Baba bags P1.137B DPWH budget, more than double other districts

The congressional district of Rep. John Geesnell “Baba” Yap, who voted to impeach Vice President Sara Duterte, has a proposed Department of Public Works and Highways (DPWH) allocation of P1.137 billion pesos for 2027, more than twice the amounts proposed for the districts of two Bohol representatives who voted against impeachment.

Data attributed to the Philippine Center for Investigative Journalism (PCIJ) showed Yap’s first district has a proposed allocation of P1,137,275,000 pesos.

That compares with P565 million pesos for the second district, represented by Rep. Maria Vanessa “Vanvan” Aumentado, and P500 million pesos for the third district, represented by Rep. Kristene Alexie Tutor.

Yap voted yes on Duterte’s impeachment, while Aumentado and Tutor voted no, according to the House of Representatives’ May 11, 2026, roll-call record, as reported by national media.

Yap’s proposed allocation is P572.275 million pesos higher than Aumentado’s and P637.275 million pesos higher than Tutor’s. It is about twice Aumentado’s and 2.27 times Tutor’s.

Combined, Aumentado’s and Tutor’s districts have P1.065 billion pesos in proposed allocations, P72.275 million pesos less than the amount proposed for Yap’s district alone.

VOTING RESULT

The House voted May 11, 2026, to impeach Duterte over allegations that included corruption and betrayal of public trust.

The chamber recorded 257 votes in favor, 25 against and nine abstentions.

Twenty-six other lawmakers did not participate, according to GMA News’ report based on House records.

Bohol’s three representatives cast different votes. Yap, of the first district, voted yes. Aumentado, of the second district, voted no. Tutor, of the third district, also voted no.

Former Bohol Governor and now Murang Kuryente partylist Rep. Arthur “Art” Yap was listed among lawmakers who did not participate in the vote.

The roll-call record lists him as a nonparticipant, not among the nine lawmakers who abstained.

PCIJ Findings

In its investigation of the proposed infrastructure budget, the PCIJ reported that districts represented by lawmakers who voted against or did not participate in Duterte’s impeachment generally received lower proposed funding in certain categories, while some districts represented by lawmakers who voted yes received substantially higher amounts.

The DPWH has said its proposed 2027 budget incorporates stricter project evaluation and accountability requirements, including complete programs of work, validated geotagged photographs, master plans and certificates of implementability.

The department has said the reforms are intended to ensure infrastructure projects are properly documented and ready for implementation.

The figures for Bohol are proposed allocations, not final appropriations or money already released for construction.

The amounts may still change during the budget process.
