of the PPA to address the issue immediately and prevent similar situations in future ASEAN Meetings.

He said that the incident posed a security risk to the delegates and was unfavorable to the image of Bohol as the host of ASEAN meetings.

As a result, the Philippine Coast Guard and the MACC suggested setting up a dedicated lane at the Tagbilaran Port for ASEAN delegates and committee members.

Furthermore, the Philippine Coast Guard also received reports of numerous complaints about the PPA Manager’s refusal to meet with visitors or the public unless they schedule an appointment with him.

Bohol Bamboo Industry Development Council lays out directions for 2026, strengthening bamboo sector

The Province of Bohol is now strengthening the bamboo industry as a pillar of economic growth, environmental protection, and community livelihood.

The Bohol Bamboo Industry Development Council (BBIDC) held its first quarterly meeting for 2026 on February 24 at JJ’s Seafood Village, led by Chairperson and Garcia Hernandez Mayor Jess Baja.

The council reviewed priorities and steps to further develop and institutionalize the bamboo sector in the province.

Carlo RoaldoEscobilla of the Department of Trade and Industry (DTI)-Bohol presented the 2025 BBIDC Accomplishment Report, highlighting the robust awareness campaign and partnerships with local governments through various activities across the province to showcase bamboo’s value in the economy, environment, and livelihood.

He also cited ongoing product development and capacity-building initiatives, including on-site technical assistance to artisans to improve design, functionality, and quality of their products.

For 2026, the council is focusing on several major initiatives to build on the successes achieved.

These include the Bamboo Stakeholders Consultation and Needs Assessment—a province-wide consultative activity involving farmers, processors, manufacturers, traders, LGUs, and partner institutions to identify gaps, challenges, and opportunities across the bamboo value chain.

The inputs gathered will serve as a basis for crafting policies, including drafting a provincial ordinance to provide long-term support to the bamboo industry in the province.

Another key program is Project 918: Corporate Bamboo Stewardship and Community Planting, a CSR-anchored initiative encouraging the private sector to partner with LGUs and local communities in expanding bamboo plantations.

This aims to enhance climate resilience, provide additional livelihoods, and ensure a sustainable supply of raw materials.

The council will also launch the Bohol Bamboo Bootcamp, presented by Ar. ErvenDigal.

The intensive training program will provide technical, entrepreneurial, and market-oriented knowledge to participants, particularly in using bamboo in architectural and construction applications.

Through collaboration with academe and industry, the program includes building codes, engineering principles, and structural safety standards to promote bamboo as a safe and sustainable construction material.

The meeting was attended by local chief executives, MENRO officers, and representatives from various national government agencies, demonstrating a unified effort in advancing the bamboo development agenda in the province.

Through strong partnerships, policy support, and continued capacity-building initiatives, the Provincial Government of Bohol under the leadership of Gov. ArisAumentado continues to position bamboo as a strategic resource for inclusive growth, environmental protection, and resilience against climate challenges, in line with the Kapitolyo’s Strategic Change Agenda.

Congressman John Geesnell Baba Yap pushes for ₱500 monthly pension for indigent PWDs

Yap pushes for House Bill No. 7324 which seeks to provide a monthly social pension of not less than ₱500 for poor or indigent Persons with Disabilities (PWDs).

This measure aims to strengthen the Magna Carta for Disabled Persons through direct financial assistance for daily needs, medicine, and other basic necessities of this sector.

Under this legislation, proper selection of beneficiaries is ensured through the Persons with Disability Affairs Office (PDAO) and the national PWD registry.

The bill’s provisions also include regular review of the pension amount to cope with inflation’s impact, along with strict safeguards for transparency and accountability in fund distribution.

Congressman Baba Yap said, “This is a concrete step toward social justice, dignity, and inclusion for our indigent PWDs. We remain committed to protecting the most vulnerable and ensuring no one is left behind.”

Before the Congressional session, Yap also met with members of the National Unity Party (NUP) where Senator Loren Legarda also attended.

30 minutes check-in policy of Ocean Jet is being discussed by City SP; PPA no show

The issue and public complaint regarding the 30 mins check-in policy of Ocean Jet, first raised by City Councilor Edi Borja, is being discussed this afternoon, March 2, 2026 during the session of the SangguniangPanlungsod led by City Vice-Mayor Adam RelsonJala.

GeneroLastimado, Ocean Jet Operations Manager, Rear Admiral AgapitoBibat of the Philippine Coast Guard Central Visayas, and LTJG Babe JocileiIsaga, Station Commander, PCG, Western Bohol Command, were present at the SangguniangPanlungsod.

However, JoselitoSinocruz, Port Manager, of the Philippine Ports Authority (PPA) Tagbilaran City was a No Show man, which was not appreciated by the SangguniangPanlungsod. Reportedly, it’s their anniversary.

It came out that PPA is the problem with the issue, where Ocean Jet’s 30 mins check-in policy has been in place for a long time but was not implemented for the consideration of passengers.

But now, the Port Manager has ordered its implementation based on their 1993 policy, which has led to the confusion and frustration with the adopted policy at the port.

It is known that it’s not just the PCG that clears the ship before departure, PPA is also included, which prolongs the process and has become 12 steps from 9 steps that would have been easier for clearing.

It was also found out that the Port Manager is not ‘Friendly’ to port stakeholders, not meeting with them without an appointment and not listening to suggestions, and is also a constant ‘NO SHOW’  person in session and committee hearing invitations of the SangguniangPanlungsod now and even to the former members of the SangguniangPanlungsod.

The discussed issue was referred by the SangguniangPanlungsod to the committee level through the Committee on Public Utilities and Franchises of City Councilor Borja, and the PPA Manager is to be summoned, ‘No Proxy Allowed’, for the committee meeting.

In addition to this increase, the institution also assured that there will be no contribution hike until 2027.

This is a big relief for active members and workers who pay their monthly premiums.

According to SSS, these measures have become possible due to the strength of their finances, with their Reserve Fund now reaching ₱1 Trillion.

Because of this large fund, SSS management assured that the agency’s services will remain robust and able to fulfill promised benefits without needing to increase charges on members.

This development is seen as a result of good management of funds and investments by the agency in previous years, which now directly benefits those who have served the country.
