Zubiri eyed in rumored Senate shakeup

Fresh uncertainty gripped the Philippine Senate as speculation intensified over a possible new leadership shakeup, with Sen. Miguel Zubiri reportedly being floated as a replacement for newly installed Senate President Alan Peter Cayetano.

The rumors come just days after Cayetano assumed the chamber’s top post, unseating former Senate President Tito Sotto in a dramatic leadership change that exposed deep divisions within the 24-member body.

Political insiders cited in circulating reports said discussions are underway among senators about another possible leadership transition as early as Monday, May 18.

Zubiri, a former Senate president himself, is being presented by some lawmakers as a “consensus candidate” who could bridge rival blocs now locked in a struggle for control.

Observers note that Zubiri’s perceived neutrality and working relationships across factions make him a viable compromise amid escalating tensions following Cayetano’s rise.

However, no formal motion or signed support has been made public.

Cayetano’s takeover earlier this week triggered a wave of political realignments, with some senators reportedly reconsidering their positions amid dissatisfaction over how the leadership change was carried out.

The shift has fueled talk of defections and backchannel negotiations, raising concerns about instability in the Senate’s leadership.

Analysts warn that repeated leadership contests could disrupt legislative priorities, including budget deliberations and oversight functions, at a time when the government is facing economic woes.

No official confirmation

As of Saturday, neither Zubiri nor Cayetano has publicly confirmed the reports of a fresh leadership challenge.

Senate officials have also not released any formal agenda indicating a leadership vote on Monday.

Despite the lack of confirmation, the speculation underscores the fragile alliances within the chamber and the possibility of continued political maneuvering in the coming days.

Leadership struggles in the Philippine Senate are not uncommon, often reflecting shifting political coalitions tied to the administration and key power brokers.

Zubiri himself previously resigned as Senate president in 2023 amid questions over support within the chamber, paving the way for subsequent leadership changes.

The latest developments suggest that the Senate may once again be entering a period of uncertainty, with competing blocs testing their numbers and influence ahead of any potential vote.
