Petroleum dealers unsure of fuel supply duration
Petroleum dealers appeared before the Sangguniang Panlungsod (SP) on March 24, 2026, and stated that they have no idea until when the fuel supply will last. The dealers answered councilors’ questions during the regular session on Tuesday. Butch Abaya mentioned that the fuel supply remains stable for now, but the dealers are unable to tell until when the supply will last. Vice Mayor Adam Jala proposed the creation of a task force against hoarding and profiteering as a way to monitor fuel prices as well as prime commodities in Tagbilaran amid the crisis caused by the conflict in the Middle East. Jala expressed concern that there are people who will take advantage of the situation as the world faces a crisis. He emphasized that authorities must monitor prices closely to ensure prosecution of those who will abuse the situation. City Administrator Alvin Acuzar stated that the membership of the Price Monitoring Council will be expanded to accommodate more stakeholders, especially among suppliers. The SP has called on petroleum dealers in an effort to understand the fuel supply situation in Tagbilaran. The call to invite petroleum dealers was made by Coun. Agustinus Gonzaga, as he wanted to know the status of the fuel supply, given that the world is reeling from a supply disruption caused by the conflict in the Middle East.

Wife confirms husband’s abduction, cites mistaken identity
Alona Gamana, wife of Allan Gamana, has admitted that her husband was indeed the person abducted by unidentified individuals in barangay Dao. She revealed that her husband was forced to board a vehicle, an incident caught on video and shared on social media, sparking widespread outrage and calls for investigation. Alona broke down emotionally during a media interview at her home in barangay Guinsularan, Duero, saying Allan is doing well with only minor scratches from the ordeal. She expressed dismay that despite the public nature of the incident near the Integrated Bus Terminal on March 11, 2026, no one reported it to the police. According to Alona, Allan returned home that evening, explaining he was mistakenly abducted and taken to Loay, where he was released after refusing to provide information to his captors. Allan has since gone into hiding at an undisclosed location due to safety concerns, his wife said. Alona revealed her husband’s past as a former drug personality arrested in 2016 but acquitted, suggesting some individuals may still be targeting him. This is Allan’s second abduction, following a December 2025 incident where his home was raided by 15 individuals. Alona has no plans to press charges, hoping the ordeal will not recur. A barangay official confirmed Allan has left his home, corroborating Alona’s account. Kagawad Zosimo Castino said investigators from the Regional Police Office 7 and Tagbilaran City Police Station visited the Gamana residence on March 15, 2026, prompting Allan to flee. Castino believes Allan was a kidnap victim, noting his home was ransacked by unknown individuals who took belongings, though the incident wasn’t reported to police.

DPWH struggles to attract bidders due to low set prices
The Bids and Awards Committee (BAC) of the Department of Public Works and Highways (DPWH) is concerned that few bidders are participating in the agency’s projects, risking a lack of competition. Most advertised projects are road concreting and multi-purpose pavement, but the DPWH Central Office’s set prices for construction materials, such as gravel at P700 per cubic meter (market price: P1600), are deterring contractors. Rising fuel prices are also impacting operational costs, making it difficult for contractors to participate. Under Sec. Vince Dizon, DPWH has adjusted material and equipment rental prices to curb overpricing, targeting ₱60 billion in savings for the 2026 budget. Critics view these adjustments as a reaction to alleged anomalies within the department.
DepEd tells schools to keep end-of-school celebrations simple
The Department of Education (DepEd) has advised public schools nationwide, including in Bohol, to keep end-of-school activities simple due to rising costs amid the Middle East conflict. Under memorandum 015 series of 2026, schools are disallowed from collecting fees for these events to ease the burden on Filipino families. DepEd suggests using cost-effective venues and making ceremonies inclusive. Schools can use their maintenance and operating expense budgets for necessary costs. Around 1.9 million Grade 6 and 1.8 million Grade 12 learners are set to graduate on March 30 or 31, 2026.

The company is laying new pipes to serve unserved areas, including Corella and Balilihan, and restoring road surfaces in affected areas like barangay Magsija and Canangca-an. Tambis apologized for the inconvenience caused by the project and asked for patience, saying the roads will be restored to their original state soon. Meanwhile, Tambis also commented on the Middle East conflict, warning of potential fuel rationing and disruptions, and urging people to conserve energy and fuel. He hopes the Philippines will secure a steady supply from other oil producers, mitigating the impact of the crisis.
Bohol gov urges LGUs to secure water rights amid private sector interest
Bohol Governor Aris Aumentado has called on local government units (LGUs) to secure water rights, citing the risk of private companies locking them out. Aumentado met with mayors and Municipal Planning and Development Officers to discuss the P4 billion Bohol Inter-municipal Bulk Water Supply project, funded by the World Bank. The governor emphasized the need to maximize water resources, as some supplies drain into the sea. Aumentado urged LGUs to secure rights for the Inabanga river and other water sources, warning that private companies are already securing their own rights from the National Water Resources Board (NWRB). He dismissed rumors of selling Inabanga river water to Cebu, saying it’s ideal for LGUs to gain water rights instead of private companies.
PBBM suspends fare hike, v-hire drivers left dismayed
Drivers and operators of V-Hire or vans for hire are disappointed with President Marcos Jr.’s decision to suspend the fare increase order by the Land Transportation Franchising and Regulatory Board (LTFRB). The suspension comes amid rising fuel prices, which have seen double-digit increases due to the Middle East conflict. Drivers argue that a fare increase could help cushion the impact of rising fuel costs, which have eaten into their daily earnings. Before the conflict, drivers took home around P750 per day, but now it’s down to P600 or lower on bad days. With fewer commuters using public vehicles, drivers hope for aid to soften the impact of rising fuel prices. Fuel prices remain high as supplies decline, with oil tankers avoiding the Strait of Hormuz and oil facilities in the Gulf region attacked.
Public waits for police report on Dao “kidnapping” case
The public is eagerly awaiting the official report on the kidnapping case in barangay Dao, Tagbilaran City, which happened on March 11, 2026, near the Integrated Bus Terminal (IBT). Allan Gamana allegedly vanished and reappeared at his Duero home, sparking an investigation that led to the relief of the Tagbilaran City police chief and four other personnel. The police continue to investigate, but no deadline has been set for releasing information on the incident. The case has sparked public outcry, with Board Member Benjie Arcamo calling for an investigation and the Integrated Bar of the Philippines criticizing the incident. An amateur video of the broad daylight kidnapping has gone viral on social media, with many questioning why no one reported the incident to the police.
Catigbian mayor extends aid to transport sector amid fuel price hike
Catigbian Mayor Benjie Oliva said the local government unit has been feeling the pressure of fuel price increases as it extended aid to the transport sector. In his interview on the Newsmakers radio program on March 24, 2026, he said the LGU has considered the transport sector’s petition to increase fares. He said it was difficult to deny the petition, as disallowing a fare hike could lead to economic difficulties for those working in the transport sector. The LGU also provided some fuel subsidy and implemented belt-tightening measures to lower fuel and energy consumption. Oliva said the LGU has shortened work hours to reduce energy and fuel consumption. Fuel prices have been rising due to the conflict in the Middle East. Oliva noted that the two parties reportedly discussed peace, but later statements indicated no peace talks are happening. He said it’s a positive sign that the sides are slowly entering talks, perhaps to end the war. He hopes the situation de-escalates in the next few days, and there’s a clear path forward. The attacks, Oliva said, occurred when the US-Israeli side decided to use surprise to eliminate Iran’s ambition to enrich uranium for nuclear weapons. Iran refuses to abandon its nuclear ambitions and has been subject to sanctions, Oliva explained. He said it’s possible Iran is enriching uranium as a form of self-defense and self-preservation. The mayor believes Iran might be sponsoring terrorists like Hezbollah, and Israel’s issues may be due to Iran’s support for terror groups. Oliva said fuel prices will continue to rise if the Middle East situation remains tense. He emphasized that it’s improper for the government to claim there’s no oil crisis when reality suggests otherwise – there’s a fuel price crisis due to insufficient fuel supply. On proxy wars, Oliva said the US often engages in them, with another state fighting on their behalf. He cited Russia and Ukraine as an example, where the US supports Ukraine. Oliva said the Philippines might become a proxy war site if the West Philippine Sea issue escalates. He noted China’s interest in controlling the critical seaway, crucial for trade and industry. Another flashpoint is China’s potential takeover of Taiwan, which the US won’t allow. Oliva mentioned the US is building arms infrastructure in the Philippines, with missile systems near EDCA sites, raising questions about their intended purpose.

Sheryl Paga relayed this advice during her appearance on the Newsmakers radio program on March 25, 2026. She said consumers need to be mindful of their power usage, especially with rising fuel costs. Rising fuel prices may also impact electricity costs amid the Middle East crisis. Bohol Light encourages people to follow energy-saving tips to reduce power consumption and lower bills. Paga urged consumers to settle their bills on time, using third-party collection partners or agents to save time and effort. Consumers can pay using digital payment partners like GCash, Maya, and others, or online banking with various banks. Bohol Light said payments made via these channels are posted the following day. Paga advised consumers to settle bills timely to avoid disconnection issues. For more information, visit Bohol Light’s Facebook page or website, or call their hotline.

Former envoy says American public anxious over war, Phil. faces real crisis
Former Philippine ambassador to Saudi Arabia, Adnan Alonto, said the American public is anxious and cautious about the war. In an Open Forum interview with Gloria Leodivica Araneta on March 25, 2026, Alonto said the US and Iran are possibly talking about peace via intermediaries. He noted countries like Turkey and Pakistan have offered to broker a peace deal. Alonto believes there are backchannel talks, as Iran hasn’t given up on diplomatic solutions. He said the American public’s anxiety could impact the US administration’s midterm elections. Alonto criticized USec. Claire Castro’s statement that the Philippines is in a “price crisis” rather than a fuel crisis, calling it an understatement. He warned the crisis could lead to job losses among overseas Filipino workers and become a national security issue. Alonto said the government needs accurate statements and solutions, not play the spin doctor’s role. He added politicians are focusing on impeachment and politics instead of addressing the fuel crisis, which could harm the Filipino people. The Philippine government has declared a state of national energy emergency and activated the UPLIFT package to mitigate the crisis’s impact.
Bohol PPMC meets to discuss national energy emergency
The Bohol Provincial Price Monitoring Council (PPMC) met on March 25, 2026, to discuss President Marcos Jr’s executive order declaring a national energy emergency. Executive Order No. 110 addresses disruptions in global oil production and transportation due to the Middle East war, and will remain in effect for one year. The country has approximately 45 days of fuel supply remaining, and the government has activated the Unified Package for Livelihoods, Industry, Food, and Transport (UPLIFT). Aumentado presided over the meeting, focusing on provincial preparation and coordination with national agencies. DTI provincial director Vierna Ligan said the order aims to protect vulnerable sectors, ensure economic continuity, and mitigate the war’s effects. Aumentado and Ligan discussed steps to mitigate rising fuel prices with mayors. Coun. Fausto Budlong hailed the emergency powers, designed to suspend or reduce fuel import excise tax, potentially lowering prices.
LTFRB 7 chief says no fare hike order in effect
Land Transportation Franchising and Regulatory Board (LTFRB) 7 chief Abosamen Matuan said there’s no fare hike order for public utility vehicles. The LTFRB hasn’t released a fare matrix allowing higher fares, and drivers aren’t allowed to charge more, per President Marcos Jr’s suspension order. LTFRB suggested a provisional fare hike, but the President suspended it, and no new directive has been issued. Land Transportation Office 7 director Wendel Dinglasan said drivers charging excess fares will be apprehended. Fare hikes are being sought due to rising fuel prices caused by the Middle East conflict.
Bohol SP session cancelled due to lack of quorum
The Sangguniang Panlalawigan (SP) cancelled its regular session on March 24, 2026, due to a lack of quorum. Some board members lamented the situation, as sessions help craft laws and develop services for Boholanos. Five female board members attended the Provincial Women’s Congress, and three (Tita Baja, Mutya Macuno, and Joahna Cabalit-Initay) later joined the session, but two (Jamie Villamor and Lucille Lagunay) remained absent, causing the shortage. Board Members Romulo Capedoza, Greg Jala, and DJ Balite were absent due to official business. Observers noted the absence may slow down legislation, concerning the public. Three BMs explained their absence: DJ Balite was at the CVIRAA in Cebu, Lagunay had a delayed travel for the Mangrove Convention, and Villamor was late due to traffic. As of March 26, 2026, board members Fernando Estavilla and Romulo Cepedoza had not explained their absence, while Tomas Abapo was on medical leave and Greg Jala had prior notice.

The events, scheduled for April and May, were cancelled following an emergency meeting with city officials and barangay captains on March 24, 2026. Yap said the decision was necessary and difficult, but the local government aims to prioritize the welfare of citizens amid the crisis. Private sector events, including the Saulog street dancing, will continue. The city will announce affected activities and provide alternatives, such as free city bus rides. ERC alerts public on rising power rates for April
The Energy Regulatory Commission (ERC) has alerted the public to expected increases in electricity rates for April 2026, driven by rising fuel costs due to Middle East conflicts, a weakening peso, and high summer demand. ERC chairman Francis Saturnino Juan said the war in the Middle East may affect gasoline prices and generation charges, as the Philippines imports most of its fuel needs. The ERC is looking to lower the impact through staggered collection of charges, and monitoring plants and the Wholesale Electricity Spot Market to prevent price fixing and ensure stable supply. Consumers are advised to save electricity to lower bills and help maintain power supply. The ERC and Department of Energy will monitor potential supply shortages to avert blackouts.
The Duero Wind Power Project in Bohol has been approved by the DOE

Project Development Engineer Mark Christian Torres led the initiative, with strong support from Mayor Al Taculad and the Sangguniang Bayan led by Vice Mayor Hernes Bajao. The local government’s unity is seen as key to bringing in this large investment, which is expected to provide clean and affordable energy supply in line with the Renewable Energy Act of 2008 (RA 9513). Aside from electricity supply, Mayor Taculad emphasized that it will bring great opportunities in tourism and livelihood for Duero residents. The windmills are expected to become a new destination for tourists, while their construction and operation will provide additional jobs and open new businesses in the area. Currently, the Duero Wind Power Project is recognized as one of the biggest developments to come to the town in the coming years. Through the use of renewable energy, the LGU aims to ensure a sustainable energy supply while protecting the environment across the province.

Electricity prices expected to rise this April — ERC
The Energy Regulatory Commission (ERC) is warning the public about the impending increase in electricity prices due to the escalating tension in the Middle East and the natural rise in demand during the summer season. According to ERC Chairperson Francis Saturnino Juan, the turmoil abroad is expected to cause a “domino effect” that will not only affect fuel prices but also generation charges paid by households and industries. Juan explained that the Philippines is vulnerable to fluctuations in the global market price because the country still relies on importing thermal fuels such as coal, natural gas, and oil, which are the main sources of electricity generation. Since the generation cost is a “pass-through component” under the current regulation, any increase in the price of imported fuel will automatically be passed on to the electricity bill of consumers. Despite this, the ERC stated that they are looking for ways to minimize the heavy impact of this through possible staggered collection or gradual charging of the increase over several months. In addition, the regulator is also tightening its monitoring of plants and the Wholesale Electricity Spot Market (WESM) to prevent any form of price-fixing and ensure a stable electricity supply as demand rises due to the hot weather. The ERC is also calling on consumers to conserve electricity to reduce their bills and help maintain the stability of the national grid. French tourists’ adventure in Bohol clears up misconceptions
Two French tourists were cleared of suspicion after locals in Tintinan Island, Ubay, grew concerned about their arrival by pumpboat on Thursday night. The two foreigners were initially thought to be Russian or Iranian, but according to Jessie Amparo, who knows them, they are actually tourists from France looking to explore Bohol’s beauty. Amparo said that the pair bought their own boat for sea exploration and described them as kind-hearted with no ill intentions. The two foreigners are now on Camotes Island for another adventure. Concern arose among island residents after witnessing the unusual arrival of the foreigners, who slept on the shore after running out of fuel while navigating. Since it’s rare to see foreigners sailing a small pumpboat in the area, some residents suspected they might be spies or have malicious intent. Despite showing their passports, doubts lingered until clarification came from their acquaintance. The cleared suspicions have brought relief to Tintinan Island residents, who had called for an urgent investigation from Ubay police. Authorities and the community remain cautious to ensure everyone’s safety as the two French tourists continue their chosen adventure in the province.
Over 100 suicide cases recorded in Bohol; men and adults most affected
The provincial government of Bohol has released alarming data regarding the rising number of individuals who have taken their own lives from 2023 to 2025. According to Jeb Orig Borromeo, Nurse III and Mental Health Program Coordinator at the Provincial Health Office (PHO), during the program “TAMBUNAY with Ate M” on DYTR on March 21, a total of 139 cases have been recorded within the period. Based on the presented data, the number of males is significantly higher than females, with 118 (85%) of the victims being men and only 21 (15%) women. The record shows that even in 2023, 50 cases were recorded, slightly decreasing to 48 in 2024, but a rapid increase is noticeable in 2025, with 41 cases already recorded despite the year not yet ending. A new concern has emerged in the senior citizen sector, or those aged 56 and above, after seeing a sudden rise in the number of victims in this group. Meanwhile, the age group 36-55 remains the most affected, with a gradual increase also observed in cases among young people aged 13-25. Fortunately, no cases have been recorded among children aged 0-12 throughout the three-year period. The data identifies depression as the primary reason for these incidents in the province. Additionally, health problems (medical conditions) and financial difficulties have emerged as increasing factors each year. On the other hand, a significant decrease is noted in cases related to “love life” or relationships, while data on family problems and other mental illnesses remain fluctuating.
Kidnapping victim at IBT reportedly back home
A man allegedly kidnapped by men wearing bonnets near the Integrated Bus Terminal (IBT) in Barangay Dao on March 11 has reportedly been returned to his family. According to a source, the victim, identified as Allan Gamana, was brought back home a few days after the incident, which was captured on video and went viral on social media. The source added that there was a “courtesy call” from an official who reportedly returned the victim, but this has not been confirmed by authorities. Despite Gamana’s return, concern and confusion persist among the public due to the lack of official statements from the Bohol Police Provincial Office (BPPO) and the Police Regional Office (PRO-7). Police records show that Gamana is not new to authorities. He is known as a “drug personality” in Duero town and was arrested in 2016 in a buy-bust operation. It is recalled that PBGEN Redrico Maranan, the Regional Director of PNP, has ordered a thorough investigation. This comes as PGEN Jose Melencio Nartatez Jr. visited the region last week. Following this, PLTCOL Jhon Kareen Escober was relieved as Tagbilaran City PNP Chief. The Integrated Bar of the Philippines (IBP) – Bohol Chapter has also called for a transparent and swift investigation to answer questions about what really happened behind the abduction. The PNP Bohol remains silent on the matter.
