Vice Mayor Atty. Antonino “Dodo” Morala Jumawid (inset, center), emphasized during the June 1 session of the Sangguniang Bayan the need for meaningful observance of legislative discipline and procedural integrity, stressing that the body’s work must be measured by quality, legality, and responsiveness to the people’s needs rather than speed or volume. He declared that the Three-Reading Rule must be fully followed unless a measure is certified urgent. And that what is urgent is limited only to matters concerning public health, safety, or prevention of immediate damage or injury. He reminded members that if everything is labeled urgent, nothing truly is. VM Jumawid also called for revitalized committee hearings requiring inputs from department heads, implementors, and stakeholders to ensure measures are well-studied and effective, while asserting that public funds belong to the people, hence appropriations must undergo thorough consultation with the Local Development Council  in full session and concerned offices, as the Sanggunian serves as guardian of the public interest, and thus must always listen, consult, respond to the need of the people, and prioritize the people’s needs  or welfare in making policies and adopting appropriation.
