Culpa said seeking early consultation can prevent dengue fatality, as at least one person died due to dengue because of delayed consultation.
Meanwhile, the CPCF is conducting school-based immunization to increase the vaccination rate, and Culpa said the last measles and rubella vaccination was less than successful because only 19 percent were immunized.

Police says no foul play in guard’s death
Panglao police clarified that no foul play was detected in the death of a security guard posted in the construction site in barangay Lourdes in Panglao.
Panglao Police Chief Capt. Kentbel Ceasar Parcon divulged that there were no bullet holes detected on the body of Eulalio Abadingo Jr., who was found dead on November 3, 2026 apparently due to cardiac arrest.
A relative said the victim may have figured in a vehicular accident prior to his death, and the victim may have suffered some injury as a result of the accident but shrugged it off and continued with his shift at the construction site.
The police dispelled any rumors that there was a shooting incident involving the guard that resulted in his death, while a casual reading of social media showed the guard was brimming with light prior to the incident where he lost his life all of a sudden.
This brings us to realize life is too short and death can come when nobody is able to notice its arrival.
Operators face challenges in reopening whale shark watching
Operators admit facing certain challenges that may contribute to the delay in the reopening of the whale watching activity.
Operator Victorino Garay said they have still to complete some of the trainings and requirements so that they can return to operation especially that the activity is under stricter regulations, and moreover, Garay said they have still to undergo a water, search and rescue training before the start of operation but they have not yet completed the said training.
Another challenge is the disallowance of feeding of the whale shark in order to attract the animals so they will appear before the guests, and Garay said without feeding, there is a risk that the whale shark will not show up because there is no incentive given to the animals in the form of food.
Garay lamented tourists would rather go to other places where whale watching and feeding are allowed because the chance of the creatures showing up is higher there than here where feeding is deemed illegal.
It was expected that the whale watching activity in Bohol resumes in Bohol this November in an effort to attract more tourists, while the tourism industry suffered a huge blow when the Capitol decided to suspend the operation of whale watching taking place in Dauis, Albur, and Lila.
Tagbilaran Baywatch opposes Hall of Justice in Bool
Environmental group Tagbilaran Baywatch has raised opposition to the plan of building the Hall of Justice in Barangay Bool.
Lead convenor Gigi Biliran said they oppose the location of the facility but not the hall itself, and Biliran went on to suggest alternative areas where the hall can be located such as in barangay Cabawan.
The Baywatch is opposing the building of the hall in barangay Bool near the foot of Mount Banat-i Hill due to environmental concerns, and Biliran questioned the Environmental Compliance Certificate (ECC) of the project as the appropriate agency has not yet issued the said clearance.
While the Hall of Justice is needed, the government should look for other areas more suitable than in barangay Bool, and it will be the Supreme Court that would apply for the necessary clearances before the start of any construction.
The only involvement of the Capitol in the project is the donation of the lot but the clearances and feasibility study will be undertaken by the Supreme Court as the one responsible for building the Hall of Justice.
Meanwhile, the Integrated Bar of the Philippines (IBP) Bohol chapter supports any move of the Supreme Court to build a Hall of Justice in Tagbilaran City, and IBP Bohol president John Jeric Lim said that the group will support the Supreme Court in its plan to build the Hall of Justice.
Capitol clears Hall of Justice issue
The Provincial Government clarified that it is only donating 5000 sq. meter lot out of the 2.6 hectare property in barangay Bool.
The clarification was made by Legal Officer Handel Lagunay to local media, and Lagunay said the lot donation is a testament to the commitment of the Capitol from previous administrations to the present.
On October 29, 2026, Gov. Aris Aumentado affixed his signature to the Deed of Donation for the lot where the future Hall of Justice will soon rise, while the deed of donation executed during the time of former Gov. Art Yap was not notarized.
The present Provincial Board passed a resolution allowing the governor to donate a portion of the property in Bool, and Lagunay welcomed any opposition to the project saying there will be layers of approval before the construction of the facility begins.
He added that opposition will provide an alternative lens whether or not the project is beneficial or damaging, and Lagunay assured Chief Justice Alexander Gesmundo about the donation of the lot during the inauguration of the Hall of Justice in Candijay.

PAV Lo hears Bohol mayors’ complaints over funding delays linked to unreleased SAROs
Presidential adviser on the Visayas (PAV) Philip Lo listened to the complaints of second and third district mayors of Bohol regarding funding delays that have continued to hamper the implementation of several projects in their respective districts.
Lo was in the province as the keynote speaker at the 130th birth anniversary of Pres. Carlos P. Garcia on October 4, 2026 at the Bohol Cultural Center, after which he was brought to Carmen where he was hosted by Carmen mayor Conchita delos Reyes, the president of the League of Municipalities of the Philippines (LMP) Bohol chapter.
During the meeting in Carmen, Lo met with the mayors who raised their concerns about their problems, probably including funding delays involving the unreleased special allotment release order (SARO) that has affected the implementation of several projects in the second and third districts.
The same concerns were also raised before interior Sec. Junvic Remulla and Cabinet Sec. Benhur Abalos when they paid a visit to Bohol recently, underscoring how persistent the problem has become for the affected local government units.
The problem of the unreleased SAROs may be linked to the decision of second district Rep. Maria Vanessa Aumentado and third district Rep. Christine Alexie Tutor to vote against the impeachment of Vice President Sara Duterte, after which the funding complications reportedly ensued.
7-year-old girl dies from snake bite in Inabanga
A 7-year-old young girl lost her life on November 4, 2026 after she was apparently bitten by a venomous snake, probably a cobra, in barangay Ubujan, Inabanga.
The girl had been asked to buy a bag of rice from a nearby store when a venomous snake was reportedly waiting at around dusk, and she felt the bite but withheld the information that a snake had bitten her out of fear that she would be scolded.
The victim eventually told her parents that a portion of her body had gone numb, probably due to the spreading of the venom, after which she was rushed to a nearby hospital but eventually expired.
There have been a lot of instances where snakes have killed people in Bohol, and prompt action can reduce the likelihood of fatality because once bitten, a victim races against time and should be able to receive an anti-venom right away to counteract the effects of the venom on the body and avert death.
Panglao police want CICL photos circulating on socmed taken down
Capt. Kentbell Ceasar Parcon, Panglao police chief, raised concerns about the sharing of the photograph of the child in conflict with the law (CICL) on social media or socmed, and he wants these circulating photos to be taken down.
Parcon appealed to the public to refrain from spreading the stolen shot that was taken inside the police station and was uploaded to socmed, stressing that the taking of photos inside the station is generally not allowed and that no one was permitted to take the CICL photo while inside the station hours after the discovery of the dead body of Rhea Hormiguera.
Parcon claimed that based on the CCTV footage, the one who took the photo was a companion of the CICL who was never authorized to take any photos, and the photos that spread on socmed exposed the image and likeness of the CICL, which is a breach of his privacy rights.
Parcon said he is working with cybercrime operatives to take down the image that clearly displayed the image of the CICL and will work to remove the incriminating images.
Panglao police were able to solve the murder of a 46-year-old former OFW within hours from the report after the child confessed to the crime, and the police were able to secure an extra judicial confession from the CICL assisted by a lawyer.
MSWDO appeals for understanding for CICL
Despite being accused of killing his own mother, the child in conflict with the law (CICL) still deserves to be understood and to keep his person private.
This was the appeal of Municipal Social Welfare and Development Officer (MSWDO) of Panglao Cheryniel Nuda to the public during the press conference on Nov. 5, 2026, as she told the public to refrain from casting unfair judgment on the CICL.
She also appealed to protect the privacy of the CICL even though he is the one accused of killing his mother Rhea Hormiguera, after Panglao police led by Capt. Kentbell Ceasar Parcon filed parricide charges against the CICL.
The CICL was described by Nuda as an achiever but a product of a broken home, since the boy grew up with his grandmother and has been with his mother for only 3 years, while the victim used to be an overseas Filipino worker (OFW) who decided to stay in Panglao for good.
Nuda divulged that the CICL was allegedly subjected to physical and oral abuse by his late mother, and the abusive atmosphere may have caused him to have pent-up emotions that erupted towards violence that led him to kill his own mother.
The boy lost control of his faculties and allowed his anger to envelop him until he was able to commit a heinous crime, and the CICL is now under the custody of MSWDO awaiting commitment to an appropriate facility, probably to the Bohol Youth Home in Cortes.
It was worth mentioning that based on the psychological testing, the boy acted with a high level of discernment and probably he knew the consequences of his actions.

Carl Hinlo, Lowie Jhon Bugahod, and Ivy Betalmos took turns in expressing the things they are thankful for, including the opportunities that enabled them to become broadcasters and to be able to express their hopes and opinions.
Somehow they only dreamt of the opportunity to become a broadcaster before, and now it has become a reality for them, while they are also thankful that they have plenty of blessings which are more than what they need.
They appreciate the love and support of the people around them, including those within their respective communities, as the KFC stalwarts remain truthful and committed to serve the Boholano youth by providing positive ideas and to become catalysts for change.
City urges people not to patronize Badjaos
City Administrator Alvin Luis Acuzar appealed to the public not to give alms to Badjaos who beg along city streets.
Acuzar made the appeal over Open Forum on Nov. 6, 2026, as he asked the people to refrain from giving alms so that the Badjaos would no longer beg.
It has been observed that during Christmas time, the Badjaos scatter into the city from barangay Totolan in Dauis to take advantage of people’s generosity at this time, and Acuzar warned that people who will give alms may be prosecuted under a city ordinance and could face fines.
Therefore, if one really wants to help the Badjaos, there are certain ways where one can provide support without giving alms, since Acuzar said that by refraining from giving alms, we are teaching the Badjaos not to be dependent on begging or mendicancy.
He mentioned that the city has coordinated with other local government units to prevent the scattering of Badjaos into the city especially during Christmas time, but it would be best for the public to help along and rid off the Badjao problem altogether in order to keep the streets safe and free from begging Badjaos.
Catigbian mulls leasing public market
Catigbian mayor Benjie Oliva floated the idea to allow the private sector to lease a portion of the town’s public market.
The idea stems from the concept being shown by Buenavista, where a department store has leased the second floor of the public market, and thus Buenavista earns rental income from the lease of space by the department store located on the second floor of the public market.
Oliva wants to replicate the example of Buenavista so that his town can also earn rental income, since he admits that national leaders are not keen on funding public market development and he also refuses to take out any loans to fund public market development.
Therefore, leasing the space to private entities can be a good source of revenue for the town, while Catigbian is now waiting for any private company that would show intent to lease a portion of the public market.
There have been some observers, but no entity has yet submitted or shown interest in leasing the area.
PDC lists priority projects
The Provincial Development Council (PDC) has listed several projects to be endorsed to the Regional Development Council (RDC).
Following the PDC meeting on November 4, 2026, the council endorsed the projects including the Tubigon Sports Complex, a feasibility study on a bridge in Inabanga, and a waste water treatment facility in Tagbilaran City, while the PDC also endorsed some projects from the science and technology sector.
The projects are now referred to the RDC for consideration and perhaps to be included in the next national budget, since the PDC periodically meets to discuss the priority projects that are needed to be funded by outside sources such as the national budget or grants or loans.
The purpose of endorsing the projects is to have them included in the consideration for the development of the region, where in Region 7, there are only two provinces left, Bohol and Cebu, and the rest are highly-urbanized cities Cebu City, Mandaue City, and Lapu-lapu City.
Arcamo sees petty crimes as sign of bad economy
Board Member Benjie Arcamo sees the rise of petty crimes as an indication of a bad economy.
The lawmaker feels that people tend to engage in petty crimes as a way to bridge the short income they are having, since it is clear that the inflation rate is moving faster than the wage increase and thus there are people who opted to engage in petty crimes to make ends meet.
He cited that there are people who would steal flowers in cemeteries and sell them to florists to be resold to the market, and this scenario can tell us how bad the economy has been turning into.
Meanwhile, Arcamo feels there is no need for any new legislation to allow senior citizens to work in the fast food industry, as he argued that the labor laws do not prevent anyone from engaging in employment as long as they are capable and someone is interested to hire senior citizens.
The lawmaker said the law is only preventing instances of discrimination among senior citizens, and he said there should not be any discrimination imposed on senior citizens who would choose to be gainfully employed.
This comes as a measure had been introduced at the Provincial Board seeking to allow senior citizens to be employed at fast food chains.
