Diamond jubilee awards recognize Tagbilaran’s public servants and partners
The City Government of Tagbilaran honored public servants, barangays, businesses, and development partners in a series of recognition ceremonies held on October 14 and 15, 2026, at the Bohol Cultural Center.
The events highlighted their contributions to local governance, economic growth, and community development.
The three ceremonies — Pasidungog, the Barangay Recognition Ceremony, and Sidlak — formed part of the city’s 60th Charter Anniversary celebration.
They recognized individuals and institutions whose service and participation have helped shape Tagbilaran’s development.
Held on October 14, Pasidungog: A Night of Recognition and Excellence honored city government employees who reached significant milestones in public service through the Government Service Awards.
The Mayor’s Special Award was presented to employees for their significant contributions to the city government.
The Legacy Awards honored past and present elected officials for their contributions to Tagbilaran.
On October 15, the Barangay Recognition Ceremony acknowledged the accomplishments and contributions of the city’s 15 barangays in local governance and community development.
On the same day, Sidlak: Investors and Partners Night recognized businesses, institutions, and individuals whose contributions have supported the city’s economic activity and development initiatives.
Awardees included top real property and business taxpayers, local businesses operating for 50 years or more, educational institutions, government agencies, development partners, and partners in the Saulog Tagbilaran.
Board examination topnotchers, individual awardees, and sectoral partners were also recognized.
The awards highlighted the different ways public service, business activity, and institutional partnerships contribute to the city’s development.
Mayor Jane Yap thanked the awardees for their contributions and emphasized the importance of collaboration in sustaining the city’s progress.
She said the recognition went beyond individual accomplishments and acknowledged the collective efforts of government employees, barangay leaders, businesses, and partner institutions in serving the people of Tagbilaran.
She also underscored the need to sustain these contributions as the city pursues its development goals, particularly in improving public services, expanding economic opportunities, and building a more sustainable and resilient community.
The ceremonies were part of the city’s Diamond Jubilee celebration carrying the theme “One Family, One City,” which highlights the shared responsibility of different sectors in shaping the city’s future.

P1.63-billion 2027 Tagbilaran budget undergoes public consultation
The City Government of Tagbilaran presented its proposed P1.63-billion budget for 2027 during a public consultation held on October 16, 2026, at the City Hall Atrium.
City department heads and officials presented their respective mandates, proposed allocations, programs, projects and activities, expected outcomes, and opportunities for public collaboration.
They also responded to questions and clarifications raised by representatives of the Tagbilaran City People’s Council (TCPC) and various civil society organizations (CSOs).
City Budget Officer Marysol Perocho presented the consolidated budget proposal to the TCPC for endorsement.
This marks the third consecutive year that the proposed annual budget has been formally presented to the People’s Council before its submission to the Sangguniang Panlungsod (SP).
The consultation is anchored in City Ordinance No. C-352, or the People Participation in City Governance Ordinance, which mandates the involvement of the TCPC in the preparation and deliberation of the annual budget.
The ordinance also requires a public hearing and a certification from the TCPC confirming that the proposed budget has been presented to the public before it can be submitted to the SP.
The initiative also supports the city’s commitment under the Open Government Partnership (OGP) to promote transparency, accountability, and meaningful citizen participation in local governance.
Mayor Jane Yap emphasized that the proposed 2027 budget reflects the city government’s priorities and its commitment to deliver programs and services that respond to the needs of Tagbilaranons.
She said every budget is an opportunity to translate plans into concrete results for the people.
By opening the process to public consultation, she added, citizens and civil society partners are given the opportunity to help identify priorities and ensure that public funds are directed toward programs that will make a meaningful difference in the lives of Tagbilaranons.
Now on its third year of implementation, the participatory budget consultation and endorsement process reflects Tagbilaran City’s continuing efforts to institutionalize public engagement in local fiscal planning.
The proposed 2027 budget will proceed to the next stage of the local budget process, including deliberation by the Sangguniang Panlungsod.

A newly constructed two-storey building with six classrooms was turned over to the City of Tagbilaran National High School in Barangay Cabawan on October 8, 2026.
The project was implemented through a partnership between the City Government of Tagbilaran and the National Grid Corporation of the Philippines (NGCP).
The turnover ceremony was attended by Mayor Jane Yap, First District Representative John Geesnell “Baba” Yap II, Vice Mayor Adam Jala, NGCP Manager of the Corporate Initiatives and Advocacies Division Ricky Escame, members of the Sangguniang Panlungsod, and officials of the City Schools Division.

She noted that the additional classrooms will help address the need for suitable learning spaces for students.
She described the new building as an early Christmas gift to the learners, providing them with additional facilities to support their education.
Yap also emphasized that education remains a priority of the Yap-Jala administration.
She said the administration’s support covers learners from daycare and elementary to high school and college, as well as technical-vocational training through the Technical Education and Skills Development Authority (TESDA).
The school building project reflects the role of public-private partnerships in supporting education infrastructure and in helping local governments respond to the needs of a growing school population.
