The town and the operators are awaiting the certificate of compliance coming from the Provincial Government.

He pointed out that the workers underwent training and were subjected to drug testing.

The mayor emphasized the need to have a drug-free workforce when dealing with tourists.

DILG chief explains suspension order protocol

The provincial director of the Department of the Interior and Local Government (DILG) explained how the suspension protocol works.

Johnjoan Mende, provincial director, revealed that the DILG has no direct participation whenever a public official gets suspended or dismissed.

He said the role of the DILG is to ensure the rule of succession is followed when there is a vacancy.

Mende mentioned that often the Ombudsman does not inform the local office of the DILG, and any order of suspension or dismissal is coursed through the Central Office.

He explained the Ombudsman can act on its own or direct any agency to implement the order.

He cited the issue in Duero wherein the provincial office was not informed about the dismissal order from the Ombudsman until the Municipal Local Government Operations Officer informed him about the order.

The order was coursed to the Human Resource Office of Duero.

In the case of Dauis, the implementation of the order was delayed due to legal remedies sought by the offended party.

Nonetheless, the DILG’s role is limited to ensuring the succession order is followed.

In case of vacancy in the Sangguniang Bayan, the political party may nominate the replacement to be appointed by the governor.

Panglao resort shuts down as LandBank wins foreclosure auction over P975M loan

Donatela Resort and Sanctuary in Barangay Tawala has ceased operations after its owner failed to pay a 975 million peso loan, leading the Land Bank of the Philippines to foreclose on the property.

Donatela Hotel Panglao Corp., which owns the resort, stopped operating Sept. 30, 2026 and is ready to turn over the land and improvements to LandBank, according to a disclosure by PH Resorts Group Holdings Inc.

The loan was originally granted by United Coconut Planters Bank in 2018 to refinance the acquisition of the resort.

The land and improvements served as collateral. The loan came under LandBank after UCPB was integrated into the state-run bank.

Foreclosure proceedings began this year. No other bidder joined the auction, and LandBank was declared the highest bidder.

Donatela has not yet received the official Certificate of Sale and is awaiting court confirmation of the sale, the company said.

Donatela is an upscale boutique resort with villas, a swimming pool, a restaurant and other leisure facilities. Donatela Hotel Panglao Corp. acquired it in 2017 and began operating it under new ownership in January 2018.

Driver leaps from van after hitting gravel on Bohol highway

A driver leaped out of his private van like Spider-Man after losing control when he ran over a pile of gravel on the road, local disaster officials said.

The Tubigon Municipal Disaster Risk Reduction and Management Office said the incident happened shortly after 9 a.m. Thursday on the National Highway in Barangay Kawayanan.

The driver did not notice the large heap of gravel that had fallen onto the road. His vehicle swerved after running over it until he lost control.

Realizing he could no longer maneuver, he jumped out of the van.

The driver sustained minor bruises, while the van overturned and landed on the side of the road.

Workers from the Department of Public Works and Highways had already cleared the spilled gravel by the time responders arrived, an MDRRMO staff member said.

Court junks 6 cyber libel cases vs. Dan Ismael Lim

A Quezon City court has dismissed six cyber libel cases filed by Bohol 2nd District Rep. Ma. Vanessa “Vanvan” Aumentado against Dan Ismael C. Lim, ruling that the criminal charges should no longer proceed based on the evidence on record.

Judge Cherry Chiara L. Hernando of Regional Trial Court Branch 93 issued a three-page order dated Sept. 22, 2026, granting the prosecution’s motion to withdraw the informations and ordering the cases dismissed.

She also ordered the release of Lim’s 210,000-peso cash bond, which he had posted for his provisional liberty.

The cases involved alleged violations of Section 4(c)(4) of Republic Act 10175, or the Cybercrime Prevention Act of 2012, in relation to Articles 353 and 355 of the Revised Penal Code.

Six informations were filed against Lim on March 2, 2026, charging him with six counts of cyber libel.

Lim then sought a review before the Department of Justice, prompting the court to suspend his arraignment.

On Aug. 28, 2026, the department granted his petition, reversed and set aside the challenged resolution of the investigating city prosecutor, and directed prosecutors to withdraw the six informations.

Prosecutors then filed the motion to withdraw, attaching the department’s resolution.

The DOJ found that the evidence presented during the preliminary investigation failed to meet the standard of prima facie evidence with reasonable certainty of conviction. It also considered Lim’s argument that he was not the person behind the Facebook account identified as “Dan Ismael Lim.”

According to the review, the complainant and witnesses did not establish that Lim had accessed the account.

The department said the complainant also failed to sufficiently show that the posts could be attributed to Lim through evidence such as internet service provider records, Facebook records, geolocation information, search history or his hard drive. It found insufficient evidence that Lim was the actual owner or possessor of the account.

The complaints stemmed from social media content that Aumentado alleged was defamatory.

The posts included a shared video from The Bohol Monitor about an alleged 15-million-peso baptism reception; a shared Bohol Monitor post about a 15-million-peso diamond; a shared post from Bohol Viral involving “KUMARE”; a Facebook post from the “Dan Ismael Lim” account about a Japan trip; and a post referring to “Kumare Billionarya Cong Van2x Aumentado” and a Japan trip with Bohol mayors.

The DOJ also considered whether the information in the posts was already publicly known. It noted that details about the baptism reception at the Shangri-La Hotel and the Japan trip had allegedly been public, while photographs involving jewelry were posted by Aumentado herself and were not denied by her.

Hernando stressed that the court was not merely adopting the department’s action.

“The Court is not bound to mechanically adopt a DOJ resolution,” the order said, adding that the trial court must independently evaluate the merits of the motion and the supporting evidence.

After reviewing the informations, the preliminary investigation records, the prosecution’s motion and the department’s resolution, the court found sufficient legal and factual basis to allow the withdrawal. It said the department’s determination was supported by the records and applicable law, and concluded that continuing the criminal proceedings was no longer warranted.

The court also noted prosecutors’ duty to ensure that criminal cases are pursued only when supported by sufficient factual and legal bases.

Where prosecutors determine after review that the evidence for a charge is insufficient, the court said, there must be a compelling reason before it forces them to proceed.

The order directed the Office of the Clerk of Court to release the cash bond to Lim or his authorized representative upon surrender of the official receipt and presentation of government-issued identification cards.

The dismissal is not a finding that every allegation in the disputed posts was false, nor a ruling that Lim is innocent on the merits.

The order dealt only with whether the informations should remain on the court’s docket after prosecutors sought their withdrawal and after the court independently assessed the evidence and the department’s review.

Lawyer says defense aims to prolong VP trial while awaiting SC ruling on voting threshold

Boholano lawyer Glen Hubahib believes that the vice president’s defense team will try to prolong the trial in order to wait for a decision from the Supreme Court (SC).

He said the goal is to wait for a decision coming from the SC regarding the change in the voting threshold.

On September 30, 2026, news reports indicated that the SC dismissed the petition questioning the change of the threshold.

The SC said the issue is premature and the petitioners are not the ones who may have actual injury arising from the Senate’s decision to change the threshold.

Nonetheless, Hubahib said the defense team of Vice President Sara Duterte will never try to abruptly end the trial because the decision of the SC has not yet been fully reached.

Hubahib believes that the Constitution is clear that all senators should be able to vote and that two-thirds are needed to convict the vice president.

He added that it is now up to the SC, as the arbiter, to decide on the issue and settle it for good.

Hubahib gave his reaction following rumors that the defense team might no longer participate in the trial following the changing of the threshold.

TANOCAL president says preparations underway for medical mission in Bohol next year

Tagbilaran Association of Northern California (TANOCAL) President Arthur Romanos said he is in the thick of preparations for the medical mission in Bohol next year.

Romanos made an appearance on Open Forum and narrated that he is now trying to negotiate for their accommodations.

He is also negotiating for the transport services that they will use during the medical mission.

He shared that he has already reached out to some resorts in Bohol for their accommodations, but nothing has been finalized yet.

It is the same with the transport services, as no contract has been signed so far.

Meanwhile, some of the doctors reportedly conducted a fundraising activity, the proceeds of which will be donated to the medical mission.

TANOCAL President Romanos said it is a kind gesture to raise funds to support the medical mission in Bohol this coming February 2027.

Dozens of foreign-based doctors will come to Bohol to conduct the medical mission, which will include free eye surgery for cataract patients.

Arcamo clarifies statement on tourism prices in Bohol after receiving backlash

Board Member Benjie Arcamo set the record straight on his commentary regarding the prices of tourism goods and services in Bohol.

This clarification came after Arcamo lamented that he was bashed for his comment stating that people should be aware of their budget when choosing appropriate tourism services.

He explained that high-end tourism establishments incur more operational costs compared to lower-tier service providers.

Therefore, there are indeed more expensive options available in the market which may not align with everyone’s budget.

He emphasized that tourists have the freedom to choose the kind of service that is affordable and suitable for them.

This, according to him, is what he meant when he made the comment about the high prices of tourism goods and services, especially in Panglao.

To illustrate his point, he said that prices of goods sold in malls are more expensive compared to similar goods sold on the streets.

He pointed out that mall operators entail higher costs compared to those who are selling the same goods along the streets.

This is the reason mall prices are more expensive compared to those offered by vendors along the sidewalk.

He added that this is the same idea behind high-end establishments charging higher rates than lower-tier ones.

Meanwhile, Arcamo said that he passed a resolution on September 29, 2026 to push for the establishment of a branch of the Bangko Sentral ng Pilipinas (BSP) in Bohol.

He revealed that he was told that the plan to establish the branch was held in abeyance by the previous BSP governor.

Now that there is a new BSP governor, he expressed hope that the plan will be revived and that it will help boost the local banking industry.

He added that the BSP had already purchased a lot in Dauis for the purpose of building a branch, but the plan was shelved by the previous BSP governor.

Acuzar appeals for patience amid heavy traffic at Bool-Mansasa junction

City Administrator Alvin Acuzar called for patience among motorists as heavy traffic is currently being experienced at the Bool-Mansasa junction.

He mentioned that the heavy traffic may start to ease by early November once the ongoing project is finished.

According to him, the congestion is due to the ongoing road development along CPG East Avenue in Mansasa.

Acuzar appealed to the public to cooperate in order to help lessen the traffic congestion in the area.

He revealed that there are times when only one portion of the road is blocked and there are times when the whole stretch is closed to traffic.

Despite the ongoing works, Acuzar promised that traffic will continue to flow at all times in the area.

He added that the city has already provided alternative routes where traffic is being diverted for the meantime.

Acuzar also shared that a traffic light will be installed at the Bool junction by the end of the year.

There is also a plan to install another traffic light at the busy intersection in Dampas.

All of these efforts, Acuzar said, are geared toward improving traffic flow in the area, as the project also includes a drainage component.

Meanwhile provisional tricycle fare hike takes effect in Tagbilaran starting September 28 Acuzar said.

Acuzar also related that the provisional fare increase for tricycles has already been implemented as of September 28, 2026.

Under the new rate, the fare for the first kilometer is now P20 from the previous P15, while the fare for the succeeding kilometer has been reduced from P3 to P2.

He explained that the provisional increase is meant to cushion the impact of high fuel prices on tricycle drivers and operators.

He clarified that all discounts are still being observed as a privilege for senior citizens, persons with disability, and students.

Acuzar also said that tricycle drivers and operators are required to attend seminars on tricycle operations.

The city allotted time during Saturdays starting September 26, 2026 to reeducate drivers and operators on the existing ordinances and regulations.

Acuzar reminded the public that the photo appearing on the ID displayed inside the cab should correspond to the person who is actually driving the unit.

He warned that any mismatch can result in penalties and fines.

Jumawid proposes casino access for foreigners only to boost Bohol tourism

Batuan Vice Mayor Antonino Jumawid suggested allowing foreigners to play in casinos while denying access to locals as a measure to attract more tourists to Bohol.

He made the suggestion when asked about how to attract more tourists to visit Bohol.

He mentioned that locals should not be allowed to play in casinos, as these areas should be provided for foreign tourists only.

The vice mayor said that locals already have plenty of legal gambling options such as cockfighting and lottery, among others.

He added that casino operations can help attract foreigners who want to gamble outside of their home country.

In this way, the tourism industry can draw more visitors aside from the natural attractions of Bohol.

Earlier, Gov. Aris Aumentado opposed the idea of establishing a casino in Bohol.

This sentiment is also shared by other local officials who opposed casino operations in Bohol.

Catigbian pushes digital transformation to make gov’t services faster

Catigbian Mayor Benjie Oliva announced that Catigbian is entering a digital transformation in an effort to make government services faster and easier to obtain.

Recently, Catigbian launched programs that will leverage digital convenience.

Together with Bangko Sentral ng Pilipinas, Catigbian launched Paleng-QR Ph Plus that uses digital wallets for payments of purchases in the public market and to pay for fare in local transportation.

This way, Oliva said, consumers are going to transact using cashless payments as the QR is linked to e-wallets or online banking.

There is also a plan to develop an app that will make transactions in the town hall easier and faster, and this is made possible via a grant from the national government.

Meanwhile, Mayor Oliva apologizes after his remark on Bohol tourism prices draws backlash

Oliva apologized to the people offended by his comment on high prices of tourism goods and services in Bohol.

He spoke to Ardy Araneta Batoy in her radio program after he was bashed on social media regarding his comment on the alleged high price of one Pampano fish order costing P1,650.

Oliva argued that he never meant offense when he made a comment.

He clarified that his comment was never anti-poor, as he is also a product of a poor family.

He said he just rose from the ranks and became a mayor.

What Oliva really meant in his comment was for people to know their budget when choosing tourism goods and services.

Oliva commented that those who can afford the high prices are not readily complaining about exorbitant prices.

It seems those who cannot afford are the ones complaining, and this struck a raw nerve to some people and saw Oliva’s comment as offensive.

For this reason, Oliva was humble to apologize to those offended by his comments.

In this regard, Oliva suggested that people should research for more affordable services or accommodation.

He said there are plenty of affordable options available, it is just that his choices are not well-promoted.

It is the task of the local government units to provide a platform that aims to promote affordable options in the tourism industry.

There should be a summit gathering all tourism stakeholders with the aim of promoting affordable services and goods in Bohol.

It is just lamentable, he said, that tourists are unaware about accommodations aligned with their budget.

Bohol tourism is affordable as long as you know where to find the best services and accommodations that fit their budget.

A post on social media showed that a fish order costs P1,650, which has not been independently verified to be true.

The photo on social media had no clear source where the picture was taken.

KFC honors winners of CINEBIYAHE Bohol 2026 for acclaimed film “Panamilit”

The Kabataan for Change (KFC) recently feted two of the winners of the CINEBIYAHE Bohol 2026 short film festival, which was organized by the Dagitab Creatives of Tagbilaran City College (TCC).

During the program, Best Director and Best Writer John Lloyd Igar and Best Actor Louigee Nuera shared their creative journey with Carl Hinlo and Lowie Bugahod as they narrated how their award-winning short film entitled “Panamilit” was made.

The film tells the moving story of Eloy, a member of the Eskaya tribe, who begins to realize the profound importance of his home in Candijay at the very moment he is about to leave the tribe.

According to both Igar and Nuera, the valuable lesson they learned from making the movie is that a person will only truly realize the importance of a place when he is about to depart from it.

The cast and crew likewise extended their heartfelt gratitude to all those who helped them in the production of the movie, including the local officials in Candijay led by Mayor Thamar Olaivar.

The film festival, which is meant to showcase the tourism attractions in Bohol, was participated in by six schools, namely Bohol Island State University main campus and Balilihan campus, Colegio de Loboc, Matter Dei College, Holy Name University and TCC.

LGU Catigbian distributes free P.E. uniforms to public schools; strengthens support for learners

The Local Government Unit of Catigbian, under the leadership of Municipal Mayor Hon. Benjie S. Oliva, continues to strengthen its commitment to education and the welfare of learners through the distribution of free Physical Education (P.E.) uniforms to public & private schools across the municipality.

The initiative forms part of the LGU’s continuing efforts to provide practical assistance to learners and help ease the financial burden on families brought about by school-related expenses. More than providing appropriate attire for P.E. classes and school activities, the program promotes discipline, unity, participation, confidence, and school pride among learners.

Initial Rollout Reaches Six Public Schools

The initial batch of recipient schools that have already received the P.E. uniforms includes:

Catigbian Central Elementary School
Catigbian West Central Elementary School
Sinakayanan Elementary School
Bongbong Elementary School
Rizal Elementary School
Mahayag Norte Elementary School

The initial distribution marks the beginning of an ongoing rollout that will extend the assistance to additional public schools across the municipality.

Supporting Learners Across Catigbian

Catigbian has a total of 29 schools serving approximately 4,743 learners, composed of 22 public elementary schools, four public high schools, and three private schools.

The LGU-funded P.E. uniform assistance is intended for learners in public schools, reflecting the municipality’s continuing support for the public education system and its commitment to providing practical assistance to families.

For learners in the three private schools, assistance for P.E. uniforms is being facilitated separately through the Rotary Club of Pasay Cyber City demonstrating the important role of civic organizations and community partners in complementing government efforts to support education.

This collaborative approach highlights the value of partnerships among the LGU, schools, civic organizations, teachers, parents, learners, and other stakeholders in responding to the needs of children and young people.

More Than Just a Uniform

For the LGU Catigbian, the P.E. uniform is more than just school attire. It represents practical support for families and an investment in the well-being, participation, and development of learners.

By providing a basic school requirement, the initiative seeks to help lessen the expenses that families have to shoulder while ensuring that learners have appropriate attire for physical education and related school activities.

Physical Education also contributes to the holistic development of children and young people. Through sports, exercise, and group activities, learners develop not only physical fitness but also teamwork, discipline, cooperation, perseverance, responsibility, and respect.

More importantly, the initiative conveys a meaningful message to every learner: you matter, you are valued, and your community believes in your potential.

Education as a Shared Responsibility

The LGU recognizes that education is a shared responsibility. Schools and teachers provide the foundation for learning, parents and families provide guidance and support, while the wider community also plays an important role in creating opportunities and responding to the needs of learners.

Through the free P.E. uniform distribution, the LGU Catigbian reaffirms its commitment to programs that promote the welfare of children and youth, support families, and contribute to a more inclusive and supportive learning environment throughout the municipality.

The LGU also expresses its appreciation to the school heads, teachers, parents, learners, Rotary Club, and other community partners for their cooperation and support in making initiatives like this possible.

As the distribution continues, the LGU remains committed to ensuring that its programs reach the communities and beneficiaries they are intended to serve.

For the learners of Catigbian, this initiative is more than a uniform. It is a tangible expression of the community’s continuing support for their education, well-being, and future.

And to every Catigbianon learner: Keep learning. Keep moving. Keep believing in your potential. Serbisyo para sa Catigbianon. Alagad sa Katawhan.

Faith and tradition remain the foundation of the identity of Jagnaanons and are important in strengthening community unity, according to Mayor Mark Louie Monungolh during Sinoog Estokada 2026.

According to Monungolh, the Grand Portrayal or Ritual Dance is not just a performance, but a way of showing and honoring the faith, culture and traditions passed on from ancestors to the new generation.

Monungolh said that culture can be a way to unite the community, especially among barangays that work together to develop activities that honor their ancestry and local culture.

The Sinoog Estokada is part of Pistang Panaghiusa 2026 and the celebration of the 395th founding anniversary of Jagna.

The celebration carries the theme “Pagtoo ug Tradisyon, Lungsuranon Pagahiusahon,” which emphasizes the role of faith and culture in uniting Jagnaanons.

Monungol praised the participants for their effort in preserving and continuing Jagnaanon culture.

For the mayor, continuing such traditions is also a way to pass on to the youth the values and culture that define Jagna.

Arcamo says government cannot dictate prices of private hotels and restaurants

The government has no direct power to dictate the prices of food and services of private hotels, resorts and restaurants in Bohol, according to Bohol Board Member Atty. Benjie Arcamo, amid ongoing complaints about the high cost of tourism-related services in the province.

According to Arcamo, the mandate of the Department of Trade and Industry (DTI) is limited to monitoring and regulating the prices of basic goods or commodities covered by their price monitoring.

But this is not the same as food that is cooked and sold in restaurants, where many costs are considered in setting prices, including ingredients, cooking, operations, service and employee salaries.

Arcamo added that each establishment also has a different target market, so the prices of all hotels, resorts and restaurants cannot be the same.

There are high-end establishments that offer more expensive services, while there are other businesses that focus on cheaper food and services for the masses.

Because of this, according to Arcamo, the government cannot easily force private establishments to lower their prices, despite the growing discussion about the cost of tourism in Bohol.

He emphasized that consumers should have different options that suit their budget and needs.

Lite Shipping allows EVs under safety rules

Based on an official advisory, Lite Shipping Corporation clarified that it does not prohibit the boarding or loading of Electric Vehicles (EVs) on its vessels.

This is in support of the company’s compliance with Republic Act No. 11697, also known as the Electric Vehicle Industry Development Act (EVIDA), which was implemented in April 2022.

However, to ensure the safety of all passengers, crew, cargo, and the vessels themselves, the transport of EVs will be subject to specific precautionary measures.

Among such procedures is placing EVs in areas of the ship that have proper ventilation (well-ventilated area), preparing dedicated fire extinguishing equipment suitable for putting out fires from electrical and lithium-ion battery, and ensuring that the EV is switched off for the entire duration of the trip.

Drivers and passengers are also strictly prohibited from staying inside EVs while the vessel is sailing, and the vessel operator may implement additional safety protocols if needed.

Lite Shipping Corporation emphasized that such measures are part of their preparedness and are in line with international maritime safety practices for transporting Electric Vehicles.

The company also clarified that there is no total prohibition or ban on loading EVs on ships in other countries, since shipping operators around the world continue to load them with proper methods to avoid risks from lithium-ion battery systems.

The company remains supportive of the government’s initiative to reduce the country’s dependence on imported fossil fuels and push for sustainable transportation in a safe manner.

AirAsia ends Bohol flights with final Flight Z2354 landing

On September 30, 2026, AirAsia Philippines formally bid farewell to the province of Bohol through its final operation of Flight Z2354 at Bohol-Panglao International Airport (BPIA).

The flight, which used an Airbus A320 aircraft, successfully landed at BPIA at 9:45 this morning.

The reason for stopping their service in Panglao is a route suspension that is part of a broader move by the company to streamline their flight schedules and realign their operations to optimize their entire network.

Aside from this, it is also part of their preparation for the upcoming replacement of their old fleet of Airbus A320s with newer and fuel-efficient Airbus A220s starting in 2027, which will reduce maintenance and fuel costs.

Despite this departure, AirAsia clarified that the suspension is only part of the ongoing review of their domestic routes.

And with their plan to strengthen their fleet through new aircraft, there is a big possibility that they will return in the future to continue contributing to the growth of tourism in Bohol.

Fire destroys house and store in Tagbilaran; induction cooker eyed as cause

Fire engulfed a house and store made of mixed concrete and light materials after a huge fire broke out on R. Enerio Street, Poblacion 3 in Tagbilaran City, Monday evening, September 28.

The fire department received the alarm at 7:13 p.m.

Based on the report from the homeowner, the fire started in the kitchen of the main house where her 7-year-old grandchild was said to be cooking.

It was said that the electrical induction cooker that was being used suddenly exploded and became the origin of the rapid spread of fire.

The owner of the house was identified as Evangeline Mondella, 61 years old, a widow, who lives with her three children and four grandchildren.

Their house, store, and all personal belongings of the owner were completely destroyed.

According to the boarders renting the boarding house next to Mondella’s, they only saw the large and blazing fire from the main house, which is why they quickly ran outside.

Fortunately, no one was hurt in the incident.

The fire was responded to by BFP Tagbilaran, TARSIER 117 and firetrucks from BQ and Alturas.

The fire was controlled past 7:29 p.m. and was declared fireout at 8:31 p.m.

It was raised to 1st alarm.

Batuan VM Jumawid links high tourism prices to business costs

The high prices of some hotels and restaurants in Bohol are linked to the cost of running a tourism business, according to Batuan Vice Mayor Antonino “Dodo” Jumawid.

Jumawid expressed his position amid the ongoing discussion about the cost of traveling and touring in Bohol, including the discussed ₱1,650 for one serving of pompano in Panglao.

According to him, large hotels and restaurants need to consider the cost of construction, salaries of employees, electricity and water, maintenance, taxes, permits and other fees in setting their prices.

For tourists who want to reduce costs, he suggested choosing homestays, local accommodations and family-run eateries, instead of relying only on large hotels and restaurants.

In Batuan, according to Jumawid, there are cheaper accommodations where visitors can also enjoy the beautiful places and local culture of the town.

Jumawid acknowledged that there are still issues in the tourism sector that need to be resolved, including concerns about the prices of some establishments.

He also pushed for continued support of local governments for the tourism industry, which is one of the important pillars supporting the economy of Bohol, aside from agriculture.

DTI-Bohol cannot impose price ceiling on tourism establishments

The Department of Trade and Industry (DTI) cannot impose a price ceiling on tourism establishments that are not covered by its legal mandate, according to DTI-Bohol Provincial Director Vierna Teresa Ligan.

Ligan clarified the mandate of DTI during The Capitol Reports on Sept. 25, where complaints about the price of accommodation, transportation fare and other tourism services were discussed.

According to her, DTI may enforce consumer protection laws and impose penalties for violations within its jurisdiction, but it cannot dictate prices beyond the legal mandate of the agency.

Ligan said that DTI continues consumer education, product development and business assistance, including the implementation of price-tag and other consumer protection requirements.

She also urged tourism establishments to secure a sales promotion permit, if necessary, to ensure transparency in their promotional activities.

DTI Provincial Director Ligan urged consumers to check and verify first complaints and allegations about tourism prices and services before spreading them on social media.

P42 wage increase is a “huge insult” – TUCP

The Trade Union Congress of the Philippines (TUCP) described the approved P42 increase in the daily minimum wage in Central Visayas as a “dako nga insulto” (huge insult) and extremely small, which according to the group only proves that the country’s regional wage-setting system is already “guba” (destroyed).

According to TUCP, there is no justice and logic in said increase amid the rapid increase in prices of basic commodities, which is why they are again calling on Congress to urgently pass the bill for a larger P200 legislated wage hike.

Amid criticism from labor groups, the new wage order is firmly scheduled to be implemented on October 14, 2026, which is expected to benefit around 337,476 workers in the private sector.

Based on the directive coming from the Regional Tripartite Wages and Productivity Board (RTWPB-7) and approved by the National Wages and Productivity Commission (NWPC), workers in Class A areas (expanded Metro Cebu) will now receive P582 per day from the previous P540.

Meanwhile, those working in Class B areas, which comprise the province of Bohol, remaining parts of Cebu, Negros Oriental, and Siquijor, will now have a new daily wage of P542 from the old P500.

Aside from regular employees, domestic workers or kasambahay in the region are also included in the increase whose monthly salary will increase to P7,500 from P7,000.

Tourists from China and Korea flock to Bohol for holiday season

Visitors from China and Korea arrived at Bohol Panglao International Airport on September 26, 2026, Saturday.

Along with the start of their long holiday season, travelers from said countries have started arriving to vacation on the island.

Aside from Chinese and Korean nationals, the influx of tourists from Taiwan and Hong Kong is also expected to follow from September 26 to October 11.

As the holiday approaches, more visitors and travelers are expected to arrive this coming September 30 and October 1.

New minimum wage in Bohol to increase to P542 per day effective October 14

Minimum wage earners in the province of Bohol will now receive a P42 increase in their daily wage, causing their basic salary to rise to P542 per day from the former P500.

This is after Department of Labor and Employment (DOLE) Secretary Francis Tolentino formally announced today, September 26, 2026, Saturday, the official approval of the new wage order for areas covered by Class B, which includes Bohol.

Aside from regular workers in businesses, kasambahay in Bohol and the entire region will also enjoy a P500 addition to their monthly salary.

Because of this, from the former P7,000 per month, their salary to be received will now be P7,500.

Said increase will officially take effect on October 14, 2026, or 15 days after it is officially published this Monday, September 28.

Said wage increase in Bohol is part of the regional ordinance from the Regional Tripartite Wages and Productivity Board (RTWPB) 7 and approved by the National Wages and Productivity Commission (NWPC).

It is estimated that more than 300,000 minimum wage workers in the entire region will benefit from it.

Under said provision, the Class A or expanded Metro Cebu area (from Carcar City to Danao City) has a new minimum wage of P582 per day from P540.

While Negros Oriental and Siquijor remain in Class B (P542/day) because no formal wage board has yet been created for the newly established Negros Island Region (NIR).

According to Secretary Tolentino, who led the deliberation and approval of the NWPC in Cebu, each minimum wage worker will enjoy an estimated P1,092 additional income per month.

Tolentino revealed that the said wage order was unanimously or without opposition approved after looking at the current economic condition of the region and the amount that shows a balance and is favorable for both workers and the management side.

Balloon popping at HNU mistaken for shooting incident

Students at Holy Name University (HNU) were alarmed by the successive popping of balloons and loud shouting which they mistook for a shooting incident on Thursday evening, Sept. 24.

According to Bohol Police Provincial Office (BPPO) Public Information Officer PMaj. Joseph Lopena, the police from the Tagbilaran City Police Station immediately responded to the report of alleged shooting at HNU, Barangay Dampas, at 6:31 in the evening.

Led by PLTCOL Joey Mallare Bicoy, officer-in-charge of Tagbilaran City Police Station, the police who responded to the report confirmed that no shooting happened on the campus.

In the initial investigation, fourth-year BS Biology students who were in Room 407 on the fourth floor heard successive sounds that seemed like explosions, accompanied by loud shouting from outside their classroom.

Because of this, they mistakenly thought the sounds were gunshots and they reported it to the police.

But in further inquiry, it was found that the sound came from the Management class in Room 205 on the second floor, where first-year Human Resource Management students were conducting an activity that included popping balloons and shouting.

Said activity was held between 6:20 and 6:40 in the evening, which coincides with the time the alleged shooting was reported.

According to PMaj. Lopena, the police proved that the incident was only a false alarm and no real shooting or threat happened at HNU.

Bohol admits limited monitoring of tourism establishments

The Provincial Government of Bohol admitted that it cannot inspect and monitor all tourism establishments throughout Bohol, which is why a large responsibility remains with the local government units (LGU) in monitoring and handling tourism complaints.

This was admitted by Provincial Legal Officer Atty. Handel Lagunay during The Capitol Reports on Sept. 25.

According to Lagunay, the provincial government cannot inspect all establishments in the different towns and cities of Bohol.

Those that need to be monitored include hotels, restaurants, vans, tricycles and other tourism-related establishments.

“The provincial government cannot inspect all establishments throughout Bohol,” said Lagunay, who emphasized the major role of LGUs in monitoring businesses within their respective areas.

This emerged amid complaints that spread on social media about tourism prices, transportation fares, accommodation rates and other services here in Bohol.

Lagunay urged the public to first verify the truth of complaints and allegations before sharing or spreading them on social media.

He also urged the tourism industry to “police themselves” and respond to complaints through proper information and transparent methods.

According to him, “fair value” does not mean the cheapest price, but the price must be clear, service must be good, and value received by the customer must be reasonable.

Lagunay added, stronger coordination is needed among the provincial government, LGUs and tourism industry to resolve complaints and sustain orderly management of the tourism sector in Bohol.
