In the meantime, hotels and resorts are offering special room rates as well as food and services to attract tourists.

Stakeholders believe the return of whale shark watching will help bring back more tourists to Bohol.

American mariner rescued off Inabanga after Catamaran capsizes in rough seas

An American mariner was rescued on August 17, 2026 after his Catamaran capsized off the waters of Barangay Sto. Niño in Inabanga, Bohol.

Inabanga Mayor Dexter Ancla said his office received a call from Cebu reporting a distressed foreign sailor.

According to initial information, the mariner, a tourist, was sailing his Catamaran when it was suddenly struck by strong winds and big waves that caused the vessel to turn turtle.

Local responders immediately tried to locate him, but rough sea conditions made the search difficult.

By then, the mariner had already drifted toward the coastal waters of Getafe and Buenavista.

Recognizing the urgency, Ancla coordinated with the Philippine Coast Guard to expand the rescue operation.

With the Coast Guard’s resources and faster vessels, search teams were able to track and reach the mariner before his condition worsened.

The rescue effort was successful, and the American sailor was brought to safety.

Ancla thanked the Philippine Coast Guard for its prompt response and coordination, saying the quick action prevented what could have been a tragic incident at sea.

He also reminded tourists and local boaters to always check weather conditions before heading out, especially during this season when sudden wind and wave surges are common.

Albur eyes November reopening for whale shark watching

Albur’s whale shark watching operators are targeting a November reopening, Albur Mayor Don Ritchie Buates disclosed.

According to the mayor, November is the month set by the Capitol for the activity to resume.

Buates said the Albur town council has already called a public hearing on the ordinance to finalize guidelines for the industry.

He added that operators have started complying with the requirements in order to obtain the necessary permits.

The mayor lamented the huge loss in revenue when the activity was ordered closed by the Capitol.

The provincial government ordered the closure of whale shark watching after reports of feeding the whale sharks, which is not allowed under the provincial ordinance.

With stricter rules now in place, local officials are hoping the reopening will help revive tourism and livelihoods in Albur while ensuring the protection of the whale sharks.

KFC stalwarts warn youth on passionate love and uncontrolled emotions

Kabataan for Change (KFC) stalwarts are urging the youth to be cautious in engaging in passionate love and letting emotions run high.

KFC leaders Carl Hinlo and Jhon Lowie Bugahod reminded young people to temper their feelings, especially if they are not yet ready to be in a relationship.

They said giving in to intense emotions without maturity can lead to difficult situations such as unwanted pregnancy.

Hinlo and Bugahod pointed out that some end up abandoning their responsibilities.

They cited the case of a woman who gave birth to a baby boy and later died, after which the newborn was found disposed of in the trash.

The KFC leaders stressed that a person must be ready to take on responsibilities before entering a relationship.

They also said that being in love is not a bad thing, and that love does not always have to come from the opposite sex.

There are times when love and support can be found in family and friends.

According to them, there is a need to control emotions and find purpose in people who help us grow and give meaning to life.

They added that many of the things that happen in life are the result of the decisions we make.

To address these issues, Hinlo and Bugahod suggested programs to tackle teenage pregnancy.

They also pushed for initiatives that will check the mental wellness of the youth to help them make better choices.

Obsolete barriers cited as factor in Lila tragedy

Lila Mayor Arturo “Jed” Piollo said the concrete barriers involved in the recent tragedy had no steel reinforcement by design.

The barriers were built more than two decades ago during the construction of the circumferential road.

Because of this, the mayor has asked the Department of Public Works and Highways to replace the obsolete barriers with sturdier ones to ensure road safety.

On the incident itself, Piollo said the suspect is now facing charges and is currently in police custody.

The mayor also commented on road discipline and stressed the need to strictly enforce traffic laws to prevent similar accidents.

He said the certainty of punishment will make laws more effective.

According to Piollo, the country already has enough traffic laws and what is needed now is proper enforcement.

DOH-7 seeks help vs fake news on MR vaccination

The Department of Health-7 (DOH-7) is seeking help from security and law enforcement agencies to address misinformation and fake news that it said have hurt the government measles-rubella (MR) vaccination campaign.

Dr. Van Philipp Baton, chief of the DOH-7 Local Health Support Division, said the agency is considering coordination with the security cluster, National Bureau of Investigation (NBI), Criminal Investigation and Detection Group (CIDG), Philippine National Police (PNP), PNP Cybercrime, intelligence units, and the Department of Information and Communications Technology (DICT).

The goal is to address the spreading misinformation and, if there is basis, to take appropriate legal action against those responsible.

According to Baton, health officials were alarmed by the extent of misinformation about MR vaccination spreading on social media.

He said the scale of false information is alarming because it can affect the decision of parents and other individuals regarding vaccination.

Baton said DOH-7 will review with concerned agencies the proper coordination protocol to effectively address misinformation, especially since it has gone beyond the capacity of doctors and nurses.

He warned that the spread of misinformation against vaccines could weaken the government immunization program and have long-term effects if many children remain unvaccinated.

Baton encouraged parents to base their decision on vaccination on reliable and scientific information.

According to him, the measles-rubella (MR) vaccine has long been in use and has undergone testing to ensure its safety and effectiveness.

Baton emphasized that vaccination remains an important way to prevent measles and rubella, two contagious diseases that can lead to severe complications, hospitalization, and death, especially in young children.

American sailor rescued after catamaran sinks off Inabanga coast

An American sailor was rescued by authorities after his sailing catamaran sank in the waters off Barangay Santo Niño, Inabanga, Bohol yesterday, August 17, 2026.

According to Mayor Dexter Ancla, it was around 5:30 p.m. on that day when he received a call from his friend in Cebu asking for help for Adrian Belic, an American visitor who was sailing from the Ilocos Region.

Belic’s catamaran sank in the waters off Barangay Santo Niño, but due to strong winds and waves, he was not immediately rescued by the first responders.

Mayor Ancla contacted their barangay captain Winie to help in searching and rescuing the sailor. But because of the rough sea, Belic was drifted toward the eastern part of the waters off Buenavista.

Ancla immediately contacted the Philippine Coast Guard (PCG) Station in Buenavista, which coordinated with the PCG Getafe Station until the Coast Guard found the American sailor in the waters off the coast of Getafe.

Belic is now safe under the care of the Philippine Coast Guard Getafe Station.

Mayor Ancla thanked Barangay Santo Niño Captain Winie, Kap Joy, the fishermen of Getafe and Buenavista, and the members of the Philippine Coast Guard who responded to the rescue operation.

He also named Buenavista Station Chief Absuelo, Randy Torreon, and Getafe Station Chief Marc Jon Bengcang.

He also expressed gratitude to the barangay tanod of Barangay Asinan in Buenavista and Poblacion Getafe, as well as Buenavista Mayor Dave Duallo and Getafe Mayor Cayeh Monillas Camacho for their assistance.

“Helping a stranger, coz why not.
Pay it forward mentality,” said Mayor Ancla, who emphasized helping others even if they are strangers.

Tagbilaran Council reviews school security policy after Zamboanga shooting

The Tagbilaran City Council is now reviewing rules that prohibit security guards from carrying firearms inside schools.

This came after the shooting incident at Ateneo de Zamboanga University in Zamboanga City in the morning of August 18, 2026.

During the regular session of the Sangguniang Panlungsod led by Vice Mayor Adam Jala, Councilor Fausto “Bebot” Budlong raised the issue.

Budlong, who chairs the SP Committee on Peace, Order and Public Safety, proposed a review of DepEd policies and circulars on the firearms ban.

He said the discussion is timely because of growing public concern over safety in schools.

For Budlong, allowing security guards to carry firearms can help prevent crimes and serve as a deterrent.

He also stressed the need to strengthen protection for both students and teachers.

Councilor Jose Floro Ringca, chairman of the Committee on Education, noted that many schools already had security measures in place even before the Zamboanga incident.

Ringca said he will monitor the current safety protocols in public schools in the city.

He added that he may call another meeting with the Committee on Peace, Order and Public Safety.

The goal is to check if schools are consistently implementing their safety and security measures.

Bohol creates Road Safety Task Force

The Sangguniang Panlalawigan of Bohol has approved on third and final reading an ordinance creating the Provincial Road Safety Task Force.

The ordinance also strengthens local support for the Anti-Drunk and Drugged Driving Act of 2013.

It was approved during the regular session led by Vice Gov. Nicanor Besas.

Board Member Dionisio Joseph Balite served as floor leader during the session on August 18.

Provincial Ordinance No. 56-2025 aims to strengthen the enforcement of Republic Act No. 10586.

This will be done through better coordination among law enforcement agencies, provincial offices, and other stakeholders.

The goal is to prevent and address drunk and drugged driving in Bohol.

The ordinance was authored and sponsored by Provincial Board Member Mutya Kismet Tirol.

Board Members Tomas Abapo Jr., Nathaniel Binlod, and Dionisio Joseph Balite signed on as co-sponsors.

The ordinance provides for standardized local support for road safety operations.

This includes field sobriety tests, the use of breath alcohol analyzers, drug testing referrals, and coordination during checkpoints.

It also covers the management of road safety data and public education campaigns.

The campaigns aim to raise public awareness about the dangers and legal consequences of driving under the influence of alcohol or dangerous drugs.

The Provincial Road Safety Task Force is expected to improve coordination among involved agencies.

It will also promote a more unified approach to road safety measures across Bohol.

The main goal is to protect motorists, passengers, pedestrians, and other road users.

At the same time, it encourages discipline and responsible driving.

The ordinance also provides funding for the implementation of its provisions.

With this, the province reaffirms its commitment to strengthening road safety and protecting the lives of everyone on Bohol’s roads.

The Department of Social Welfare and Development (DSWD) Field Office 7 and the Philippine Health Insurance Corp. (PhilHealth) rolled out the Yakap, or Yaman ng Kalusugan, program to beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in Bohol, aiming to bring health services closer to families enrolled in the conditional cash transfer program.

On Aug. 5, the Yakap Caravan: Amuma Para sa Tanan ran from 8 a.m. to 3 p.m. at the Batuan Gymnasium in Batuan, Bohol.

The Batuan Rural Health Unit led the event under Dr. Mark Johnuel M. Duavis, working alongside the Provincial Health Office, municipal midwives, barangay health workers and PhilHealth staff.

Services offered included PhilHealth registration and enrollment, updates to member and dependent records, Yakap registration, Yakap First Patient Encounter screenings, health screenings, medical consultations and laboratory exams. The Batuan local government unit also provided free medicine to beneficiaries.

About 158 4Ps partner beneficiaries received services during the caravan, according to organizers.

The same day, a separate Yakap Registration Activity took place at the New Super Rural Health Unit in Barangay Tuboran, Bien Unido, Bohol.

The 4Ps Municipal Operations Office, the Bien Unido Rural Health Unit and PhilHealth coordinated to speed up registration for 4Ps beneficiaries under the Yakap program. About 140 beneficiaries from various barangays took part, registering for and accessing health services and PhilHealth benefits.

Binlod: Other Chocolate Hills are free, but visitors take their own risk

It is free to climb and take photos of other Chocolate Hills that are not part of the tourism complex, but visitors must be ready to take their own risk, according to 3rd District Board Member Nathaniel Binlod.

Binlod, a member of the Sangguniang Panlalawigan Committee on Tourism and from Carmen where the Chocolate Hills are located, issued the clarification after a woman’s post questioning the entrance fee at the tourist attraction went viral.

According to Binlod, no one is stopping visitors from climbing the hills outside the tourism complex.

However, some areas are overgrown and not maintained, so there may be risks such as the presence of dangerous animals including snakes.

But if visitors enter and climb the Chocolate Hills Complex, they are required to pay the set entrance fee.

Binlod added that the entrance fee has been implemented for more than three decades through a municipal ordinance.

The P100 fee is used for the salaries of workers and for maintaining the facilities in the complex.

The Board Member said complaints from visitors who do not want to pay the entrance fee have been around for a long time, including what he experienced when he was still the manager of the Chocolate Hills Complex.

According to him, those who did not want to pay were advised before that they could go to other Chocolate Hills that have no entrance fee, but they would have to accept their own risk.

Binlod also revealed that there are foreign tourists who choose other Chocolate Hills for adventure and for taking photos without paying at the tourism complex.

He added that it is not only the Chocolate Hills that have an entrance fee because most tourist attractions with facilities, workers, and maintenance usually charge a fee.

Binlod, who is also chairman of the Committee on Ways and Means of the Sangguniang Panlalawigan, said the collection of the entrance fee is legal through an approved ordinance and the revenue-raising power of the local government.

He added that the income from it is divided among the Provincial Government, LGU-Carmen and the barangay, and is also used for social services and projects for the community.

Bohol farmers and irrigators ask Gov. Aumentado for cloud seeding due to El Niño

Bohol farmers and irrigators are calling on Governor Aris Aumentado to fund and implement cloud seeding to protect farms from a possible long dry spell due to the forecasted El Niño.

The appeal came from two major irrigators’ federations and the Sangguniang Bayan of Pilar, who are concerned about the effect of reduced rainfall and water supply on agricultural production.

The Malinao Dam Federation of Irrigators’ Association (MADFIA) Inc. and the Federation of Talibon SRIS Irrigators’ Association (FETASIA) Inc. approved separate resolutions on April 29 for cloud seeding.

MADFIA’s irrigation service area covers about 4,376 hectares of rice fields, while FETASIA covers around 953 hectares of agricultural land supplied by Zamora Dam.

In total, about 5,329 hectares of farmland are involved in the requests.

The two federations warned that a prolonged dry spell could reduce rainfall and water inflow into Malinao and Zamora dams, which could affect crops and farmers’ livelihoods until early 2027.

The Sangguniang Bayan of Pilar also approved Resolution No. 409-A, Series of 2026, on June 22, calling on Aumentado to implement cloud seeding in Bohol.

The resolution, authored by Council Member Wiliam Butron, cited PAGASA warnings about the possible arrival and strengthening of El Niño and its impact on rainfall and water supply for agriculture.

According to the council, agriculture, which is a major source of livelihood for Boholanos, could be affected by crop failure, lack of irrigation water, and reduced production if the dry spell continues.

The irrigators and the Pilar council added that cloud seeding could help induce rain, refill irrigation reservoirs, and protect crops until harvest.

Copies of the resolutions were sent to the Office of the Provincial Governor, the Department of Agriculture, and other concerned agencies for evaluation and appropriate action.

DepEd Bohol tightens school security

The Department of Education (DepEd) Bohol has tightened security in schools following a series of school threats and the shooting in Zamboanga City that killed two students.

Bohol Schools Division Superintendent Dr. Faye Luarez presented the measures during the Sangguniang Panlalawigan Committee on Education meeting on August 20 led by Board Member Nathaniel Binlod, the chairperson.

According to Luarez, the Bohol Schools Division Office is implementing the directive of DepEd-7 Regional Director Arturo Bayocot to strengthen security at school gates and ensure that no deadly weapons enter school premises.

Among the steps of DepEd is the purchase of metal detectors to be used for checking bags and packs brought by students and school personnel.

School principals were also ordered to meet with their teachers to discuss preventive measures that should be implemented based on the situation of each school.

The participation of student organizations is also being encouraged through their involvement in focus group discussions to talk about preventive solutions and safety measures that can be implemented in schools.

Bayocot also ordered schools to remain vigilant and ensure that safety and security are included in DepEd management discussions.

Security was further tightened after school threats hit several schools in Bohol on August 19, including in Catigbian, Balilihan, Clarin, Sagbayan and Ubay.

The DepEd measures also followed the shooting in Zamboanga City that killed two students, which led to stricter security protocols in schools across Central Visayas.

According to Luarez, the goal of the measures is to strengthen prevention and preparedness and to ensure that schools are safe for students and personnel.

BM Jala pushes province-wide school security audit

3rd District Board Member Greg Jala has proposed a province-wide assessment of school security following the shooting at a private school in Zamboanga City.

Jala presented the proposal during his privilege speech at the regular session of the Sangguniang Panlalawigan on August 18, 2026, led by Vice Gov. Nicanor Besas.

He wants the security of both public and private schools to be reviewed, including entrances, perimeter fences, security personnel, visitor control, and emergency procedures.

He also pushed for stronger coordination between schools, the Bohol Provincial Police Office (BPPO), local police, barangays, and emergency response units, including regular lockdown and evacuation drills.

Jala also suggested the establishment of a Provincial School Safety and Security Program that will include security assessments, emergency protocols, a mechanism for reporting threats, and coordination among schools, police, barangays, and parents.

According to Jala, the shooting incident in Zamboanga City is a warning for Bohol to strengthen school security before a tragedy happens.

The proposal was referred to the joint Committee on Peace, Order and Public Safety and Committee on Education of the Sangguniang Panlalawigan for legislative action and recommendation.

There are also 17 barangays classified as unaffected.
